Overcoming difficulties, with the attention and leadership of the Central Government; the leadership, direction and proactive, creative, timely and drastic actions of the Provincial Party Committee, together with the efforts, solidarity, progress, unity and consensus of cadres, party members and people, Ha Tinh province achieved many important results in socio-economic development, national defense - security, Party building and political system, including the great contributions and efforts of the inspection and supervision work in the entire Party Committee in the past term.
Acknowledging the important results in the inspection and supervision work of the Provincial Party Committee in the 2020 - 2025 term, the Document of the 20th Congress of Delegates of the Ha Tinh Provincial Party Committee, term 2025 - 2030 clearly stated: The effectiveness and efficiency of inspection and supervision work in the entire Provincial Party Committee have been improved. Through inspection and supervision, violations have been promptly detected, corrected, prevented, and prevented, limitations and shortcomings have been overcome; shortcomings and overlaps in regulations and policies have been detected to recommend competent authorities to adjust, supplement, and issue new policies, regulations, and policies, improve institutions, and strengthen state management in a number of areas. Many difficult, complicated cases and violations involving many levels and sectors have been inspected, concluded and strictly handled, with the spirit of "no forbidden zones", "no exceptions"... which have had the effect of educating , warning, deterring, creating positive changes, contributing to maintaining strict discipline of the Party; at the same time, strengthening solidarity and unity within the Party, consolidating the trust of cadres, party members and people in the Party (1) .
Right from the beginning of the term, the Provincial Party Executive Committee and Party committees at all levels always focused on leading and directing Party committees, Party organizations, and Inspection Committees at all levels to organize the study and seriously grasp the directives, resolutions, regulations, and instructions of the Central Committee and Party committees at all levels on inspection and supervision work. Timely review, supplement, and promulgate documents specifying directives, resolutions, regulations, policies, and instructions on inspection, supervision, and enforcement of Party discipline in accordance with the political tasks and practical conditions of Party organizations, localities, and units. Develop working regulations, programs, and plans on inspection and supervision work of Party committees, Party organizations, and Inspection Committees at all levels during the term and annually...
During the term, Party committees at all levels have issued many documents to lead, direct and organize the implementation of inspection and supervision work; in which, the Standing Committee of the Provincial Party Committee issued the Working Regulations of the Provincial Party Committee's Inspection Commission, the Regulations on coordination between the Inspection Commission and relevant agencies and units; the term and annual inspection and supervision program of the Standing Committee of the Provincial Party Committee; the Plan of the Standing Committee of the Provincial Party Committee on implementing Conclusion No. 34-KL/TW, dated April 18, 2022, of the Politburo, on the Party's inspection and supervision strategy until 2030; the Plan of the Standing Committee of the Provincial Party Committee on the rotation of cadres in the Party Inspection sector for the period 2024 - 2025; Directive on strengthening inspection, supervision and maintaining Party discipline; Decision on promulgating the Procedure for handling party disciplinary complaints of the Standing Committee of Party committees at all levels and provincial Party committees to the grassroots level; Decision to promulgate the process of inspection, supervision, enforcement of party discipline, and handling of denunciations of party cells; Regulations on the organization and operation of inspection, supervision and party discipline teams (teams) of party committees, standing committees of party committees and party cells...
With the direct and close leadership and direction of the provincial Party Committee, Party Committees, Party organizations, and Inspection Committees at all levels in the Party Committee have proactively and comprehensively and effectively implemented inspection and supervision work. With the motto of "supervision must be expanded", "inspection must be focused and key", synchronously implementing inspection and supervision, focusing on "construction". Focus on inspecting and supervising the implementation of the Party's guidelines and resolutions, the State's policies and laws; key tasks identified in the Resolution of the Provincial Party Congress and Party Congresses at all levels; focus on and pay attention to inspection when there are signs of violations in areas and fields prone to negativity and violations; control of assets and income, settlement of denunciations, complaints about party discipline; urgent and prominent issues that are of interest to and reflected by cadres, Party members and the public.
