The Government Office has just announced the conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the third meeting of the Steering Committee for important national railway projects and works.
The Prime Minister emphasized that in the coming time, the tasks of the Steering Committee are extremely heavy, important and urgent; therefore, the members of the Steering Committee must continue to promote a high sense of responsibility, carry out work quickly, decisively, decisively, "look far ahead, think deeply, do big things"; the implementation of tasks must ensure 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
The Steering Committee directs, urges, inspects, and unifies policies, while ministries, branches, agencies, and localities, according to their functions, tasks, and powers, proactively, actively, and closely follow the Party's policies and guidelines, the State's policies and laws, resolutions, conclusions, and instructions of the Central Committee, the Politburo, the National Assembly, the Government, and the Prime Minister to organize implementation to ensure the set goals, as directed by General Secretary To Lam "if you do something, do it thoroughly", do it properly, and finish it.
With the motto of running while lining up, adjusting while doing, gradually expanding, not being perfectionist, not being hasty, doing things firmly, on a scientific, safe and effective basis; implementing many tasks at the same time but must prioritize resources for each job, each stage, in a methodical and planned manner. During the implementation process, ministries, agencies, units, and project management boards absolutely do not allow negativity, waste, or group interests to occur.
According to the Prime Minister's direction, regarding site clearance work, for railway projects that have been decided on investment by the National Assembly, the People's Committees of the provinces where the projects pass through shall establish, appraise, and decide on investment in independent component projects on compensation, support, and resettlement based on preliminary design documents in the Pre-Feasibility Study Report in accordance with regulations; arrange temporary residence for people whose land is recovered, ensuring stable lives of people in accordance with regulations.
The People's Committees of provinces and cities where the project passes through assign tasks and specific plans to units, wards and communes to implement and complete the site clearance work for the Lao Cai - Hanoi - Hai Phong railway project in 2025 and the North - South high-speed railway project in 2026. The Prime Minister requested the provincial/municipal Party Committee Secretary - Head of the local Site Clearance Steering Committee to directly direct the political system to organize the implementation to ensure the required progress.
"The People's Committees of provinces and cities where the projects pass through (Lao Cai - Hanoi - Hai Phong Railway Project, North - South High-speed Railway Project) focus on directing the implementation to ensure the completion of all procedures according to regulations to simultaneously start construction of at least 1 resettlement area in each locality on August 19, 2025 on the occasion of the 80th anniversary of National Day," the Prime Minister requested.
The Prime Minister assigned the Ministry of Finance to preside over and coordinate with the Ministry of Construction and the Ministry of Agriculture and Environment to guide localities to proactively allocate local budget capital to implement site clearance and compensation according to the policy approved by the National Assembly and the procedure to separate site clearance and compensation into independent component projects, to be completed before July 22, 2025.
Regarding capital mobilization for railway projects, the Prime Minister requested the Ministry of Finance to preside over and coordinate with the Ministry of Construction and localities to proactively allocate capital for projects to meet progress, not allowing lack of capital to affect project progress.
Regarding the Lao Cai – Hanoi – Hai Phong Railway Project, the Prime Minister requested the Ministry of Construction to proactively organize the separation of the project into component projects according to its authority and legal regulations in the direction of proactively using domestic capital sources to ensure the commencement of construction on December 19, 2025; have solutions to shorten the progress of preparing the Feasibility Study Report, including the use of implemented results, supplements, and adjustments if any on the principle of meeting technical requirements and construction safety.
Regarding the North-South high-speed railway project, localities where the project passes through must urgently complete the establishment of the Site Clearance Steering Committee, consolidate the Site Clearance Steering Committee (localities with provincial mergers) before July 22, 2025; focus on directing the rapid implementation of site clearance work, and relocation of technical infrastructure works to meet the schedule for starting construction of the resettlement area on August 19, 2025.
Regarding urban railway routes in Hanoi and Ho Chi Minh City, the Prime Minister assigned the People's Committees of Hanoi and Ho Chi Minh City to proactively organize and implement projects according to Resolution No. 188/2025/QH15 of the National Assembly. The Ministry of Finance shall preside over resolving petitions related to ODA capital of Project No. 2.1, Nam Thang Long - Tran Hung Dao section and Project No. 2 Ben Thanh - Tham Luong, to be completed before July 22, 2025; report to Deputy Prime Minister Bui Thanh Son to resolve legal problems related to ODA capital in the direction of switching from "pre-inspection" to "post-inspection".
The Prime Minister requested relevant ministries, branches and localities to review the tasks assigned by the Government and Government leaders to resolve them, and not let delays or congestion affect the progress of projects.
