In his closing remarks, General Secretary To Lam stated that the 13th Central Committee Conference had completed all the planned content and agenda.
Each issue was meticulously prepared, thoroughly discussed, and decided upon with high consensus, including many "backbone" contents directly related to the success of the 14th Party Congress, to the goal of rapid and sustainable development, and to improving the real living standards of the people.
4 main outcomes of the Conference
The General Secretary stated that the 13th Central Committee meeting had discussed frankly, scientifically , and reached a high level of consensus on many important policies and decisions. The General Secretary also summarized four main results.
Firstly, the Central Committee approved the documents to be submitted to the 14th Party Congress; unanimously nominated personnel for the 14th Central Committee and the 14th Central Inspection Committee; and provided opinions on the timing, content, program, working regulations, and election regulations of the 14th Congress, with the motto of ensuring compliance with the Party Charter, innovation, science, effectiveness, and practicality.
In particular, the content of the design documents is concise, substantive, and clearly outlines breakthroughs in institutions, infrastructure, and human resources, digital and green transformation, regional linkages, and national development towards self-reliance and sustainability.
Secondly, through the conclusions on the report on the implementation of the socio-economic plan for 2025; the determination to complete the remaining targets of the 2021-2025 five-year plan; and the preparation of the basis for the socio-economic plan for 2026 and the financial and budgetary plan for 2026-2030 in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.
Third, clearly identify institutional bottlenecks that need to be addressed immediately within the central government's jurisdiction; unify mechanisms for regular monitoring, inspection, and evaluation; publicly disclose the responsibilities of leaders; and encourage those who dare to think and act for the common good.
Fourth, unify the major orientations and methods for organizing the implementation of the conclusions of the 13th Central Committee Conference and the conclusions of the Politburo in the past period; establish the governing principle of "discipline comes first - resources come together - results are the measure".
The Central Committee has decided on a number of issues concerning the work of the ministries within their jurisdiction.

We are determined to prevent those who seek positions and power through illicit means, or who are corrupt and engage in negative practices, from entering the new Central Committee.
The General Secretary emphasized that the overarching spirit of this Conference is to use results as the measure, to put the people at the center, to use discipline as the foundation, and to use innovation as the driving force.
Through frank, democratic, and responsible discussions, the Central Committee unanimously agreed on nine major orientations.
First, we must make thorough preparations for the 14th National Congress of the Party. We must continue to supplement and refine the content of the documents so that they are concise, profound, and reflect a strategic vision.
Affirming three strategic breakthroughs in the new context (institutions - infrastructure - human resources), clarifying digital transformation - green transformation, regional linkages - smart cities, focusing on marine economy and cultural economy; importantly, quantifying targets and clearly defining the implementation roadmap.
Personnel must possess quality, competence, prestige, integrity, and efficiency; resolutely preventing those who seek positions or power through illicit means, engage in corruption or negative behavior, lack ambition, or prioritize harmony over substance; emphasizing exemplary leadership, valuing genuine talent, and assigning the right person to the right job at the right time.
Secondly, to complete and exceed the remaining targets of the Resolution of the 13th National Congress, the socio-economic development tasks for 2025, and the 5-year plan 2021-2025.
Thirdly, actively prepare for the 10th session of the 15th National Assembly and make thorough preparations for the elections of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Fourth, perfect the two-tiered local government model and continue to streamline the three-tiered apparatus throughout the system.
The focus is on digitizing processes, simplifying procedures, expanding decentralization and delegation of authority while ensuring accountability, and measuring satisfaction levels among citizens and businesses.
Fifth, remove institutional bottlenecks within the central government's jurisdiction, focusing on land, investment, construction, environment, and energy; improve the health of the corporate bond and real estate markets, and strengthen market discipline and confidence...
Sixth, strengthen the fight against corruption, waste, and negative practices with the spirit of "no forbidden zones, no exceptions"... At the same time, protect those who dare to think and act for the common good...
Seventh, maintain national defense and security; be proactive and effective in foreign affairs and integration: steadfastly pursue national and ethnic interests, ensure territorial integrity, independence, and sovereignty...
Eighth, strengthen propaganda, guidance, and information dissemination to enhance social trust in the cause of protecting, building, and developing the country...
Ninth, steadfastly and comprehensively implement the conclusions of the 13th Central Committee Conference and the Politburo from the 12th Central Committee Conference to the present, as well as the conclusions that will be issued in the near future...
To translate major policies into concrete results, according to the General Secretary, we need decisive, transparent, and consistent action. He proposed adhering to three key priorities – three areas of transparency – and one benchmark.
The three main focuses are: rapidly institutionalizing resolutions and conclusions of the Central Committee, the Politburo, and the Secretariat; decisively implementing them according to weekly, monthly, and quarterly schedules; and conducting regular inspections and monitoring to promptly resolve any obstacles.
The three principles of transparency include transparency in progress, transparency in accountability, and transparency in results, so that society can jointly monitor and participate.
One measure is the standard of living and the people's trust. Specifically, better public services, broader job and business opportunities, less time and bureaucratic costs; a more peaceful society, and people who are more prosperous and happier.
For local Party committees and authorities, especially at the provincial and city levels, the General Secretary urged them to focus on creating substantive changes.
From "process" to "result," every task must have an output, a responsible party, and a clear completion deadline. From "strength at the grassroots and local levels" to "strength across regions." Shifting from "caring" to "practical care."
The General Secretary urged each Central Committee member to continue setting an example, "speaking less - doing more - being decisive - effective"; resolutely avoiding formalism, dogmatism, and shirking responsibility.
"Let's work together to maintain discipline, unlock resources, promote innovation, and accelerate implementation to create breakthroughs right from the last months of 2025 and build a solid foundation for 2026 and the following years," he stated.
