On the morning of June 16, with 451/460 National Assembly delegates voting in favor, the National Assembly passed the Teachers Law project with many new policies for teachers.
Regarding salary policy, the newly passed Law on Teachers stipulates that teachers' salaries are ranked highest in the administrative career salary scale system. In addition, teachers also receive preferential allowances and other allowances depending on the nature of the job and the region as prescribed by law.

Theeducation sector is proactive in recruiting teachers.
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with especially difficult socio -economic conditions; teachers teaching in specialized schools; teachers implementing inclusive education; teachers in some specific fields and occupations are entitled to higher salaries and allowances than teachers working in normal conditions.
Chairman of the National Assembly's Committee on Culture and Society Nguyen Dac Vinh said that during the discussion, there were suggestions to clarify the regulations on teachers' salaries being ranked highest in the administrative career salary scale system. At the same time, there were suggestions to ensure fairness in salaries between teachers in the public and non-public sectors.
The Standing Committee of the National Assembly believes that the regulation that teachers are entitled to the highest salary and allowances in the administrative salary scale aims to institutionalize the Party's policy on teachers; it is not contrary to the spirit of salary policy reform. The salary of teachers in the non-public sector must follow the principle of agreement and be implemented in accordance with labor laws.
A new policy in the recently passed Teachers Law is to give the education sector the initiative in recruiting teachers. Regarding the authority to recruit preschool and general education teachers, the Teachers Law stipulates that the Minister of Education and Training is assigned to specify the implementation details.
Specifically, the law stipulates that the recruitment of teachers at public vocational education institutions and public universities is carried out by the head of the educational institution.
For schools of the people's armed forces, the authority to recruit teachers is prescribed by the Minister of National Defense and the Minister of Public Security.
As for preschool and secondary education institutions, the authority to recruit teachers is according to the regulations of the Minister of Education and Training. For non-public educational institutions, the recruitment of teachers is carried out by the head of the educational institution according to the regulations on organization and operation of the educational institution.

No prohibition on extra teaching and learning
Regarding what is not allowed, the Law on Teachers recently passed by the National Assembly stipulates that teachers are not allowed to force students to participate in extra classes in any form. At the same time, the law stipulates that organizations and individuals are not allowed to post or disseminate information that attributes responsibility to teachers in professional activities without the conclusion of a competent authority.
Mr. Nguyen Dac Vinh said that there were opinions suggesting adding regulations prohibiting teachers from giving extra lessons in violation of the law, and prohibiting them from giving extra lessons to students that the teachers are directly teaching. There were also opinions suggesting clarifying the prohibition of organizations and individuals from posting or disseminating information about teachers.
Explaining this issue, according to Mr. Vinh, the National Assembly Standing Committee affirmed that the law does not prohibit extra teaching, it only stipulates that teachers are not allowed to force students to participate in extra classes in any form to overcome the widespread situation of extra teaching.
The requirement that teachers are not allowed to teach extra classes to students they are directly teaching is currently stipulated in the circular on extra teaching and learning (Circular 29) of the Ministry of Education and Training.
Regarding the regulation on disseminating information about teachers, Mr. Vinh said that the draft law submitted to the National Assembly for approval has been revised in the direction of stipulating that organizations and individuals are not allowed to post or disseminate information that attributes responsibility to teachers in professional activities without the conclusion of a competent authority.
The Law on Teachers takes effect from January 1, 2026.
