On the morning of September 27, as assigned by the Politburo , Comrade Pham Minh Chinh, Politburo member and Prime Minister attended and directed the 1st Hai Phong City Party Congress, term 2025-2030.
Also attending the Congress were comrades: Former General Secretary Nong Duc Manh; former Politburo members: Former President Nguyen Minh Triet, former National Assembly Chairman Nguyen Van An, former National Assembly Chairwoman Nguyen Thi Kim Ngan, former Standing member of the Secretariat Phan Dien, former Standing member of the Secretariat Tran Quoc Vuong; comrades Secretaries of the Party Central Committee: Director of the General Department of Politics of the Vietnam People's Army Trinh Van Quyet, Acting Minister of Foreign Affairs Le Hoai Trung; comrades Central Party Committee members: Deputy Prime Minister Bui Thanh Son, Vice Chairman of the National Assembly Vu Hong Thanh; comrades Central Party Committee members, leaders of central and local departments, ministries, branches.
The Congress contributed comments to the Documents of the 14th National Congress of the Party and the Documents of the City Party Congress; announced the decisions of the Politburo and the Secretariat on appointing the Executive Committee, the Standing Committee, the Secretary, the Deputy Secretary, the Inspection Committee, the Chairman and the Deputy Chairman of the Inspection Committee of the City Party Committee for the 2025-2030 term and allocating the number and appointing delegates to attend the 14th National Congress of the Party; discussed and voted to pass the Resolution of the Congress.
According to the Politburo's Decision, the Hai Phong City Party Executive Committee consists of 78 comrades; the Standing Committee consists of 20 comrades; comrade Le Tien Chau was appointed to hold the position of Secretary of the City Party Committee; the Deputy Secretaries of the City Party Committee include comrades: Do Manh Hien, Le Van Hieu, Le Ngoc Chau, Pham Van Lap.
The Political Report presented to the Congress sets out 6 development perspectives; 29 key targets; 5 strategic breakthroughs; 4 groups of key tasks and solutions in the following areas: Party building and political system; economic development; cultural, social and human development; strengthening national defense and security; improving the effectiveness of foreign affairs and international integration.
The Congress set the goal for 2030: Building Hai Phong into a modern, civilized, ecological and livable industrial seaport city of the Southeast Asian region; pioneering in industrialization, modernization, digital transformation, green transformation and innovation; being the leading center of marine economy, high-quality tourism, services - logistics and clean energy in the country, an international center for training, research, application and development of marine science and technology. The material and spiritual life of the people is improved, social security and welfare are comprehensive, approaching typical cities in the region; national defense - security - social order and safety are solid. The Party Committee and political system of the City are united, have leadership capacity, high fighting strength, cadres are exemplary in bravery, intelligence and aspiration to contribute; taking the lead in building a socialist model associated with socialist people.
The only locality with double-digit growth for 10 consecutive years
In his speech, Prime Minister Pham Minh Chinh expressed his great pleasure to attend the first Congress of Hai Phong City Party Committee for the 2025-2030 term in a solemn, warm, affectionate and humane atmosphere, with the presence of former Party and State leaders; assessing this as a political event of special importance, creating a foundation for the strong development of Hai Phong in the new era.
On behalf of the Party and State leaders, on behalf of General Secretary To Lam, the Prime Minister would like to send to the leaders, former leaders of the Party, State, Hai Phong city, distinguished delegates, distinguished guests, delegates and all cadres, party members, people and soldiers of the City's armed forces my respectful greetings, affectionate regards and best wishes.
Comrade Pham Minh Chinh acknowledged, commended and highly appreciated the Hai Phong City Party Committee for organizing well the Party Congresses at all levels and properly implementing the regulations and instructions of the Central Committee on preparing to organize the first City Party Congress, term 2025-2030.
The political report and documents of the Congress were seriously, elaborately, scientifically, methodically and practically prepared, fully integrating the requirements, guiding viewpoints, policies and major orientations of the Party, State and Government, and having an Action Program to be implemented immediately after the Congress; in which the current situation for the 2020-2025 term was clearly assessed and the main directions, goals, tasks and solutions for Party building and the political system, socio-economic development, culture, national defense, security and foreign affairs for the 2025-2030 term were proposed.
According to the Prime Minister, looking back at the past term, in the context of many difficulties, challenges, many new and unprecedented problems (especially the COVID-19 pandemic and its prolonged consequences; disruption of traditional market supply chains; armed conflicts, narrowing of markets, strategic competition between major countries, severe impacts of natural disasters, storms and floods...); but with strong will, determination and aspiration to rise up, Hai Phong city has strived, focused on implementing well the Resolution of the 13th Party Congress, the Resolution of the Local Party Congress and achieved important and quite comprehensive results in all fields.
