On January 24, 2025, the Politburo issued Decision No. 242-QD/TW, establishing the Party Committee of the Central Party Agencies - a party organization system with a particularly important position, a party organization in strategic advisory agencies, serving the Central Executive Committee, the Politburo, and the Secretariat. The Party Committee has 14 subordinate party committees, 224 party organizations, and 8,670 party members. Immediately after its establishment, the Party Committee of the Central Party Agencies promptly consolidated its organization, strongly innovated the leadership methods of subordinate party committees, creating a clear and comprehensive change in Party building work and performing assigned political tasks, meeting the increasingly high requirements of the cause of innovation, integration, and national development.
Complete a large amount of work; many new, difficult, unprecedented tasks, achieving high quality and efficiency
With high political determination, courage, flexibility and creativity, the Party Committees of the Central Party agencies for the 2020-2025 term have led their subordinate Party Committees to successfully implement the Resolution of the 13th National Party Congress, successfully completing the political tasks assigned by the Politburo and the Secretariat, ensuring progress, quality and efficiency in the context of a huge workload, many new, difficult and unprecedented tasks.
On carrying out political tasks
Leaders of Party committees of the Party's advisory and support agencies at the Central level proactively coordinate to lead and advise on the good implementation of political tasks, especially strategic advice and the completion of the theoretical system on the renovation policy, on socialism and the path to socialism in Vietnam. Proactively research and summarize practices, promptly propose solutions to improve forecasting capacity and strategic vision, serving the planning and implementation of the Party's policies and guidelines; provide regular, comprehensive and direct advice in all areas to serve the Central Executive Committee, the Politburo and the Secretariat.
Advised on perfecting key leadership positions of the Party, State, Politburo, Secretariat, central and local agencies; coordinated advice on establishing an overall model of the political system towards streamlining, effective and efficient operations. Advised on implementing the arrangement and streamlining of the synchronous and effective apparatus from the central to local levels.
In a short time, the Party Committee has advised on amending, supplementing and promulgating many important regulations of the Party, ensuring the maintenance of the principles of organization and operation, leadership and governance of the Party. That result has contributed to the entire political system completing the set goals ahead of schedule, handling a large amount of work. The results have received the consensus and support of the majority of cadres, party members and people.
Since October 2024, based on the results of 7 years of implementing Resolution No. 18-NQ/TW, the Central Party agencies have been pioneers, exemplary, leading, and proactive in the revolution of restructuring the apparatus. After its establishment, the Party Committees of the Central Party agencies have led and guided the consolidation and restructuring of the Party organizations in units implementing the policy of restructuring the apparatus, splitting, merging, consolidating, transferring, receiving (1) , reducing many focal points and many leadership and management positions (2) .
In preparation for the Party Congresses at all levels and the 14th National Party Congress, the Party Committee has advised the Central Executive Committee, the Politburo, and the Secretariat to develop and promulgate a complete, timely, and quality system of documents on the work of Party Congresses at all levels (3) and develop personnel plans for the merged and consolidated local Party Committees for the 2020-2025 term, ensuring consistency and unity with the Party Central Committee's policies and resolutions on streamlining the organizational apparatus.
Preside over and advise on the implementation of the activities of the Personnel Subcommittee and the Party Charter Subcommittee; develop working regulations, action plans, assign tasks and related documents to serve the activities of the Working Group and the Subcommittee. Actively advise on completing the Draft Report of the 13th Party Central Committee on summarizing the Party building work and implementing the Party Charter to be submitted to the 14th Congress. Coordinate the development of applications to monitor the progress and results of Party congresses at all levels through the VneID application and virtual assistant software on congress work. Regularly monitor, guide and urge provincial and municipal Party Committees in preparing for Party congresses at all levels.
In the work of inspection, supervision and enforcement of party discipline, the Party Committees of the Central Party agencies have proactively advised on the promulgation, amendment and supplementation of regulations and procedures; advised on the development and implementation of the Inspection Program of the Politburo and the Secretariat. Conducted 76 inspections when there were signs of violations against 89 party organizations and 28 party members, an increase of 254% of party organizations compared to the 12th Congress term. Advised on the inspection of the implementation of inspection, supervision and enforcement of party discipline tasks; Thematic supervision; reviewing and resolving complaints and denunciations, enforcing party discipline to ensure compliance with principles, procedures, and time, contributing significantly to the rectification of party discipline and order. Proposing the Central Executive Committee, the Politburo, and the Secretariat to discipline 53 party organizations (an increase of 430% compared to the 12th Congress term) and 179 party members (an increase of 203% compared to the 12th Congress term) (4) .