In the 2020 - 2025 term, Party committees at all levels inspected 4,478 Party organizations and 5,274 Party members (according to Article 30 of the Party Charter), of which the Provincial Party Standing Committee inspected 64 Party organizations and 44 Party members. The inspection content of Party organizations mainly focused on the implementation of the Political Platform, Party Charter, directives, resolutions, regulations, conclusions, and instructions of the Party; compliance with the Party's organizational and operational principles, maintaining internal solidarity, working regulations, working regimes, and implementing democracy within the Party. Regarding the inspection of Party members: Implementation of things that Party members are not allowed to do, Party member standards, Party Committee member standards; Party member tasks, Party Committee member tasks; compliance with directives, resolutions, regulations, and conclusions of the Party, policies and laws of the State; compliance with the principle of democratic centralism, working regulations; political ideology, ethics, lifestyle... Along with inspection of compliance, Party committees, Party organizations, and Inspection Commissions at all levels focus on inspection when there are signs of violations. Party committees, Party organizations, and Inspection Commissions at all levels have inspected when there are signs of violations against 12 Party organizations and 108 Party members. Of which, the Provincial Party Committee Standing Committee inspected 11 Party organizations and 36 Party members; the Standing Committee at the grassroots level and the grassroots Party Committee, the Standing Committee at the grassroots Party Committee inspected 1 Party organization and 71 Party members. Inspection Commissions at all levels inspected 144 Party organizations and 658 Party members. Of which, the Provincial Party Committee Inspection Commission inspected 23 Party organizations and 117 Party members, including 50 Party Committee members at all levels. Inspection Commissions at the grassroots level and the grassroots level inspected 121 Party organizations and 541 Party members, including 137 Party Committee members at all levels (2) . Focusing on inspection when there are signs of violations helps to detect early and promptly prevent new violations by party organizations and party members, thereby preventing major violations or prolonged violations from occurring, and limiting violations that cause serious consequences affecting the reputation of party organizations and party members.
Along with the inspection work, Party committees, Party organizations, and Inspection Commissions at all levels have strengthened regular and thematic supervision. In regular supervision, Party committees at all levels have established working groups, assigned Standing Committee members and Party committee members to direct and supervise Party organizations and Party members in localities and units on the implementation of Party policies and resolutions, State policies and laws; programs, tasks, plans, implementation of the principle of democratic centralism, working regulations, responsibilities to set examples, and performance of assigned functions and tasks. Inspection Commissions at all levels have assigned departments, cadres, and civil servants according to localities and fields, to be responsible for regular supervision; cadres and civil servants proactively grasp the situation in the localities, and report monthly to the Inspection Commissions for timely direction. Inspection Commissions at all levels participate in meetings and study reports of Party committees at all levels; Notifications of inspection, examination and supervision conclusions of competent authorities to grasp the situation and improve the quality of regular supervision work, thereby, Party committees and Inspection Committees at all levels promptly grasp the situation of Party organizations, Party members and the implementation of Party directives, resolutions and conclusions; promptly detect shortcomings, limitations and shortcomings to rectify and proactively prevent violations.
In thematic supervision, Party committees at all levels supervised 2,829 Party organizations and 3,933 Party members; of which, the Provincial Party Standing Committee supervised 50 Party organizations and 35 Party members. Among the Party members supervised by Party committees at all levels, there were 21 Provincial Party Committee members and equivalent, 64 members of the grassroots Party Committee and equivalent, 581 Party Committee members and 1,495 Party cell members. The Inspection Commissions at all levels supervised 2,447 Party organizations and 2,899 Party members; of which the Provincial Party Committee's Inspection Commission supervised 20 Party organizations and 32 Party members; the Inspection Commissions at all levels supervised 2,427 Party organizations and 2,867 Party members . Among the Party members supervised, there were 9 Provincial Party Committee members and equivalent; 87 members of the grassroots Party Committee and equivalent; 442 Party Committee members and 1,811 Party cell members. Through the supervision of the Party Committee, it was concluded that 184 Party organizations and 114 Party members had signs of violations, and 35 Party organizations and 1 Party member were transferred for inspection for signs of violations. The Inspection Committees at all levels, through supervision, concluded that 2,247 Party organizations and 2,175 Party members performed well; 136 Party organizations and 114 Party members had violations and shortcomings, and 2 Party organizations and 2 Party members were transferred for inspection for signs of violations (3) .
Regarding the implementation of Party discipline, "in the 2020 - 2025 term, Party committees at all levels have disciplined 38 Party organizations, of which: The Provincial Party Committee Standing Committee disciplined 2 Party organizations, by the following forms: Reprimand: 1, warning: 1; Party committees at all levels have disciplined 36 Party organizations, by the following forms: Reprimand: 32, warning: 4. Regarding Party members, Party committees, Inspection Commissions at all levels and Party cells have disciplined 3,498 Party members, by the following forms: Reprimand: 2,789, warning: 467, dismissal: 38, expulsion: 154 cases; competent Party organizations have suspended Party activities of 55 Party members" (4) .
Inspection and supervision work has helped Party committees, Party organizations, and Inspection Commissions at all levels to grasp the situation of leadership, direction, and organization of the implementation of the Party's guidelines, directives, and resolutions, and the State's policies and laws at Party committees, Party organizations, localities, units, cadres, Party members, and people of all walks of life. Thereby, promptly detecting, praising, and replicating typical, advanced collective and individual models, good, creative, and positive practices. At the same time, preventing, correcting, and overcoming shortcomings, limitations, shortcomings, and violations of Party organizations and Party members; educating, deterring, and strictly handling Party organizations and Party members who violate, repelling degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party, contributing to improving the leadership capacity and fighting strength of Party organizations; promoting socio-economic development; national defense and security; building and rectifying the Party and political system to be clean and strong.
