(Chinhphu.vn) - On the afternoon of September 22, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on housing policy and real estate market, chaired a conference to announce the decision to reorganize the Steering Committee and the first meeting of the Steering Committee.

Attending the meeting were Party Central Committee members: Deputy Prime Minister Tran Hong Ha, Deputy Head of the Steering Committee; Minister of Construction Tran Hong Minh, Deputy Head of the Steering Committee; Minister, Head of the Government Office Tran Van Son; Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga; leaders of ministries, agencies, localities; representatives of enterprises and associations.

In his opening speech, Prime Minister Pham Minh Chinh said the meeting aimed to discuss a number of tasks to continue implementing from now until the end of the year and prepare for 2025; remove bottlenecks, unblock development resources; contribute to promoting GDP growth from 8.3-8.5% in 2025 and double digits in the coming years.

We are currently resolutely implementing the "pillar" resolutions of the Politburo on law making and enforcement, science and technology development, digital transformation, innovation, international integration, private economic development, energy development, health care and education, and are drafting a Resolution of the Politburo on state economic development.

Recently, General Secretary To Lam chaired meetings related to agricultural, rural and urban development. The Prime Minister stated that the real estate market plays a very important role, is an important channel for capital mobilization and allocation, and has a great influence on other economic sectors such as construction, finance, materials, services, urban development, creating new development space, improving the quality of people's lives, creating a new look for the country, contributing to promoting growth and rapid and sustainable national development.

Along with that, housing development is an important pillar in social security policies, ensuring progress, social equity and promoting socio-economic development.

The Prime Minister affirmed his firm stance of not sacrificing fairness, progress and social security to pursue mere growth; the greatest goal of our Party and State is to gain independence and freedom for the nation and improve the spiritual and material life of the people to become increasingly prosperous and happy.

Emphasizing the right to have a place to live of citizens, settling down before starting a career, the Prime Minister stated that developing social housing is a major policy, a very humane policy of the Party and the State. With the policy of developing a socialist-oriented market economy under the leadership of the Party, with the management of the State, during this term, we have been very determined in restructuring the real estate market, promoting supply, especially the social housing segment, housing with suitable prices for low- and middle-income people, vulnerable groups, young people...

The Government and the Prime Minister have focused on leadership and direction, and ministries, branches, and localities have resolutely implemented tasks and solutions, removing difficulties, obstacles, and bottlenecks, especially in terms of institutions, laws, and land.

Since the beginning of the term, the Steering Committee has advised the Government and the Prime Minister to issue 22 resolutions, 16 directives, and many dispatches to regulate activities related to the real estate market and social housing development, achieving very positive results.

Accordingly, the real estate market recorded many positive signals, contributing to improving urban quality, improving the architectural appearance and infrastructure of urban areas, gradually improving the material and spiritual life of people, creating a spillover effect to many production and service industries.

The project to develop 1 million social housing units in the 2021-2030 period has been actively implemented. To date, the whole country has 692 projects implemented with a scale of 633,559 units; of which 165 projects have been completed with a scale of over 110,000 units, 147 projects have started construction and are being implemented with a scale of 135,000 units, 380 projects have been approved for investment with a scale of about 388,000 units. Along with that, implementing the policy of housing support for people with revolutionary contributions, housing support for poor and near-poor households, completing the elimination of temporary and dilapidated houses nationwide 5 years and 4 months earlier with 334,000 houses.

However, the real estate market in general and social housing development in particular still face many difficulties and obstacles, compared to the requirements, there is still a lot of work to be done. Although the relevant legal system has been amended and supplemented, there are still many obstacles and shortcomings, especially in the fields of land, bidding, investment policy approval, and investor selection. Compensation, site clearance, and resettlement are still slow; determining land prices in many places is still difficult. The housing segment is still inadequate, in which the main products are the high-end segment, sometimes housing prices increase dramatically, especially in big cities...

The Prime Minister requested delegates to review and re-examine the implementation of tasks assigned to ministries, branches and localities; affirm the results achieved; clearly identify difficulties, obstacles and bottlenecks in implementing housing policies, developing the real estate market and social housing in terms of institutions, resources and policy mechanisms; analyze causes, shortcomings, weaknesses and shortcomings to draw lessons for leadership, direction and management in the coming time.

The Prime Minister emphasized the spirit of all for the people and the country, high determination, great effort, decisive action, doing each job properly, finishing each job; the division of work must be clear: clear people, clear work, clear time, clear authority, clear responsibility and clear products.
