On the morning of October 13, at the National Convention Center (Hanoi), the 1st Government Party Congress, term 2025-2030 officially opened.

The first Congress of the Government Party Committee, term 2025-2030, has the theme: "Building a clean and strong Government Party Committee; solidarity, exemplary leadership in science , technology, innovation, digital transformation; accelerating breakthroughs, developing the country quickly and sustainably in the era of rising up, prosperity, civilization, prosperity, and happiness".

The motto of the Congress is: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people".

Previously, in the preparatory session on October 11, the Congress elected the Presidium, Secretariat, and Delegate Qualifications Verification Board; approved the Congress's Working Program and Working Regulations; and conducted discussions and presentations.

In his opening speech at the Congress, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh stated that in the exciting and heroic atmosphere of the historic autumn days, the whole country was joyfully celebrating the 80th anniversary of the successful August Revolution, National Day September 2 and the 80th anniversary of the Government's establishment; celebrating the country's innovation, development and emulation to achieve achievements to welcome the 14th National Congress of the Party; the Government Party Committee solemnly organized the first Government Party Congress, term 2025-2030.

Special important political event of the Party and Government

The Party Secretary and Prime Minister said that with the approval of the Politburo, the first Government Party Congress for the 2025-2030 term was held to review and evaluate the leadership, direction and administration of the Government Party Executive Committee for the 2020-2025 term; determine directions, goals, tasks and solutions for the 2025-2030 period; and at the same time discuss and contribute opinions to the draft documents of the Central Committee to be submitted to the 14th National Party Congress.

Comrade Pham Minh Chinh affirmed that the Congress is a particularly important political event of the Government Party Committee, a historical milestone in the journey of building an honest, creative, active Government for the country and the people; in order to meet the general political requirements and tasks and the "revolution of organizational arrangement", ensuring the comprehensive, absolute, and direct leadership in all aspects of the Party over the Government Party Committee and the Government in its role as the highest state administrative agency, exercising executive power. The Government Party Committee is the core of political leadership over the activities of the Government, ministries, branches, and affiliated agencies, especially the direction, administration, and state management of the Government, ensuring the timely and effective institutionalization and implementation of the Party and State's guidelines, policies, and strategies, contributing to the successful implementation of the set goals and tasks in all fields.

Comrade Pham Minh Chinh affirmed that the Congress is a particularly important political event of the Party and Government.

The Prime Minister stated: Looking back at the 2020-2025 term, in the context of the world and regional situation evolving rapidly, complicatedly, and unpredictably, with many unprecedented issues beyond forecast; under the leadership of the Party Central Committee, directly and regularly led by the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong and current General Secretary To Lam; the Government Party Committee, the Party Committees of the Ministries, branches, and the two Party Committees of the Blocs and the Government Party Committee have upheld the spirit of solidarity, discipline, responsibility, proactiveness, flexibility, and creativity, with the spirit of "dare to think, dare to do, dare to take responsibility for the common interest", focusing on leading and directing the implementation of 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions according to the Resolution of the 13th National Party Congress and focusing on building and rectifying a clean and strong Party, improving the leadership capacity and fighting strength of Party organizations and Party members. In addition, it is necessary to promptly, flexibly, appropriately and effectively respond to newly arising issues; make outstanding efforts, resolutely not back down in the face of difficulties and challenges, and advise on policies that can "turn the situation around and change the state", especially in the fight against the COVID-19 pandemic; maintain macroeconomic stability, ensure major balances of the economy; ensure social security, and strengthen national defense and security potential. In particular, in the last two years of the term, it has focused on directing and leading, contributing to advising on the development and implementation of historic policies of the Party and State on restructuring and streamlining the apparatus, building a 2-level local government organization model and the Politburo's Resolutions to create breakthroughs in the development of key and pillar areas in the new era.

It can be affirmed that thanks to the drastic participation of the entire political system, the business community and the people of the whole country under the leadership of the Party and the help of international friends, our country has achieved important, comprehensive and outstanding achievements in all fields; with the results of each year being better than the previous year and this term being better than the previous term in most fields; creating momentum for reform and innovation; creating a force for rapid and sustainable development; creating a vibrant atmosphere in the whole society and contributing to creating more solid trust among the people in the Communist Party of Vietnam.