In internal affairs, preventing and combating corruption, waste, negativity and judicial reform, the Party Committee has actively advised and proposed many strategic and breakthrough policies and strategies. Typical are the policies and solutions to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period; control power, prevent and combat corruption and negativity in all fields; advise on coordination mechanisms to detect and handle corruption, waste, negativity, ensuring synchronization and unity between Party disciplinary actions, administrative actions and criminal actions; advise on handling many serious corruption, waste and negativity cases and incidents; advise on establishing the Steering Committee for preventing and combating corruption and negativity at the provincial and district levels. Supplement the functions and tasks of the Central Steering Committee and provincial steering committees, ensuring synchronization and unity. Advise on strengthening waste prevention and control in conjunction with corruption and negativity prevention and control; advise on reviewing and handling projects and works that are behind schedule, have long backlogs, are ineffective, and have a risk of loss and waste...
In the work of building and organizing the implementation of the working program, issuing resolutions and conclusions of the Politburo, the Secretariat, the Party Committees of the Central Party agencies advising and assisting the Party at the Central level have provided timely and effective advice. Central projects to ensure quality; advising on the issuance of Working Regulations and Working Programs of the 13th Central Executive Committee, Politburo, and Secretariat; advising the Central Executive Committee, Politburo, and Secretariat to issue many resolutions and conclusions to concretize and implement the Party's major viewpoints and orientations on socio -economic development, including major policies to create space and strategic orientations for the country's development in the new period. Presiding over and coordinating the summary and preliminary review of the Party's resolutions and conclusions. The work of synthesizing information to serve the Politburo and Secretariat was carried out promptly and with quality. The work of advising on the implementation of 4 especially important projects and programs (5) of the Party was carried out urgently and seriously, ensuring progress.
The work serving the activities of the Party Central Committee, the Politburo, and the Secretariat is organized thoughtfully and professionally. The work of advising on the development of the 13th Party Central Committee's full-term working program and the annual working program of the Politburo and Secretariat (6) was closely implemented by the leadership. On the basis of closely following the Program and based on the practical situation, it was reviewed, promptly adjusted, proposed or supplemented appropriate content to meet the leadership requirements of the Party Central Committee, Politburo and Secretariat. Party Committees of judicial agencies has led cadres and party members to actively and proactively research, advise, and contribute ideas to the development of many important laws, codes, ordinances, and resolutions in the judicial field in order to promptly institutionalize the Party's policies and guidelines; remove bottlenecks and bottlenecks of current laws. Exceeding work targets, each year is better than the previous year, especially in leader Resolve cases and incidents under the supervision of the Central Steering Committee on Anti-Corruption, Wastefulness, and Negativity and cases of public concern, ensuring requirements. Advise on synchronous and drastic implementation of solutions to improve the operational efficiency of judicial agencies. The rate of acceptance and resolution of all types of cases and incidents is high, exceeding the targets set by the National Assembly's Resolution. Lead the consultation, development and submission to the National Assembly for approval of many important draft laws, resolutions and ordinances, ensuring the uniform application of the law. Timely promulgation of legal documents and doing a good job of ensuring the uniform application of the law, guiding the application of the law, developing precedents, contributing to removing difficulties and obstacles in the practical work of investigation, prosecution and trial of cases and incidents. The implementation of judicial reform tasks, reform of judicial administrative procedures and digital transformation has been promoted. The Supreme People's Court Party Committee is at the forefront of digital transformation with many activities applying information technology to the Court's operations.
Party Committee of the Office of the President has well performed the task of advising and assisting the President and Vice President in domestic and foreign affairs activities, making an important contribution to implementing the foreign policy of the Party and State, proactively and actively integrating internationally.
