The Hoa Lien - Tuy Loan expressway is open for technical traffic.

After nearly two years of dedicated efforts, the Hoa Lien - Tuy Loan section of the expressway project through Da Nang, with a total investment of 2,113 billion VND, has been largely completed.

On the morning of August 19th, the Ministry of Construction, in coordination with the Da Nang City People's Committee, held the Technical Opening Ceremony for the Hoa Lien - Tuy Loan section of the expressway (part of the North-South Expressway Eastern section construction project, 2021-2025). This is one of 250 projects and works nationwide that were started and inaugurated to celebrate the 80th anniversary of National Day on September 2nd.

Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Highway Project Management Board (the investor), said that to date, after nearly two years of implementation, the Hoa Lien - Tuy Loan section of the expressway construction project has basically completed 11.5 km of the main expressway, and the two parallel service roads on either side of the expressway are also under construction and are expected to be completed in 2025.

According to Mr. Binh, this result was achieved thanks to the close attention and guidance from the Government, the Prime Minister, and the Ministry of Construction regarding the Hoa Lien - Tuy Loan section of the expressway construction project; the close and effective coordination of central ministries and agencies; especially the decisive and effective involvement of the Party Committee and all levels of government of Da Nang city in the project implementation process; along with the tireless efforts and overcoming of difficulties in the spirit of solidarity, consensus, and high determination of the participating entities, construction contractors, design consultants, and supervision consultants….

The Hoa Lien - Tuy Loan section of the expressway project starts at Km66+000, adjacent to the Hoa Lien interchange (coinciding with the end point of the Ho Chi Minh Highway section La Son - Hoa Lien), in Lien Chieu ward, Da Nang city, and ends at Km77+472, adjacent to the Tuy Loan interchange (the starting point of the Da Nang - Quang Ngai expressway project), in Ba Na commune, Da Nang city. The project has a total investment of approximately VND 2,113 billion, using state budget funds. Implementation began on September 15, 2023, with technical opening of the expressway on August 19, 2025, and the entire project to be completed in 2025.

The survey and design contractor is the joint venture of Truong Son Construction Corporation and Construction Consulting Company No. 5; the supervision consultant is Road Engineering Center No. 3. The project consists of 1 construction package XL1, implemented by the joint venture of Truong Son Construction Corporation - Construction Consulting Company No. 5 JSC - Company No. 17.

In terms of construction scale, the project involves the construction of an expressway based on the expansion of the currently operating Hai Van - Tuy Loan Tunnel, with a design speed of 80 km/h (Vtk=80 km/h). The phased construction will have 4 lanes, a roadbed width of Bn=22m, and parallel access roads on both sides built to the standard of level IV for flat terrain according to TCVN 4054:2005 "Roads - Design Requirements". The total investment is 2,113 billion VND, using state budget funds. The completed phase will be built to the planned scale of 6 lanes, with a roadbed width of Bn=29m.

Upon completion and commissioning, the project will serve as a link connecting the La Son - Hoa Lien expressway and Hai Van tunnel, National Highway 1 with the Da Nang - Quang Ngai expressway and National Highway 14B, ensuring smooth traffic flow, reducing traffic accidents, facilitating rescue operations, and meeting the increasing demand for travel and goods transportation; completing the transportation network development plan and the overall socio-economic development plan of Da Nang city, and contributing to the completion of the Eastern North-South expressway network.

Speaking at the technical opening ceremony, Mr. Le Quang Nam, Vice Chairman of the Da Nang City People's Committee, emphasized that the Hoa Lien - Tuy Loan section of the expressway project is of great importance to the transportation infrastructure and socio-economic development of Da Nang, Central Vietnam, and the whole country.

“Land clearance is a crucial step, involving over 60.7 hectares of land, nearly 2,000 documents, and the relocation of 3,275 graves. To date, the entire main route and access roads have been 100% completed, thanks to the great consensus and support of the people,” Mr. Nam shared, affirming that Da Nang will continue to closely coordinate to ensure the progress, quality, safety, and efficiency of the project, bringing practical benefits to the people and the country.
