On Tuesday, June 20, 2023, the National Assembly continued the 19th working day of the 5th Session with plenary sessions in the hall chaired by National Assembly Chairman Vuong Dinh Hue.

Morning

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard:

- Member of the Standing Committee of the National Assembly, Chairman of the Economic Committee of the National Assembly Vu Hong Thanh presented the Report on explanation, acceptance and revision of the draft Law on Cooperatives (amended); then, the National Assembly voted to approve it. Law on Cooperatives (amended), the results are as follows: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates), of which 466 delegates approved (equal to 94.33% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates), and 5 delegates did not vote (equal to 1.01% of the total number of National Assembly delegates).

- Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy presented the Report on explanation, acceptance and revision of the draft Resolution on investment policy. Road project from National Highway 27C to Provincial Road DT.656 of Khanh Hoa Province - connecting with Lam Dong Province and Ninh Thuan Province; then, the National Assembly voted to pass the Resolution, with the following results: 472 delegates participated in the vote (equal to 95.55% of the total number of National Assembly delegates), of which 471 delegates approved (equal to 95.34% of the total number of National Assembly delegates), and 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).

Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly heard:

- Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented a report explaining, accepting and revising the draft Law on Civil Defense; then, the National Assembly voted to pass the Law on Civil Defense, with the following results: 475 delegates participated in the vote (equal to 96.15% of the total number of National Assembly delegates), of which 469 delegates approved (equal to 94.94% of the total number of National Assembly delegates), 3 delegates did not approve (equal to 0.61% of the total number of National Assembly delegates), and 3 delegates did not vote (equal to 0.61% of the total number of National Assembly delegates).

- Minister of Public Security To Lam, authorized by the Prime Minister, presented the Report on the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee on National Defense and Security Le Tan Toi presented the Report on the review of the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level. After that, the National Assembly discussed in groups the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level.

Afternoon

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Science, Technology and Environment Le Quang Huy present a Report on explanation, acceptance and revision of the draft Law on Protection of Consumer Rights (amended); then, the National Assembly vote through Law on Consumer Rights Protection (amended), the results are as follows: 465 delegates participated in the vote (equal to 94.13% of the total number of National Assembly delegates), of which 463 delegates approved (equal to 93.72% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.40% of the total number of National Assembly delegates).

The National Assembly discussed in the hall about Draft Law on Water Resources (amended). At the discussion session, 21 delegates spoke and 2 delegates debated, in which the majority of delegates basically agreed with the necessity of amending the Law to promptly institutionalize the Party's policies and guidelines, overcome the limitations of the current Law on Water Resources, handle overlapping and overlapping contents with other laws, perfect the legal framework for water security, mechanisms and policies to encourage socialized resources, price water resources, use and allocate revenue, manage and exploit water resources effectively and economically.

To continue perfecting the draft law, delegates focused on discussing: Name and scope of the law; protection of water resources and restoration of water resources; regulation, distribution and exploitation and use of water resources; economic tools, policies and resources for water resources; responsibility for state management of water resources; general planning for exploitation and use of water resources; consultation with the community and related organizations and individuals in the exploitation and use of water resources; operation process of reservoirs and inter-reservoirs; artificial rain making; registration for licensing of exploitation and use of water resources; responsibility for water resources management, settlement of disputes over water resources...

At the end of the discussion session, Minister of Natural Resources and Environment Dang Quoc Khanh spoke to explain and clarify a number of issues raised by National Assembly delegates.

Wednesday, June 21, 2023: The National Assembly held a plenary session in the hall to discuss the draft Land Law (amended). The session was broadcast live on Vietnam National Assembly Television.
