On July 29, the Office of the People's Committee of Da Nang City said that Ms. Nguyen Thi Anh Thi, Vice Chairwoman of the City People's Committee, signed a document requesting the People's Committees of wards, communes, and special zones to strengthen security and order, handle street vendors, and prevent stalking and soliciting customers.
Da Nang is known as a “livable city” with many famous landscapes. In 2024, there were nearly 11 million domestic and foreign visitors coming to visit and relax. In 2025, Da Nang aims to welcome more than 11.9 million visitors.

The large number of tourists brings with it the phenomenon of street vendors, soliciting, begging, etc., causing discomfort to tourists and being offensive to the tourism environment.
To end the above phenomenon, the People's Committee of Da Nang City requires localities to strengthen inspection of compliance with regulations on ensuring tourism environment, security, order, traffic safety, regulations on management, public posting of prices and fees for services at tourism service establishments, food establishments, tourist areas and attractions in the management area.
Da Nang city leaders also requested localities to strengthen inspection and supervision of food service establishments, places of worship, tourist areas and spots in the area, to prevent the situation of wandering begging, disguised begging, street vending, and clinging to customers from occurring.
In addition, communes, wards and special zones must take measures to manage and educate local beggars who often wander around begging in the area, to prevent the situation from recurring.
The Vice Chairman of the People's Committee of Da Nang City emphasized that the Chairmen of the People's Committees of wards, communes, and special zones are responsible to the leaders of the City People's Committee for handling the situation of street vendors, wandering beggars, disguised beggars, and clinging to and soliciting tourists in the management area, ensuring a safe, civilized, and friendly tourism environment.
The People's Committee of Da Nang City requested the Association of the Disabled and the Association of the Blind to organize propaganda and mobilize members not to gather in large numbers, not to take advantage of their disabilities to cling to, solicit, and beg customers to buy goods combined with begging in the city.
Talking further with Dan Tri reporter about this, Mr. Van Ba Son, Deputy Director of the Department of Culture - Sports and Tourism of Da Nang, admitted that there is a phenomenon of street vendors flooding the streets, overcharging tourists at some tourist attractions in the area.
To address this situation, the department has issued temporary guidelines on state management of tourist areas, tourist attractions, and tourism environment, including handling street vendors, preventing stalking, soliciting tourists, and disguised begging, etc. for the People's Committees of wards, communes, and special zones in the new Da Nang city.
According to Mr. Son, when implementing a two-level local government, the force to ensure tourism environmental safety was transferred to communes and wards, but this force is still thin.
Hoi An City (old) had a city regulation team. After the merger, this force was transferred to the communes and wards.
Mr. Son also said that to handle this situation, localities in Quang Nam province (old) will follow Directive 07 of 2023. Meanwhile, localities in Da Nang city will follow the (temporary) instructions issued by the department on July 16.
