PV : Dear Deputy Minister, the 2024 High School Graduation Exam marks an important milestone in generaleducation - this is the exam for the last generation of students studying under the 2006 general education program. So is there anything different about this year's exam compared to previous years' exams?
Deputy Minister Pham Ngoc Thuong : The 2024 high school graduation exam is the final exam for students following the 2006 general education program. There is no change in the nature, scale, and purpose of the exam. The exam will still take place nationwide, in the same session, with the final results, with the purpose of considering graduation recognition for students, providing important data results for universities and colleges to consider admission, and as a basis for evaluating the management and teaching work of educational institutions. This exam, this exam session, is also of interest to the whole society because of its importance, so like other exams, the Ministry of Education and Training and the Steering Committees of the provinces direct in a very serious, fair, lawful, safe and friendly manner.
Reporter : Up to now, how have the preparations for the 2024 High School Graduation Exam been carried out by the Ministry of Education and Training, ministries, branches and localities, Deputy Minister?
Deputy Minister Pham Ngoc Thuong : In preparation for the 2024 high school graduation exam, over the past time, the Ministry of Education and Training and localities, Departments of Education and Training have carried out professional tasks and activities. Very early on, the Ministry of Education and Training reviewed, completed, and supplemented the system of documents including Regulations, professional guidance documents, coordinated with the Government Office to advise the Prime Minister to issue Directive No. 15 dated May 16, 2024; organized training courses, fostering, and coaching for core staff.

Deputy Minister Pham Ngoc Thuong.
The People's Committees of provinces and cities have also promptly issued and established apparatuses and Steering Committees to develop plans to organize and implement training at the grassroots level, prepare equipment and facilities to enhance the exam, build teams, do good communication work, and coordinate with departments and branches to develop plans and organize exam activities according to the proposed programs and plans.
Up to this moment, it can be affirmed that from the Ministry of Education and Training to the People's Committees of provinces and cities, the Steering Committees of provinces and cities, and the Departments of Education have been fully prepared to organize a safe, serious, friendly and thoughtful exam.
PV : One of the issues that has been mentioned many times in recent years and continues to be mentioned many times this year is the prevention of cheating in exams, especially high-tech devices. Does the Deputy Minister have any advice for the Examination Councils of 63 provinces/cities on this issue?
Deputy Minister Pham Ngoc Thuong : Preventing and combating cheating in exams in general, especially the use of high technology for the purpose of cheating in exams, is one of the contents that the Ministry of Education and Training, in coordination with the Ministry of Public Security, has identified as an issue that contains many risks. Therefore, we have focused on leadership and direction to strengthen training so that teachers and staff with professional skills and experience can proactively detect candidates who show signs of using such technology. Second, we focus on propaganda work to raise awareness among parents and exam supervisors, especially paying attention to the use of high-tech devices for cheating, especially to leak exam questions. This is a secret content in the list of national secrets, so it is very likely to lead to criminal prosecution, so we need to promptly warn, prevent and deter candidates as well as subjects from violating this content.
PV : There are only a few days left for the 2024 High School Graduation Exam to take place. What other notes does the Deputy Minister have to make so that the exam is organized in the spirit that he directed in the recent online meeting between the National Examination Steering Committee and the Examination Steering Committees of 63 provinces/cities, which is "safe, serious, effective, in accordance with regulations, thoughtful and friendly"?
Deputy Minister Pham Ngoc Thuong : First of all, I hope that the Steering Committees of provinces and cities and all our forces participating in organizing this exam will fully, seriously and thoughtfully grasp Directive No. 15 dated May 16 of the Prime Minister on strengthening leadership and coordination in organizing the 2024 High School Graduation Exam with the following groups of issues:
The first is comprehensive and profound leadership and direction.
The second is to coordinate smoothly, effectively and efficiently.
Third, in performing professional tasks, procedures and regulations must be followed.
Fourth, preparation must be thorough and comprehensive.
Fifth, communication work must be timely and complete, and the highest goal is to absolutely not be subjective, with the spirit of creating the most favorable conditions for candidates, especially those from ethnic minority and disadvantaged areas, with the motto that no candidate, due to economic difficulties or transportation difficulties, cannot reach the exam site. We must prepare to organize an absolutely safe exam, seriously safe but friendly and thoughtful.
PV : Regarding the exam of the last batch of students studying under the 2006 general education program, what would the Deputy Minister like to share with the students and the team of officials and teachers working on the exam for this year's High School Graduation Exam?
Deputy Minister Pham Ngoc Thuong : For students, I hope that you will take care of your health and enter the exam room in the most comfortable state. Carefully study the exam questions, make the most of the knowledge and skills you have learned to do the test and absolutely do not violate the regulations. For the officers participating in the exam, strictly follow the Ministry's instructions of "4 right, 3 no" with the highest sense of responsibility, creating a serious, safe but friendly and thoughtful exam room.
PV : Yes, thank you, Deputy Minister.
