Prime Minister Pham Minh Chinh signed Official Dispatch No. 65/CD-TTg dated May 15, 2025 on launching a peak period to fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
The telegram stated: In recent times, ministries, branches, localities, and functional forces have made great efforts in the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights, achieving important results, contributing to stabilizing and promoting production and business, increasing budget revenue, ensuring security and order, and protecting the legitimate rights of the people; detecting, combating, preventing, and handling many cases and violators in the production and trade of fake milk, medicine, and food. The Ministry of Public Security has recently been proactive, grasping the situation, conducting professional work, detecting, and handling a number of large-scale cases of production and trade of counterfeit goods.
However, the situation of smuggling, trade fraud, counterfeit goods, and goods infringing intellectual property rights is still complicated, widespread, and involves many subjects, affecting people's health and trust, causing confusion and anxiety in public opinion about the fight against the authorities, affecting social order and safety, and affecting the development of the country.
The fight against smuggling, trade fraud, counterfeit goods, and intellectual property infringement is a very important and long-term task that requires the participation of Party committees at all levels, local authorities at all levels, and the people. This work must be done regularly, comprehensively, continuously, and without stopping.
In order to combat, prevent, repel, and eventually end smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights to protect the legitimate and legal rights and interests of people and businesses, protect security and health safety for people, and contribute to the country's rapid and sustainable development, following Official Dispatch No. 40/CD-TTg dated April 17, 2025 on handling the case of production and distribution of fake milk, Official Dispatch No. 41/CD-TTg dated April 17, 2025 on handling the case of production and trade of counterfeit medicines and health protection foods, Official Dispatch No. 55/CD-TTg dated May 2, 2025 on strengthening coordination and strictly handling organizations and individuals involved in the production and trade of counterfeit medicines, fake milk, and fake health protection foods, the Prime Minister requested to launch a high-level attack to combat, prevent, repel, and push back the production and trade of counterfeit medicines, fake milk, and fake health protection foods. To curb smuggling, trade fraud, counterfeit goods, copyright infringement, and intellectual property infringement nationwide from May 15, 2025 to June 15, 2025, after which a preliminary assessment will be conducted.
The Working Group was established with Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee 389 as the Head, with members including leaders of ministries and agencies: Public Security; National Defense; Finance; Industry and Trade; Health; Agriculture and Environment; Culture, Sports and Tourism; Science and Technology; Government agencies, Vietnam Television, Voice of Vietnam, Vietnam News Agency, and the Standing Office of the National Steering Committee 389.
Press agencies should strengthen propaganda and communication work on the results of the peak period of units and functional forces in the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights; commend positive examples and good practices of ministries, branches, localities and people; and criticize negative behaviors and lack of responsibility.
Assigning specific tasks to each ministry, branch, and agency, the Prime Minister assigned the Ministry of Culture, Sports, and Tourism to research and supplement sanctions to handle agencies requesting advertising, agencies carrying out advertising, individuals, artists, and celebrities who take advantage of their reputation to engage in false advertising, especially on social networks.
Chairmen of People's Committees of provinces and centrally run cities shall promptly establish local working groups headed by the Chairmen of People's Committees of provinces and centrally run cities with appropriate participants; at the same time, resolutely direct local Market Management forces to preside over and coordinate with relevant agencies to strictly handle acts of smuggling, trade fraud, counterfeit goods, imitation goods, goods of unknown origin, and intellectual property infringement in the area.
Relevant ministries, agencies, and People's Committees of provinces and centrally-run cities shall promptly report on the results of detection, arrest, and handling of serious and complicated cases and incidents; and report to the National Steering Committee 389 (Standing Office of the National Steering Committee 389) to summarize the peak implementation.
The National Steering Committee 389 (Standing Office) monitors, inspects, and urges ministries, branches, and localities to implement this Official Dispatch, and periodically reports to the Prime Minister on the implementation results.
The Prime Minister requested the Central Committee of the Vietnam Fatherland Front and its member organizations to closely coordinate with ministries, branches and authorities at all levels in mobilizing union members to participate in the fight against smuggling, trade fraud and counterfeit goods.
Proposing that the Secretaries of Provincial and Municipal Party Committees directly under the Central Government lead and direct Party committees at all levels and the entire political system in the localities to participate in the fight against smuggling, trade fraud and counterfeit goods./.