Party committees of research, training, press and publishing agencies shall lead and perform well their roles as political theory agencies, political orientation and public opinion agencies; research and advise on solutions to innovate programs, content and quality of scientific research; innovate training methods and foster cadres; protect and comprehensively develop the Party's theoretical system, focusing on the theory of socialism and the path to socialism in Vietnam. Provide scientific arguments for the Party and State to plan policies and guidelines for national development in the cause of building and defending the Fatherland, firmly protecting the Party's ideological foundation.
Leaders of subordinate Party committees carry out Party building work, focusing on successfully organizing congresses for the 2025-2030 term.
Party building work in terms of politics, ideology and ethics is thoroughly grasped and seriously implemented. The entire Party Committee steadfastly maintains and promotes the four steadfastnesses, especially the principles of Party organization and operation. The political qualities and mettle of cadres and party members are increasingly enhanced. The vanguard and exemplary role, leadership capacity and fighting spirit of cadres and party members, especially the leaders Party committees at all levels have been promoted. The study and following of Ho Chi Minh's ideology, morality and style have been widely implemented; cadres and party members in the Party Committee always practice moral qualities, improve their working capacity, and meet requirements and tasks. The work of fighting, preventing and repelling signs of degradation in political ideology, morality, lifestyle, "self-evolution" and "self-transformation" within the Party has been focused on and effectively implemented.
Mass mobilization work and leadership of socio-political organizations have many innovations. Party committees at all levels have oriented the development and strict implementation of the Law on Grassroots Democracy, protecting the legitimate rights and interests of workers, participating in Party building and government building. Activities of mass organizations have been implemented effectively and practically.
The work of consolidating and building grassroots party organizations and improving the quality of party members has received leadership attention and achieved many positive results. The Party Committee has closely followed Resolution No. 21NQ/TW, dated June 16, 2022, of the 5th Central Conference of the 13th tenure, "On strengthening the consolidation and building of grassroots party organizations and improving the quality of party members in the new period"; focusing on improving the quality of party cells, party cell activities, and thematic activities associated with professional tasks.
Emulation and reward work is implemented promptly, closely, and with the right targets. Annual assessment results show that over 98% of party members are classified as having completed their tasks well or better, and 100% of affiliated party committees have completed their tasks well.
Internal political protection work has been seriously and cautiously implemented, ensuring principles and regulations, contributing to maintaining the purity and strength of the Party Committee . The Party Committee has paid attention to and strictly implemented the leadership and supervision work ; there have been many innovations in the leadership method. The application of information technology and digital transformation has been resolutely implemented by the leadership; 100% of subordinate Party Committees have completed the entry of Party member information data, gradually connecting and communicating data throughout the Party Committee. Many Party organizations have pioneered the implementation of modern working models, such as paperless meeting rooms and electronic Party member handbooks, contributing to improving professionalism, transparency and efficiency in leadership, direction and operation.
Regarding the preparation and organization of the congresses of the subordinate party committees , the Party Committees have seriously implemented Directive No. 45-CT/TW, dated April 14, 2025, of the Politburo, "On the congresses of party committees at all levels towards the 14th National Congress of the Party", the resolutions and conclusions of the Central Committee, and Plan No. 08-KH/DU. 14/14 party committees directly under the Party Committees of the Central Party agencies have organized the congresses well. Of which, 10 party committees held congresses with 4 contents, 4 newly established party committees are the Party Committee of the Central Propaganda and Education Commission, the Party Committee of the Supreme People's Procuracy, the Party Committee of the Supreme People's Court, and the Party Committees of the Central Party agencies, which carried out 2 contents (not electing new Party Committees and delegations to attend the congresses of the higher-level Party Committees). The work of appraisal and giving opinions on cadres under the management of the Politburo and Secretariat and personnel planning for the 14th Central Executive Committee was carried out in accordance with regulations. The work of reviewing, appraising and giving opinions on many personnel planning for Party committees, leadership and management positions and key positions of Party committees directly under the Party committees was well implemented (7) . The selection, evaluation, rotation, arrangement and use of cadres ensured democracy, objectivity and transparency; planning, supplementing planning for Party committees and inspection committees at all levels and training, fostering and updating new knowledge for cadres at all levels were given attention; the work of commending and disciplining cadres was carried out strictly, promptly and to the right subjects.