Notably, in terms of Party building and the political system , Party building in terms of politics, ideology, ethics and civilization has received special attention and been implemented synchronously and comprehensively. The arrangement of the organizational apparatus has been seriously, synchronously and drastically implemented. The 2-level local government model has gradually become stable and effective. Inspection, supervision, enforcement of Party discipline, prevention of corruption, negativity and waste have been strengthened. Administrative reform and digital transformation in the political system have been promoted, always being among the top in the country. The effectiveness and efficiency of government operations at all levels have been enhanced. The role of the Fatherland Front and socio-political organizations has been empowered and strongly promoted.
Regarding socio-economic development, national defense, security, and foreign affairs , the Prime Minister basically agreed with and highly appreciated the important results achieved as stated in the Political Report; and at the same time emphasized three points.
Firstly, the spirit of solidarity to overcome difficulties and the strong aspiration to develop throughout the Party, people and army are constantly fostered and urged.
Second, economic growth remains high. Hai Phong is the only locality in the country with double-digit growth for 10 consecutive years. Growth quality has been improved; the economic structure has shifted positively towards industrialization, modernization, digitalization, and greening (by 2025, the proportion of industry and construction will account for over 55% and the proportion of services will account for over 34%). Making an important contribution to financial security and the national budget; Hai Phong city has continuously had budget revenue exceeding 100 trillion VND for 4 years; in total, Hai Phong's budget revenue (including Hai Duong) over 5 years reached about 670 trillion VND.
Third, strategic infrastructure is invested synchronously and modernly, the appearance, landscape of urban and rural areas and people's lives are increasingly improved. The investment and business environment is strongly and continuously improved in the group of leading localities in the country.
On behalf of the Party and State leaders, comrade Pham Minh Chinh acknowledged, highly appreciated and warmly commended the efforts, creativity, innovation and important, outstanding and comprehensive results that the Party Committee, army and people of Hai Phong city have achieved in the past term, making important contributions to the overall achievements of the country.
In addition to the fundamental and valuable achievements, the Prime Minister also highly appreciated the delegates for seriously and frankly pointing out the limitations, inadequacies, shortcomings, causes and lessons learned in the Political Report and documents of the Congress.
The Prime Minister basically agreed with the five lessons learned from Hai Phong and added and emphasized three more contents.
Firstly, solidarity within the Party and among the people and creating social consensus; solidarity within the city; solidarity with Party committees and people of other provinces and cities; international solidarity plays an important and decisive role.
Second, the people make history, the people are the root - people are both the goal, the driving force and the most important resource of development - taking people as the center, the subject of all policies - not sacrificing progress, social justice, social security to pursue mere growth, "leaving no one behind", having a solid foundation, national love, compatriotism and profound humanity.
Third, closely combine internal and external forces, internal and external resources; in which internal resources are fundamental, strategic, long-term, and decisive, and external resources are important and breakthrough; closely linked and create comprehensive resources for development.
At the same time, the Prime Minister shared two major concerns and worries for delegates to study, analyze and evaluate further.
Firstly, the leadership capacity and fighting strength of some grassroots Party organizations and Party members have not met the requirements for breakthroughs; the management and operation capacity of grassroots authorities in some places is still limited; from there, it raises an urgent requirement: what do we need to do to quickly and effectively transform the state from a passive government handling administrative procedures to a proactive government creating development and serving the people to ensure smoothness, synchronization, efficiency, effectiveness and efficiency?
Second, what mechanisms, policies and breakthrough solutions are needed to fully exploit the unique potential, outstanding opportunities and competitive advantages, turning potential into potential, resources and sustainable internal strength to promote the rapid and sustainable development of the City, develop at the right level, and make the spiritual and material life of the people increasingly prosperous and happy, especially when Hai Phong is determined to build a socialist city with socialist people?
Building a harmonious, bright, green, clean, beautiful and livable Hai Phong
The Prime Minister stated that in the coming time, in the general context of difficulties and challenges more than opportunities and advantages, the world and regional situation has many rapid, complicated and unpredictable developments, while Hai Phong's economy has a large openness, the problem for Hai Phong is to grasp the situation firmly, respond promptly, flexibly and effectively to be proactive in strategy in all circumstances.
At the same time, along with the set goals, the Prime Minister proposed to clearly define the goal that Hai Phong must contribute more, more worthyly, together with the whole country to successfully implement the two 100-year strategic goals, bringing the country firmly into the era of developing into a rich, strong, civilized, prosperous, happy country, standing shoulder to shoulder with the world powers.
