In his closing speech, General Secretary To Lam stated that the 13th Central Conference had completed all of its contents and agenda.
Each issue was carefully prepared, thoroughly discussed, and resolved with high consensus, including many "backbone" contents directly related to the success of the 14th National Party Congress, to the goal of rapid, sustainable development, and improving people's real lives.
4 main results of the Conference
The General Secretary stated that the 13th Central Conference discussed frankly, scientifically and reached high consensus on many important policies and decisions. The General Secretary also summarized four main results.
Firstly, the Central Committee approved documents to be submitted to the 14th National Party Congress; agreed to introduce personnel for the 14th Central Executive Committee and the Central Inspection Commission; and gave opinions on the time, content, program, working regulations, and election regulations of the 14th National Congress with the motto of ensuring compliance with the charter, innovation, science, efficiency, and practicality.
In particular, the content of the documents is designed to be concise, substantive, and clearly orientate institutional - infrastructure - human resource breakthroughs, digital and green transformation, regional connectivity, and national development in the direction of autonomy and sustainability.
Second, to approve the conclusion on the report on the implementation of the 2025 socio-economic plan; to be determined to complete the remaining targets of the 2021-2025 five-year plan; to prepare the basis for the 2026 socio-economic plan and the 2026-2030 finance-budget plan in the spirit of macroeconomic stability, public debt safety, prioritizing development investment and ensuring social security.
Third, clearly identify institutional bottlenecks that need to be removed within the authority of the Central Government; unify the mechanism for periodic monitoring - inspection - evaluation, publicize the responsibilities of leaders, and encourage those who dare to think and act for the common good.
Fourth, unify major orientations and methods for organizing the implementation of the conclusions of the 13th Central Conference and the conclusions of the Politburo in the past time; establish the operating principle of "discipline comes first - resources go together - results are the measure".

Resolutely not to let corrupt and negative people into the new Central Committee
The General Secretary emphasized that the spirit throughout this Conference is to take results as the measure, take people as the center, take discipline as the foundation, and take innovation as the driving force.
Through frank, democratic and responsible discussions, the Central Committee agreed on nine major orientations.
Firstly, prepare well for the 14th National Party Congress. Continue to supplement and perfect the contents of the documents to make them concise and profound, demonstrating strategic vision.
Affirming three strategic breakthroughs in new conditions (institutions - infrastructure - human resources), clarifying digital transformation - green transformation, regional connectivity - smart cities, focusing on marine economy and cultural economy; it is important to quantify targets and clarify the implementation roadmap.
Personnel must ensure quality - capacity - prestige - integrity - efficiency, resolutely not allowing those who seek positions, power, corruption, negativity, or lack of ambition to get away with it, and must respect peace; promote exemplary leadership, respect real talent, and assign the right person to the right job at the right time.
Second, complete and over-fulfill the remaining targets of the 13th National Congress Resolution, the 2025 Socio-Economic Development Tasks, and the 2021-2025 Five-Year Plan.
Third, actively prepare for the 10th session of the 15th National Assembly and carefully prepare for the election of the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Fourth, perfect the two-level local government model and continue to arrange and streamline the three-level apparatus in the entire system.
The focus is on digitizing processes, simplifying procedures, expanding decentralization and delegation of authority, linking accountability, measured by the level of satisfaction of people and businesses...
Fifth, remove institutional bottlenecks within the Central Government's authority, focusing on the fields of land - investment - construction - environment - energy; sanitize the corporate bond and real estate markets, strengthen market discipline and confidence...
Sixth, step up the fight against corruption, waste, and negativity with the spirit of "no forbidden zones, no exceptions"... At the same time, protect those who dare to think and act for the common good...
Seventh, maintain national defense and security; be proactive and effective in foreign affairs and integration: firmly uphold national and ethnic interests, ensure territorial integrity, independence, sovereignty...
Eighth, promote propaganda, orientation, and information dissemination to enhance social trust in the cause of national protection, construction, and development...
Ninth, firmly and seriously implement the conclusions of the 13th Central Conference and the Politburo in the period from the 12th Central Conference to present and the conclusions to be issued in the near future...
To turn major policies into concrete results, according to the General Secretary, we need to act resolutely, transparently, and consistently. He suggested thoroughly implementing three focuses - three publicities - one measurement.
The three focuses include quickly institutionalizing resolutions and conclusions of the Central Committee, Politburo, and Secretariat. Resolutely organizing implementation according to weekly, monthly, and quarterly schedules. Regularly inspecting and monitoring, promptly removing obstacles.
Three publicities include public progress, public responsibility, and public results so that society can monitor and accompany together.
One measure is the standard of living and confidence of the people. Specifically, better public services, more employment and business opportunities, less time and paperwork costs; more peaceful society, more prosperous and happier people.
For local Party committees and authorities, especially at the provincial and municipal levels, the General Secretary suggested focusing on creating substantive changes.
From "process" to "result", each task must have output products, responsible addresses, and clear completion milestones. From "strength at each facility and locality" to "strength by region". Shift from "care" to "practical care".
The General Secretary requested that each Central Committee member continue to set an example, "talk less - do more - be decisive - be effective"; resolutely avoid formality, avoid dogma, avoid pushing things.
"Let's maintain discipline together, unleash resources, innovate, and accelerate implementation to create breakthroughs right from the last months of 2025 and create solid momentum into 2026 and the following years," he stated.