The preparations for the 1st Congress of Party Committees of Central Party Agencies for the 2025-2030 term have been carefully and democratically prepared. On September 9, 2025, at the Party Central Committee headquarters, under the chairmanship of General Secretary To Lam, the Politburo worked with the Standing Committees of Party Committees of Central Party Agencies to give opinions on the draft documents, personnel plans and preparations for the 1st Congress of Party Committees of Central Party Agencies for the 2025-2030 term. At the meeting, the Politburo acknowledged and highly appreciated the efforts, endeavors and determination of the Party Committees of Central Party Agencies in leading and directing the organization of Party Congresses at all levels and preparing for the 1st Congress of Party Committees of Central Party Agencies in the new conditions and context. The Politburo emphasized the uniqueness of the Party Committee, with its affiliated Party Committees being the Party's strategic advisory bodies, judicial bodies, scientific research bodies, political theory, training, press and publishing bodies with special positions and roles in the political system. The Politburo assessed that the documents of the Party Congresses of the Central Party Committees were prepared carefully, seriously, meticulously, scientifically, ensuring compliance with the regulations and instructions of the Central Committee.
Concluding the working session, General Secretary To Lam emphasized the requirement for the Party Committees of the Central Party agencies to continue to promote their core role, closely coordinate in leadership, and focus on implementing three groups of strategic and important tasks: First, promote theoretical research, summarize practices, proactively advise and help the Central Executive Committee, the Politburo, and the Secretariat to build, promulgate, concretize and develop the Party's guidelines, viewpoints, policies, and major policies; steadfastly and creatively protect and develop the Party's Political Platform and guidelines. Second, closely follow the country's reality, the international and regional situation; proactively detect and accurately forecast new, complex, and urgent issues; promptly propose and advise feasible solutions to effectively address new requirements of the cause of national construction and defense, and perfect the Party's viewpoints, guidelines, policies, and major decisions. At the same time, focus on building a professional, modern, fair, strict, honest, serving-the-Fatherland, serving-the-people judiciary; innovate the work of building and enforcing laws to meet the requirements of national development. Third, build a truly clean, strong, comprehensive, and exemplary Party organization; promote the exemplary role of leaders; build political culture in the Party organization; improve the quality of inspection and supervision work; strongly innovate leadership methods, styles, and working methods in a scientific, professional, "right role, right lesson" direction; strengthen the application of information technology, digital transformation in leadership, management, operation, and work handling.
The 1st Congress of Party Committees of Central Party Agencies for the 2025 - 2030 term will take place on September 23 and 24, 2025, with 299 delegates convened. The theme of the Congress is determined as: "Continuing to strongly innovate thinking and action, improving strategic advisory work; building a clean and strong Party Committee; excellently completing the set goals and tasks". The motto of the Congress is: "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development". The Congress carries out two contents: 1- Summarizing the implementation of the Resolution for the 2020 - 2025 term; determining the directions, goals, tasks and solutions for the 2025 - 2030 term; 2- Discussing and contributing to the draft documents of the 14th National Congress of the Party.
Lessons learned and directions and tasks for the new period
From the results achieved in the 2021 - 2025 term, the Party Committees of the Central Party agencies drew 4 experiences :
The first, closely follow the leadership of the Central Committee, the Politburo, and the Secretariat; firmly and creatively apply and develop Marxism-Leninism and Ho Chi Minh thought; the goals of national independence and socialism; the Party's innovation policy, the Party's organizational and operational principles; unify perception and action; Maintain solidarity and unanimity, promote democracy, uphold the leadership role of party organizations and the exemplary vanguard role, daring to think, daring to do, daring to take responsibility, daring to make breakthroughs of cadres and party members; uphold the political mettle and role and responsibility of heads of party committees, agencies and units.
Monday, Pay special attention to political, ideological, ethical work and exemplary responsibility, first of all, to the head of the Party Committee. Innovate learning methods, thoroughly grasp resolutions; resolutely and persistently lead the strict, complete and effective implementation of the Party's resolutions. Focus on improving the quality of Party organizations, especially Party cells; regularly pay attention to building a contingent of cadres, especially strategic cadres with sufficient qualities, capacity, prestige, equal to the task, daring to innovate and take responsibility for the common interest. Pay attention to inspection and supervision work, maintain discipline and order in the organization and operation of Party Committees and organizations; guide and urge implementation to prevent and stop shortcomings and violations early and from afar; pay attention to the work of commendation, reward, and replication of good models and effective practices.