Based on the report for the 2021-2025 term in the Congress documents, Comrade Pham Minh Chinh suggested that delegates focus on studying, discussing, and evaluating the achievements, limitations, weaknesses, and causes. In particular, it is necessary to clearly analyze the current situation: What is new and emerging? What are the objective and subjective causes? Are the achievements achieved due to the comprehensive leadership and direction of the Central Executive Committee, often and directly the Politburo, the Secretariat, and the General Secretary; the close and effective coordination between agencies in the political system? What are the lessons learned in the leadership and management process? Is it thanks to the spirit of solidarity, joint efforts, unanimity, and promoting the strength of great national unity? Or is it because the Government, all levels, sectors, and localities closely follow and grasp the practical situation, are calm, confident, courageous, and respond to policies promptly, appropriately, flexibly, and effectively? Or practical lessons on strengthening discipline, order, promoting decentralization, and reforming administrative procedures?...

Comrade Pham Minh Chinh emphasized that entering the 2026-2030 term, the world situation is forecast to continue to develop in a complex and unpredictable manner, with many potential risks; in general, there are more difficulties and challenges than opportunities and advantages. The 14th National Congress of the Party is identified by the Central Committee as the origin of an era of striving to develop into a rich, prosperous, civilized, happy and steadily advancing towards socialism. Comrade General Secretary To Lam emphasized that we are facing a historic moment, a historic opportunity for rapid and sustainable development, but also facing very high requirements for revolutionary and scientific breakthroughs, promptly removing bottlenecks and knots in all aspects of social life.

Thoroughly grasping that spirit, this Government Party Congress put forward the motto for action: "Solidarity, discipline - Democracy, innovation - Breakthrough, development - Close to the people, for the people". In which, "Solidarity, discipline" is the basis, foundation - "Democracy, innovation" is the principle, method - "Breakthrough, development" is the goal, requirement - "Close to the people, for the people" is the idea that the people are the root, the strength originates from the people and with the spirit "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, friends help; then only discuss action, not retreat".

On that basis, Comrade Pham Minh Chinh suggested that the Congress analyze in depth, forecast the situation and give more opinions on the directions, tasks and key solutions for the coming term. In particular, according to the Prime Minister, the big question is how do we build a clean, strong, united, exemplary Government Party organization that is a pioneer in science and technology, innovation, and digital transformation; while at the same time mobilizing all resources of the country to accelerate breakthroughs and develop the country in the new context?

The Prime Minister also raised the issue of Party building work, what needs to be done to adhere more closely to the 5 principles of Party building and the 5 methods of Party leadership in all activities, especially the principle of democratic centralism? In particular, the work of cadres is focused on as "the key of the key" and in the spirit of how to select cadres with virtue, strength and talent? What are the tasks and solutions to both promote rapid and sustainable development and strengthen discipline, order, and effectively prevent corruption, waste and negativity?...

Regarding the implementation of key political tasks, what breakthrough solutions are needed to maintain macroeconomic stability, control inflation, ensure major balances of the economy, and promote average GDP growth of 10% or more per year for many years? Is it necessary to focus on perfecting institutions to liberate production capacity, mobilize and effectively use all resources, renew traditional growth drivers and strongly promote new growth drivers such as green economy, digital economy, creative economy, and circular economy? What specific measures, mechanisms, and policies are needed in the fields of defense, security, and foreign affairs to achieve the goal of maintaining independence, sovereignty, and national security, and creating a peaceful, cooperative, and developmental environment? How to harmoniously develop the economy, culture, society, and environment with progress, social justice, and social security, "leaving no one behind"?...

At the same time, comrade Pham Minh Chinh asked the delegates to promote the spirit of lively, frank, responsible and intelligent discussion to continue contributing to the documents submitted to the 14th National Party Congress, especially on the 17 new points compared to the 12th Central Conference and the Action Program to implement the Resolution of the 14th National Party Congress, contributing to stabilizing and developing the country and improving the spiritual and material life of the people.

The Party Secretary and Prime Minister affirmed that in the 2025-2030 term, the Government Party Committee is determined to strive to be one of the pioneering and exemplary Party Committees in successfully implementing the Resolution of the 14th National Party Congress.
