Technical opening of Hoa Lien - Tuy Loan Expressway

After nearly 2 years of efforts, the Hoa Lien - Tuy Loan expressway construction project through Da Nang, with a total capital of 2,113 billion VND, has been basically completed.

On the morning of August 19, the Ministry of Construction coordinated with the People's Committee of Da Nang City to organize the Technical Opening Ceremony of the Hoa Lien - Tuy Loan Expressway Construction Project (part of the North-South Expressway Construction Project in the East phase 2021-2025). This is one of 250 projects and works nationwide that were started and inaugurated to celebrate the 80th anniversary of National Day, September 2.

Mr. Le Thanh Binh, Deputy Director of the Ho Chi Minh Road Project Management Board (investor) said that, up to now, after nearly 2 years of implementation, the Hoa Lien - Tuy Loan Expressway Construction Project has basically completed 11.5 km of the main expressway route, and two parallel service roads on both sides of the expressway are also being implemented to be completed in 2025.

According to Mr. Binh, this result was achieved thanks to the Hoa Lien - Tuy Loan Expressway Construction Project receiving the attention and close direction of the Government, the Prime Minister, the Ministry of Construction; the close and effective coordination of central ministries and branches; especially the drastic and effective participation of the Party Committee and authorities at all levels of Da Nang city in the process of project implementation; along with the tireless efforts, overcoming difficulties in the spirit of solidarity, unanimity, and high determination of the participating entities, construction contractors, design consultants, supervision consultants, etc.

The Hoa Lien - Tuy Loan expressway construction project has its starting point at Km66+000, adjacent to Hoa Lien intersection (coinciding with the end point of the Ho Chi Minh road section La Son - Hoa Lien), in Lien Chieu ward, Da Nang city, and its ending point at Km77+472 adjacent to Tuy Loan intersection (the starting point of the Da Nang - Quang Ngai expressway project), in Ba Na commune, Da Nang city. The project has a total investment of about 2,113 billion VND, using state budget capital. The project started on September 15, 2023, the expressway was technically opened to traffic on August 19, 2025, and the entire project was completed in 2025.

Survey and construction design contractor: Joint venture of Truong Son Consulting Joint Stock Corporation and Traffic Construction Consulting Joint Stock Company 5; Supervision consultant contractor: Road Engineering Center 3. The project includes 1 XL1 construction package constructed by the Joint venture of Truong Son Construction Corporation - Traffic Construction Consulting Joint Stock Company 5 JSC - 17 LLC.

Regarding the construction scale, the Project is invested in building an expressway on the basis of expanding the Hai Van - Tuy Loan Tunnel currently in operation with the scale of a class 80 expressway, design speed Vtk = 80km/h, the diverging phase has a scale of 4 complete lanes, roadbed width Bn = 22m; building parallel service roads on both sides with the scale of level IV delta according to TCVN 4054:2005 "Automobile roads - Design requirements"; total investment of 2,113 billion VND, using state budget capital. The completion phase will be invested according to the planning scale of 6 lanes, roadbed width Bn = 29m.

When completed and put into operation, the Project will be a link connecting La Son - Hoa Lien Expressway and Hai Van Tunnel, National Highway 1 with Da Nang - Quang Ngai Expressway and National Highway 14B, ensuring smooth traffic, controlling traffic accidents, facilitating rescue work, meeting the increasing demand for travel and freight transport; completing the planning for the development of the transport network and the overall planning for socio-economic development of Da Nang city, contributing to completing the North - South expressway network in the East.

Speaking at the Technical Traffic Opening Ceremony, Mr. Le Quang Nam, Vice Chairman of the People's Committee of Da Nang City, emphasized that the Hoa Lien - Tuy Loan Expressway Construction Project has important significance for the traffic infrastructure and socio-economic development of Da Nang, the Central region and the whole country.

“The site clearance is the key step, with more than 60.7 hectares of land, nearly 2,000 documents, along with the relocation of 3,275 graves. Up to now, the entire main route and service road have been 100% completed, thanks to the consensus and great support of the people,” Mr. Nam shared, affirming that Da Nang will continue to coordinate closely, ensuring the progress, quality, safety and efficiency of the project, bringing practical benefits to the people and the country.