Tuesday, Strongly innovate the thinking and leadership methods of Party committees and organizations; be determined, resolute, and make efforts to overcome difficulties and challenges; choose key, breakthrough issues and focus on thoroughly resolving and removing bottlenecks, difficulties, inadequacies, and obstacles in practice; be determined to successfully achieve the set goals.
Fourth, study theory; proactively study, advise and implement major policies of the Party; proactively lead, coordinate leadership and share information, promote comprehensive strength, excellently complete political tasks and Party building work, build clean and strong agencies, units, and socio-political organizations, worthy of the position and role of leading the Party's advisory body. In the 2025 - 2030 term, the Party Committees of the Central Party agencies determined 5 key tasks :
Firstly, focus on building a clean, strong, and exemplary Party organization; promote the exemplary role and vanguard nature of Party organizations, cadres, and Party members, especially leaders; strictly implement Party culture and office culture, build a team of exemplary, dedicated, and honest cadres and Party members of Central Party agencies; create a democratic, disciplined, responsible, united, and unified working environment throughout the Party organization.
Second, continue to advise on perfecting the streamlined organization, operating effectively, efficiently and effectively; building a team of strategic-level cadres, Party committee-level cadres and Party-specialized cadres with sufficient qualities, capacity and prestige to meet requirements and tasks. Strongly innovate cadre work, ensuring objectivity, democracy, substance and effectiveness, especially the work of evaluating, selecting and using cadres; using specific product results to evaluate cadres.
Third, regularly inspect, supervise, guide, and urge the implementation of Party resolutions and conclusions. Tighten discipline, order, effectiveness, and efficiency of inspection and supervision work; control power, and prevent violations early and from afar.
Fourth, innovate leadership methods, working methods, scientific, professional and effective working style, clearly assign people, tasks, time and responsibilities; promote the application of information technology, digital transformation, artificial intelligence, modernize leadership and management methods. Focus on digitizing documents and data of party organizations and party members; connect data for monitoring, evaluation, inspection and application.
Fifth, focus on leadership and coordinate leadership to effectively carry out political tasks; improve forecasting capacity, vision, quality and effectiveness of strategic advice. Promote research, evaluation, summary of practice and theory, advise and advise to help the Central Executive Committee, Politburo, and Secretariat build, concretize, protect and develop the Party's guidelines, viewpoints, guidelines and policies. Closely follow the reality of the country's situation as well as the international and regional situation, proactively detect and accurately forecast emerging urgent problems; promptly propose and advise on appropriate and feasible solutions to effectively address new requirements of the cause of building and protecting the Fatherland; at the same time, adjust the Party's viewpoints, guidelines, policies and major decisions. Build a professional, modern, fair, just, strict, and integrity-based judiciary that serves the Fatherland, serves the people, protects the Party and the socialist regime; innovates the work of law construction and enforcement to meet new requirements.
The Party Committee identified three strategic breakthroughs:
Firstly , continue to strongly innovate thinking and action, improve the strategic advisory work of Central Party agencies. Focus on improving the quality of practical review and theoretical research; advise on the formulation and promulgation of resolutions, conclusions and regulations of the Party in accordance with the strategy, ensuring high feasibility, leading and innovating the work of law construction and enforcement, meeting the requirements of national development in the new era.
Second , build a team of cadres and party members with sufficient qualifications, capacity, prestige and on par with their tasks, especially leaders, managers, strategic-level advisory staff, and leading industry experts to meet the requirements and tasks of the new development period.
Third , promote administrative reform, application of information technology, digital transformation; strongly innovate leadership methods, style, and working practices to ensure science, professionalism, and efficiency.
For a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, steadily moving towards socialism, the Party Committees of the Central Party agencies uphold the spirit of solidarity, initiative, and creativity; continue to strongly innovate thinking and actions, raise the level of strategic advice; set an example and take the lead in building and rectifying the Party and performing political tasks, successfully completing the goals and tasks set out in the Resolution of the Party Congress. The first time, term 2025 - 2030 proposed, making an important contribution to the successful implementation of the Resolution of the 14th Party Congress./.