Over the course of a term, with the attention, leadership and direction of the Central Committee, the solidarity and unity of the entire Party Committee, the consensus and support of the people and the entire political system, Party committees, Party organizations, and Inspection Commissions at all levels have comprehensively implemented inspection, supervision and enforcement of Party discipline; the quality and effectiveness of inspections and supervisions have been significantly improved. Party committees at all levels have focused on inspecting and supervising Party organizations and Party members in leading, directing and organizing the implementation of policies and resolutions of the Central Committee, the province and their own Party committees in all fields; focused on inspecting and supervising the situation and results of implementing key and breakthrough political tasks of the province, localities and units; policies and resolutions on Party building and rectification; on studying and following Ho Chi Minh's ideology, morality and lifestyle; regulations on exemplary responsibilities of cadres and Party members...; Focus on effectively implementing inspections and supervisions according to the direction of the Central Committee. Specialized agencies advising and assisting Party committees at all levels have effectively coordinated and advised on the implementation of inspection and supervision tasks of Party committees, with increasingly improved quality; many agencies have proactively developed plans and organized the implementation of inspection and supervision tasks according to their functions, tasks, and authority; the inspection and supervision work of Party cells has gradually become routine.
Inspection committees at all levels have promoted their advisory role to help Party committees lead, direct and carry out inspection and supervision tasks; proactively and comprehensively carry out tasks according to the Party Charter; focus on inspecting Party organizations and Party members when there are signs of violations; effectively carry out supervision tasks in all fields; inspect the implementation of inspection, supervision and disciplinary enforcement tasks of the Party and pay attention to Party financial work; promptly handle and resolve cases of denunciation of Party members and Party organizations. The content of inspection and supervision has focused on key areas, focusing on difficult areas, related to many levels, sectors, sensitive areas, prone to violations, and of public concern. Through inspection and supervision, cases of Party members and Party organizations with violations have been promptly detected, handled and recommended strict handling; recommended handling and recovery of assets lost and wasted due to violations; Proactively propose competent authorities to amend, supplement, and issue new regulations and policies to ensure compliance with reality.
After implementing the arrangement and streamlining of the political system apparatus, implementing the two-level local government, the organization, apparatus and inspection staff at all levels in the entire Party Committee have been taken care of, built, consolidated, and perfected, basically sufficient in quantity, with emphasis on quality, meeting the requirements of new tasks.
Promoting the achievements of inspection and supervision work in the past term; at the same time, with the viewpoint of " Strictly maintaining Party discipline, building a clean and strong Party organization to meet the requirements of national development in the new era ", Ha Tinh Provincial Party Committee identified a number of leadership and direction solutions to continue improving the quality, effectiveness and efficiency of inspection and supervision work of the Party organization for the 2025 - 2030 term:
Firstly , Party committees and organizations regularly innovate, improve the quality and effectiveness of disseminating, studying, deploying and effectively organizing the implementation of Party directives and resolutions; uphold the spirit and responsibility, focus on comprehensive leadership and direction of tasks, resolutely, closely, creatively, have solutions and roadmaps for implementing resolutions of Party congresses at all levels, especially the Resolution of the 14th Party Congress, the Resolution of the 20th Ha Tinh Provincial Party Congress. Proactively review, adjust and supplement the full-term and annual work programs of Party committees and organizations; especially directives, resolutions, guidelines and new documents of the Central Committee after the 14th Party Congress in a practical manner, suitable to the characteristics and situation of localities and units, in order to create a stronger change in the awareness, responsibility and determination of the political system towards the Party's inspection, supervision and discipline work.
Second, innovate the content and methods of leadership and direction and enhance the responsibility of Party committees, Party organizations, Inspection Commissions at all levels, and heads of Party committees in leading, directing, and organizing the implementation of Party inspection, supervision, and discipline work. Synchronously deploy solutions on Party building and building the political system; do a good job of political, ideological, ethical, and lifestyle education for cadres and Party members. Promote the core leadership role of Party organizations, especially Party organizations at the grassroots level; strictly implement the Party's organizational and operational principles; maintain internal solidarity, seriously self-examine, self-correct, self-criticize, and criticize; be steadfast and uphold principles in the face of difficult, challenging, and newly arising issues to make correct, accurate, and appropriate decisions in accordance with the new situation.

Fourth , continue to improve the quality and effectiveness of inspection and supervision work of Party committees, Party organizations and Inspection Committees at all levels, focusing on improving the effectiveness of inspection and supervision right from the Party cell; focusing on inspection when there are signs of violations; improving the quality of regular supervision and thematic supervision to proactively detect, prevent and stop early violations of Party organizations and Party members.
