Prime Minister sends 3 important messages after 80 years of businesses accompanying the country

Chairing the Business Meeting with the theme "80 years of businesses accompanying the country", Prime Minister Pham Minh Chinh sent three important messages to the business community and entrepreneurs and asked the business community and entrepreneurs to join the Government, ministries, branches and localities in promoting the implementation of three strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart entrepreneurs".

On the afternoon of August 30, Prime Minister Pham Minh Chinh chaired a meeting with businesses with the theme "80 years of businesses accompanying the country".

Also attending the meeting were Politburo member, Party Central Committee Secretary, Chairman of the Vietnam Fatherland Front Central Committee Do Van Chien; Politburo member, Permanent Deputy Prime Minister Nguyen Hoa Binh ; Party Central Committee members, Deputy Prime Ministers, Vice Chairmen of the National Assembly, leaders of departments, ministries, and branches; representatives of VCCI; representatives of 60 corporations, state-owned corporations, 141 private enterprises, and 50 FDI enterprises.

Speaking at the conference, representatives of businesses and entrepreneurs strongly affirmed their commitment to accompany the country in the upcoming development period and made many proposals and recommendations.

Accordingly, constantly innovate thinking, unify awareness of the position and role of enterprises and entrepreneurs and take strong actions to support enterprise development, promote the State's creative role, strengthen leadership, direction, management, institutional building and implementation capacity, remove all barriers to encourage enterprises and entrepreneurs to participate in contributing to all aspects of social life, ensure that all economic sectors are treated fairly and equally, focus on training and developing high-quality human resources, have outstanding incentive policies to attract talents, especially in high-tech fields, new industries, create motivation to promote strong development of enterprises and entrepreneurs...

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the First Class Fatherland Protection Medal to the Military Industry and Telecommunications Group (Viettel) and the Military Bank (MB); and the Second Class Fatherland Protection Medal to the 18th Army Corps and Vietnam Electricity Group (EVN).

Speaking at the event, Prime Minister Pham Minh Chinh stated that in the heroic atmosphere of the historic autumn days, the whole country is jubilantly celebrating the 80th anniversary of the successful August Revolution and National Day September 2, towards the 80th anniversary of President Ho Chi Minh's letter to the industrial and commercial sector (October 13, 1945 - October 13, 2025), the conference is an important event, an opportunity for us to look back on the glorious historical journey, express gratitude and affirm the great contributions of businesses and entrepreneurs in the cause of building and defending the Fatherland; together share, listen, fully absorb opinions and continue to promote the strong development of the business sector, together with the whole country firmly entering the new era.

The Prime Minister gave three main messages.

First message: Over the past 80 years, the business community has always followed the Party, accompanied the nation, and been closely associated with the country's destiny.

In wartime as well as peacetime, in difficult times as well as favorable times, Vietnamese enterprises and businessmen have demonstrated patriotism, strong will and aspiration to rise up; made important contributions to mobilizing resources for resistance and nation building; and at the same time, have been the pioneering force in economic development, social security care, creating great achievements, laying a solid foundation for the cause of building, protecting and developing the country under the leadership of the glorious Communist Party of Vietnam.

After nearly 40 years of Renovation, the business community has developed strongly. Since 1986, with about 12,000 state-owned enterprises and nearly 40,000 agricultural cooperatives, there were no private enterprises in the modern sense. Now we have nearly 1 million enterprises, of which 98% are private enterprises, over 33,000 cooperatives following the new model, and more than 5 million business households.

The Prime Minister expressed that we are very pleased that the business community and the team of entrepreneurs are growing stronger, promoting their role and mission of leading and pioneering in socio-economic development and deep integration with the world.

In particular, even in difficult times, natural disasters, epidemics, such as the COVID-19 pandemic, businesses and entrepreneurs still strive to maintain production and business activities and proactively and actively support overcoming the consequences; together with the Party, State and people to overcome difficulties, always demonstrate a burning spirit of patriotism and high social responsibility to the community, contributing to ensuring progress, fairness, social security and leaving no one behind.

Second message: The Party and State always pay special attention to, support and create favorable conditions for the business community and entrepreneurs to develop sustainably.

Accordingly, focus on building and perfecting institutions and laws, creating a favorable environment to attract investment, develop production and business; ensure that enterprises of all economic sectors are treated fairly and equally. Issue many laws, mechanisms and policies for the development of enterprises and entrepreneurs. Promote decentralization and delegation of power; cut administrative procedures; reduce inconvenience and harassment; reduce compliance costs for enterprises.

Continuously consolidate and enhance the leadership and management capacity of all levels, sectors and localities; focus on removing difficulties for production and business, removing all barriers for enterprises and entrepreneurs; promote public-private cooperation, between domestic and foreign countries.