To do that, the Prime Minister suggested that Hai Phong must continue to strongly innovate its thinking, raise awareness - "look far, look wide, think deeply, do big"; value time, intelligence and timely decisiveness; have higher determination, greater efforts, more drastic actions; maintain its pioneering role as a locomotive, a driving force for development and a major economic center of the region and the whole country.
The Prime Minister highly appreciated and basically agreed with the directions, goals, tasks, and solutions in the Political Report and documents submitted to the Congress; and at the same time emphasized three core issues.
Firstly, regarding Party building work, the Prime Minister requested to thoroughly grasp, seriously and effectively implement and strongly and effectively revive the five principles of Party operation: (i) Democratic centralism; (ii) Self-criticism and criticism; (iii) Unity; (iv) Closely attached to the people; (v) Operating within the framework of the Constitution and laws. In which, the principle of democratic centralism is the most important in all Party activities.
At the same time, special attention is paid to clarifying the great significance of the Party's five leadership methods: (i) Proposing resolutions, policies, guidelines, and decisions that must be correct, accurate, effective, and in accordance with the people's wishes; (ii) Attaching importance to propaganda, mobilization, education, persuasion, receptiveness, and listening, especially to the people; (iii) Always being united and taking care of organizational and personnel work is decisive, especially personnel work is the "key of the key"; (iv) Inspection and supervision work must be regular, continuous, and unceasing; supervision must be comprehensive, comprehensive, flexible, and agile; inspection must be focused, key, humane, decisive, and in accordance with regulations; (v) Exemplary and exemplary by cadres and party members in all activities, especially leaders. In particular, it is necessary to pay special attention to the smooth combination, flexible, creative and effective application of the above 5 methods in leadership, direction and operation, ensuring suitability with the situation, meeting practical requirements and legitimate aspirations of the people.
Second, regarding socio-economic development, the Prime Minister directed to focus on thoroughly grasping and synchronously and effectively implementing the Resolution of the 14th National Party Congress, the Resolution of the 1st City Party Congress and the Politburo's decisions to create breakthroughs in development in key areas (science and technology, innovation, digital transformation; international integration; law making and enforcement; private economy; ensuring national energy security; breakthroughs in education and training; protecting and taking care of people's health; in the near future, we will continue to submit breakthrough resolutions on the state economy, foreign investment, and cultural development).
At the same time, the Prime Minister emphasized three key points in socio-economic development: (1) clarifying the content to build and perfect the socialist model associated with socialist people to successfully implement in Hai Phong city in the era of national development; (2) developing rapidly, greenly, sustainably, taking people as the center and subject, taking science and technology, innovation, and digital transformation as the foundation; (3) taking care of the spiritual and material life of the people, year after year, higher than the previous year - year after year, more breakthrough than the previous year, term after term, higher than the previous term, while firmly ensuring "security, safety, and public safety"; promoting the endogenous strength of culture with the spirit of "Culture lights the way for the nation", thoroughly grasping and effectively implementing the principle of scientific, national, and popular culture, strongly developing the cultural industry and entertainment industry so that people can truly enjoy the achievements of the nation's cultural development.
Third, regarding national defense, security, and foreign affairs, the Prime Minister pointed out three initiatives:
Proactively build a national defense posture, a people's security posture associated with a solid people's hearts posture to maintain political stability for rapid, green, sustainable development and protect social order and safety for the people.
Proactive, flexible, and effective strategic defense to protect national independence and sovereignty (ground, airspace, and sea) based on high technology and the art of people's war.
Proactively integrate deeply, substantially and effectively into the international community with the spirit of "remaining steadfast and responding to all changes", contributing to implementing our Party's foreign policy of independence, self-reliance, diversification and multilateralization; defending the country early, from afar, before the country is in danger.
Comrade Pham Minh Chinh stated that, promoting the tradition of the heroic Port City and the achievements that have been made, we hope and believe that the Party Committee, government, army and people of Hai Phong, once united, will unite even more, once tried, will try even harder, once determined, will be even more determined, join hands, be unanimous, strive to the highest level, create momentum, create force, create position, create new steps of development, breakthrough, develop faster, more firmly and sustainably, build Hai Phong according to the 12-word motto "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness", soon become a socialist city - harmonious, bright, green, clean, beautiful, worth living, contributing effectively and efficiently to realizing the 2 100-year strategic goals of the Party with the spirit of "The Party has directed, the Government is unified, the National Assembly agrees, the people support, friends help, the Fatherland expects, then only discuss and do - no discussion". back
