The People's Committees of communes, wards and special zones shall direct specialized agencies to review fee-paying subjects and organize the collection of environmental protection fees for industrial wastewater for all establishments in the commune subject to the fee with environmental records previously approved by the competent authority at the district level and the fee-paying subjects whose environmental registration has been received by the Chairman of the People's Committee at the commune level; collect environmental protection fees for domestic wastewater of organizations and business households at the administrative units at the commune level after the rearrangement; direct specialized agencies to review fee-paying subjects and organize the collection of environmental protection fees for emissions of establishments subject to the fee with environmental licenses, including the content of the license for emission approved by the competent authority at the district level previously; annually prepare estimates and settle the collection and costs of environmental protection for wastewater and emissions in the management area according to the provisions of law.
