Implementing Decree No. 140 of the Government on policies to attract and create human resources from excellent graduates and young scientists , in the past 5 years, Ha Tinh has attracted 35 excellent graduates and young scientists to work in units and localities. However, this number is still quite small compared to the actual demand.
After graduating from the Foreign Trade University with an excellent degree, Ms. Nguyen Le Ngoc Ha in Thach Ha town, Thach Ha district submitted an application for admission according to Decree No. 140 of the Government on policies to attract and create a source of staff from excellent graduates and young scientists.
From March 2024, Ms. Ha officially became a specialist of the Trade Management Department, Ha Tinh Department of Industry and Trade.

To be admitted under Decree 140, Ms. Nguyen Le Ngoc Ha, as well as other students and young scientists, must meet many strict conditions and standards.
However, there are criteria that very few students achieve and are causing much controversy, such as the criteria for excellent training results.
Because training institutions currently do not have a unified approach to evaluating training scores; some institutions stipulate a percentage of students with excellent training. This has narrowed the door to attracting excellent students and young scientists to contribute to agencies and units.
When recruited under Decree 140, students and young scientists will receive a salary of 200% and other allowances. However, this salary is still considered lower than that of the business sector.
In addition, other bottlenecks such as the working environment in the public sector is still not attractive enough, so the number of candidates registering for admission is still low...
From 2020 to 2023, the Provincial People's Committee approved 165 recruitment targets, but only 67 candidates submitted applications, of which 49 candidates met the requirements and standards. As a result, 35 candidates were recruited.
With the bottlenecks in the implementation of Decree 140 in the past, it is necessary to have appropriate amendments and adjustments. This will create conditions for localities and units to attract capable people to work and to achieve the goal of attracting talents to work in State agencies, organizations and units by 2025, about 10% of the total number of new recruitments according to the National Strategy on attracting and using talents approved by the Prime Minister./.
