To prepare for the 28th session of the 17th Provincial People's Council (2021-2026 term), on the afternoon of November 28th, the Economic and Budget Committee of the Provincial People's Council held a working session with the Provincial Tax Department on the results of domestic budget revenue collection in 2024 and the plan and solutions for implementing tasks in 2025. Also attending the working session was Ms. Nguyen Thi Ngoc Bich, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairwoman of the Provincial People's Council.
Speaking at the meeting, the Standing Vice Chairwoman of the Provincial People's Council, Nguyen Thi Ngoc Bich, praised the achievements and affirmed the efforts to overcome difficulties to ensure positive results in budget revenue collection by the Provincial Tax Department and relevant levels and sectors, especially the serious compliance with policies and laws by taxpayers.
The comrade requested that the 2024 budget revenue report clarify the difficulties, obstacles, and solutions implemented to draw lessons for the implementation of tasks in 2025. Based on the analysis and assessment of revenue sources and taxpayer groups by sector, region, and production and business location, the tax sector needs to unify solutions to ensure stability and rationality in increasing budget revenue.
The Standing Vice Chairman of the Provincial People's Council requested the Provincial Tax Department to continue closely following the direction and management of the Government, the Ministry of Finance , the General Department of Taxation, and the province in carrying out the task of collecting budget revenue. The tax sector needs to enhance the effectiveness of propaganda and support for taxpayers, along with promoting administrative procedure reform in taxation and applying information technology in standardizing tax management according to Project 06. Tax authorities at all levels need to improve the quality of inspection and auditing to limit tax risks and proactively recover outstanding budget debts...
According to the report from the Provincial Tax Department at the meeting, as of November 26th, Hai Duong province's domestic budget revenue for 2024 reached VND 22,989 billion, exceeding the assigned target by 36% and increasing by 42% compared to the same period last year. Excluding land use fees, lottery revenue, and distributed dividends, the revenue was VND 15,377 billion, exceeding the target by 25% and by 17% compared to the same period last year.
Estimated domestic budget revenue for the whole year will reach VND 25,090 billion, exceeding the assigned target by 48%, corresponding to an increase of VND 8,170 billion, 30% higher than in 2023. Of this, total revenue excluding land use fees, lottery revenue, and distributed dividends is estimated at VND 16,500 billion, a 35% increase compared to the annual target and exceeding the previous year by 12%.
The sources of increased revenue include land use fees; dividends and distributed profits; revenue from central and local government enterprises, and foreign direct investment (FDI) enterprises; revenue from the non-state economic sector; personal income tax, environmental protection tax, etc.