Focus on training and developing high-quality human resources, with outstanding remuneration policies to attract talent, especially in high-tech fields and new professions, creating a driving force to strongly promote the development of businesses and entrepreneurs.

Promoting the development of strategic infrastructure, such as transportation, energy, telecommunications, digital infrastructure, etc., contributes to reducing input costs for products, increasing labor productivity, and increasing competitiveness in the market.

Prioritize and support large enterprises, pioneers in leading a number of key and important industries and fields; encourage and support enterprises to reach out to international markets and build international brands. Support small enterprises to become large enterprises, large enterprises to become larger enterprises, participate in the global value chain and become multinational enterprises. In particular, the Politburo has issued Resolution 68 on private economic development, the National Assembly has issued Resolution 198, the Government has issued Resolution 138 to focus on developing private enterprises as the most important driving force of the national economy.

Third message: Entering a new era - an era of wealth, civilization, prosperity, and prosperity, standing shoulder to shoulder with the world's great powers, the Party and State hope that the business community and entrepreneurs will promote the glorious and heroic tradition of 80 years, constantly innovate and create, with the desire to rise up strongly, pioneering with the whole country to strive to successfully implement the two 100-year strategic goals set forth in the Resolution of the 13th National Party Congress.

The Prime Minister said that we aim to have about 2 million enterprises by 2030, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce; increasing labor productivity by 8.5-9.5%/year; by 2045, there will be at least 3 million enterprises, contributing over 60% of GDP, having international competitiveness, and participating deeply in the global value chain.

Accordingly, continue to innovate development thinking, unify awareness of the position and role of enterprises and entrepreneurs as pioneers, brave and resilient soldiers on the business and economic front; create high consensus in society and take strong actions to support business development.

The Prime Minister asked the business community and entrepreneurs to continue to innovate their thinking, awareness and vision; take decisive action; and unleash all resources and motivations for national development.

At the same time, promote the mobilization and use of resources according to the public-private partnership model, the model of "public leadership - private management", "public investment - private management", "private investment - public use"... Continue to diversify markets, products and supply chains, especially for advantageous export products. Strengthen trade promotion, supply - demand connection, support businesses to meet new standards of export markets.

The business community and entrepreneurs continue to make important contributions to promoting the development of an independent, self-reliant economy, actively and proactively integrating deeply, substantially and effectively into the international community.

"Open institutions - smooth infrastructure - smart business people"

The Prime Minister emphasized: We hope and believe that, under the leadership of the Party and the management of the State, the business community and entrepreneurs will continue to accompany the Government, the Prime Minister, all levels, sectors and localities in resolutely, synchronously and effectively implementing the policies of the Party and the State, contributing more effectively and more to the cause of building and developing the country quickly and sustainably and protecting the Socialist Republic of Vietnam.

The Prime Minister asked the business community and entrepreneurs to join the Government, ministries, sectors and localities in promoting the implementation of three strategic breakthroughs in the direction of "open institutions - smooth infrastructure - smart entrepreneurs".

Focus on effectively implementing the Government's action programs to implement the Politburo's decisions on breakthroughs in science and technology development, innovation, national digital transformation; substantive, deep and effective international integration; building and enforcing laws; developing the private economy; breakthroughs in education and training, etc.

Continue to accompany the Government, all levels, sectors and localities to make efforts to find bold, innovative and creative solutions and directions, to seize opportunities, not only to grow ourselves but also to contribute to the development of the country and to peace, cooperation and development in the region and the world; with the spirit of "harmonizing benefits, sharing risks"; "listening, understanding, sharing, working together, winning together, enjoying together, developing together" and "resources originate from thinking and vision; motivation originates from innovation and creativity; strength originates from people and businesses".

Continue to uphold the spirit of national unity, solidarity, mutual love, national sentiment, compatriotism, promote proactiveness, self-reliance, self-strengthening, efforts to overcome difficulties and challenges; proactively innovate production and business models, restructure enterprises; focus on improving management capacity, human resource quality; develop corporate culture and civilization.

The Prime Minister asked associations to continue to further promote their role in supporting businesses and do a good job of consulting and reviewing to perfect the system of legal documents related to business activities.

FDI enterprises closely cooperate with Vietnamese enterprises to increase technology transfer, train high-quality human resources, management experience, expand markets, and participate in the global value chain.

The Prime Minister requested ministries, branches and localities to continue to resolutely reorganize the apparatus; operate well the 2-level local government model; promote reform and simplify administrative procedures, creating all favorable conditions for people and businesses. Focus on reviewing and perfecting institutions and laws, creating a favorable investment and business environment for the business community and investors. The spirit is to quickly change the state from "centralized management - if you can't manage, ban" to the state of "proactively, actively creating and serving people and businesses".
