On the morning of November 23, the National Assembly discussed the draft Law on State Capital Management and Investment in Enterprises and the draft Law on Digital Technology Industry.
State-owned enterprises must follow market rules and compete.
Speaking at the group discussion, Prime Minister Pham Minh Chinh stated that these two bills are very important in the current context of our country. Therefore, the spirit must change thinking, because thinking is a resource, a vision, and a driving force.
In that process, according to the Prime Minister, there must be legal regulations so that agencies, organizations and individuals assigned responsibilities know "what is legal to do and what is illegal to avoid". Only then can innovation be encouraged.
The Prime Minister pointed out that the new era, as General Secretary To Lam said, is to build a rich, powerful and prosperous country, with happy and prosperous people, as well as the Party's goal.
To achieve this, according to the Prime Minister, requires innovation in thinking, thinking, working, operating, managing and based on practical summaries.
What is good must be promoted, what is not yet fixed must be fixed immediately, obstacles must be resolved, challenges must be overcome for the country to develop.
The Prime Minister emphasized that resources come from thinking and vision, motivation comes from innovation and strength comes from people and businesses.
"We must definitely change our thinking, continue to innovate and definitely integrate. Changing our thinking or innovating and integrating must be based on the specific conditions and circumstances of the country," the Prime Minister added.
Commenting on the draft Law on State Capital Management and Investment in Enterprises, the Prime Minister stated that the model is currently unstable because the economy is in the process of transformation and the scale of the economy is still small.
Therefore, in the process of doing, research gradually expands with the spirit of not being perfectionist, not being hasty, "what is kept, what is not eliminated".
The Prime Minister shared his thoughts that state-owned enterprise operations must follow market rules, value, supply and demand, and competition, and cannot be interfered with by administrative measures.
"Intervention distorts the market and is not an administrative agency but intervenes against the law, thinking and development.
"Businesses should be managed in accordance with market mechanisms, international integration, and in accordance with Vietnam's conditions. Because they are not administrative agencies, they should not intervene in many administrative measures," the Prime Minister stated his opinion.

Time is money, keep wasting time
Regarding business plans, Prime Minister Pham Minh Chinh said that the Board of Directors (BOD) should be responsible for decisions on how to preserve and develop capital, and prevent waste, loss, and negativity.
"They must be responsible. Why should the Government be responsible for their business plans?", the Prime Minister questioned, saying that the Government and management agencies should only have tools to guide, inspect, and supervise. Those tools must be clear so that they can be creative, determined, and fearless.
The Prime Minister suggested that the law must boldly decentralize and delegate power. In particular, public investment is according to the law on public investment, while the capital of corporations and enterprises is decided and responsible for where they invest, instead of having to go around asking administrative levels.
"You have to be bold and if you make a wrong decision, you take responsibility, but the most important thing is to be timely and on time.
Time, intelligence, and timely decisions are the decisive factors for success. Recently, General Secretary To Lam mentioned wasting time, and time is money, so just keep fumbling around.
"Just asking for permission here and there, it's not clear. We need to assign it to an agency that can decide and design the law, not let it run in an administrative way. Decentralize strongly, clearly stipulate in the law what can and cannot be done so that people can be creative," the Prime Minister emphasized.
Agreeing that when evaluating a business, it is necessary to evaluate the overall value it brings, not each task individually. The Prime Minister gave an example of 10 tasks assigned, maybe 7-8 are correct, 1-2 are not done well, there are losses, but "overall is still positive" which is preserving and developing capital.
The Prime Minister also cited private enterprises working very quickly and correctly even though they did not bid.
"They handle civil economic relations very well. We bid for everything, but in the end, the blue team, the red team, and the army are constantly disciplined. We have to figure out this rule.
The private sector does not bid for anything, but if they see anyone who can do it, they let them do it, without having to ask, without having to bid for a whole year without getting anything," the Prime Minister raised the issue and said that it is necessary to re-evaluate, and at the same time, when the situation changes, measures, processes, and rules must change...
If you want to run fast, run far, go first, and be at the forefront, you must embrace new technology.
Regarding the Digital Industry Law, the Prime Minister emphasized the need to promulgate it. We will continue to learn from experience and gradually expand it, without being perfectionist or hasty, but we must do it.
"Artificial intelligence is very different now, but it is clear that what we see in real life is the same in virtual life," the Prime Minister said and raised the question, in fact, Vietnam still trades in bitcoin, why not put it under management?
He agreed that there must be preferential policies on land, fees, electricity, water, including monetary incentives... to develop the digital economy, green economy, and knowledge economy.
Because, "if you want to run fast, run far, go ahead, and be at the forefront, you have to go into new technology, in addition to the traditional growth drivers (investment, consumption, export)".
The important thing, according to the Prime Minister, is to calculate to have suitable incentive policies, convincing enough for investors to come to Vietnam, "harmonizing benefits, sharing risks"...
