On the morning of May 26th, Deputy Prime Minister Ho Quoc Dung chaired a meeting on the implementation of the preliminary review of Resolution No. 18-NQ/TW of the 13th Party Congress on "Continuing to innovate and improve institutions and policies, enhance the effectiveness and efficiency of land management and use, and create momentum to make Vietnam a high-income developed country" and the orientation for amending the Land Law.
The Ministry of Agriculture and Environment (MARD) announced that it has held a conference to gather opinions from city and provincial Party committees on the preliminary review of Resolution No. 18-NQ/TW and the viewpoints and orientations for amending the Land Law; it plans to continue holding conferences to gather opinions from Party committees of central agencies, ministries, and sectors to finalize related projects.

The Ministry of Agriculture and Environment has also proposed adding the project "Law amending and supplementing a number of articles of the Land Law" to the National Assembly 's 2026 legislative program; establishing a drafting team for the project; and sending a document requesting ministries, sectors, and localities to assess the implementation of the Land Law and propose amendments and supplements to the Land Law.
Concluding the meeting, Deputy Prime Minister Ho Quoc Dung emphasized that the preliminary review of Resolution No. 18-NQ/TW and the amendment of the Land Law are of particular importance, having a profound impact on all aspects of socio-economic life, and have received close attention and guidance from the Central Committee, the Politburo, and especially General Secretary and President To Lam.
Specifically, Resolution No. 18-NQ/TW has set forth many viewpoints, objectives, and specific solutions for the coming period, while the Land Law is directly related to the economy, sovereignty, national security, and social order and safety, impacting all segments of society and being a particularly important resource for national development.
Therefore, the Deputy Prime Minister emphasized that the review of Resolution No. 18-NQ/TW and the amendment of the Land Law this time must aim at sustainable development, environmental protection, and effectively resolving obstacles and shortcomings in practice.

Regarding the preliminary review of Resolution No. 18-NQ/TW, the Deputy Prime Minister requested a comprehensive assessment of the achievements, shortcomings, and limitations; clearly identifying the contents that need to be inherited, amended, or supplemented to perfect the system of land policies and laws until 2030 and subsequent periods.
Regarding the amendment of the Land Law, it is essential to ensure the simplification of administrative procedures, avoiding the creation of additional difficulties for citizens and businesses; the time taken to process procedures must be shortened, making them faster, more concise, and more efficient.
The Deputy Prime Minister also noted the need to optimize land finance policies, land planning, and land use to serve development and maximize the effective use of land resources – assets owned by the entire people and managed uniformly by the State.
Regarding the process of amending the Land Law, the Ministry of Agriculture and Environment needs to finalize the draft soon and prepare all necessary decrees and guiding circulars so that implementation can begin immediately upon the law's enactment.
