Testing the Land Database System in Dak R'Lap District

Dak Nong Department of Natural Resources and Environment said that after a period of trial operation of the VBDLIS Land Information System in Dak Rlap district, positive results were achieved, basically meeting the requirements in building a land database in the area.

People of Dak R'Lap district are guided by the district's one-stop public administration team to carry out electronic administrative procedures through the land database testing software. Specifically, the Dak R'Lap district land database system was deployed and put into pilot operation in early March 2023 and officially put into operation from June 20, 2023. Up to now, it has achieved some positive results. The software has met most of the functions of management, operation and exploitation of land database at the Land Registration Office and the Dak R'Lap district Land Registration Office Branch. Land data is being updated and gradually completed.

Operated administrative procedures, electronic tax connection with all types of transfer, donation, inheritance, issuance, re-issuance, issuance of first-time land use right certificates, change of purpose, registration of changes in land user information. Currently, the VBDLIS system has been deployed to process 11/11 communes and towns of Dak R'Lap district.

As of October 31, a total of 8,089 records on land data have been received in the settlement of administrative procedures in the area, of which 932 records are being processed, 1 record is waiting for additional information, and 7,156 records have returned results. The number of electronic transfer forms for determining financial obligations of land users transferred to the Dak R'Lap - Tuy Duc Tax Department is a total of 5,376 forms, of which 15 records are being processed, 116 records require additional updates, 1,443 records have received tax notices, and 3,802 records have completed financial obligations. Regarding spatial data and attribute data, the synchronization of maps across the district has been basically completed.

Up to now, all records arising in the district are processed on the VBDLIS system, all tax transfer vouchers and results of financial obligations of the people are processed on this channel. Ensuring to shorten the processing time compared to manual reception as before.

Currently, the land management system has been connected to the online data system of the General Department of Land Management - Ministry of Natural Resources and Environment . Dak Nong is one of 28 provinces that have connected data to the General Department of Land Management to be ready to connect with the National Population Database .

When running VBDLIS software, all data on the progress of receiving and processing documents by the receiving staff is monitored and managed on the management staff's reporting subsystem, thereby reducing the number of overdue documents.

The records are continuously updated and stored on Viettel 's Cloud server system. This increases the properties and history of land plots, shortens the time for searching and processing land management operations.

In addition to the achieved results, the implementation of the VBDLIS Land Information System in Dak Rlap district is still facing many difficulties. Specifically, the spatial data of the digital cadastral map is incomplete; historical data on land user information, land plot information, and issued Land Use Right Certificates mostly have to be entered from the beginning.

The map documents used by the Branches have two types of old maps and new measurement maps, making it difficult to standardize and update data. The database system has been measured and edited, but the editing has not been guaranteed according to regulations, leading to many difficulties in digitizing and processing data by professional staff.

Some computer equipment, scanners, and printers are old, degraded, and have configurations that do not meet the requirements according to the instructions of the Department of Information and Communications, making it difficult to update data.

During the implementation process, when land users performed financial obligations electronically through e-wallets such as Momo, Zalopay, Viettel Money, VNPAY Wallet, VNPT Money, there was a situation where information could not be exchanged between the Treasury and the Tax authority...
