Prime Minister Pham Minh Chinh urges construction of 500kV line circuit 3

Problems in site clearance

On the morning of January 28, at the headquarters of the Thanh Hoa Provincial People's Committee, Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha chaired an online conference with relevant localities on promoting the construction progress of the 500 kV line circuit 3, from Quang Trach District ( Quang Binh ) to Pho Noi (Hung Yen).

Also attending the conference were representatives of relevant departments, ministries, branches, the Government Office , and leaders of Thanh Hoa province.

Prime Minister Pham Minh Chinh chaired an online conference with relevant localities on promoting the construction progress of the 500 kV line circuit 3.

The 500 kV line 3 project from Quang Trach District (Quang Binh) to Pho Noi (Hung Yen) has a total length of about 519 km, passing through 9 provinces, including: Quang Binh (1.69 km), Ha Tinh (141.52 km), Nghe An (100.04 km), Thanh Hoa (131.77 km), Ninh Binh (7.83 km), Nam Dinh (55.08 km), Thai Binh (38.93 km), Hai Duong (30.79 km), Hung Yen (11.27 km). The total investment of the project is more than 22,356 billion VND. The project is invested by the National Power Transmission Corporation (EVNNPT) under EVN.

Reporting to the Prime Minister, Mr. Dang Hoang An, Chairman of the Board of Directors of EVN, said that up to now, all component projects have completed investment preparation work in accordance with the provisions of law; contractor selection work was carried out early and has been completed in a number of bidding packages.

However, the site clearance work still has many problems, such as the Nam Dinh - Thanh Hoa section has only handed over 175/180 foundation positions, and 35/75 anchor spaces; the Quang Trach (Quang Binh) - Quynh Luu (Nghe An) and Quynh Luu (Nghe An) - Thanh Hoa sections have just basically completed the approval of the measurement map, and are carrying out the work of mobilizing to pay compensation in advance, mobilizing households to hand over the site to the construction contractor.

Mr. Do Minh Tuan, Chairman of Thanh Hoa Provincial People's Committee, said that the 500 kV power line circuit 3 through Thanh Hoa province has 2 component projects, namely Nam Dinh 1 - Thanh Hoa section; and Quynh Luu (Nghe An) - Thanh Hoa section.

Of which, the Nam Dinh 1 - Thanh Hoa section has a length of 56.4 km through Thanh Hoa province (through the districts of Nga Son, Ha Trung, Hau Loc, Hoang Hoa, Yen Dinh and Thieu Hoa). By the end of January 27, the entire site of 133/133 column foundation locations had been handed over to the investor (1 month ahead of schedule in site handover).

For the Quynh Luu - Thanh Hoa section, the length through Thanh Hoa province is 74.6 km, with 168 column foundation locations (through the districts of Nong Cong, Nhu Thanh, Thieu Hoa, Trieu Son, Dong Son and Nghi Son town). By the end of January 27, 66/168 column foundation locations had been handed over. The remaining part is continuing to mobilize people and conduct site clearance.

Mr. Do Minh Tuan also said that Thanh Hoa province has the largest number of foundations and columns (301 locations) compared to the remaining 8 provinces, and the second longest power line, with 131 km (after Ha Tinh province 141 km). Therefore, the volume of land acquisition and resettlement for households is very large, but all levels, sectors and localities have made efforts and taken drastic action from the very first days, so there have been positive results.

Determined to put 500 kV line 3 into use before June 30

Concluding the conference, Prime Minister Pham Minh Chinh emphasized the viewpoint in project implementation as "only discussing, not backtracking". At the same time, he requested the investor and construction units to work with the spirit of "overcoming the sun and conquering the rain"; "eating and sleeping quickly"; "working in 3 shifts, 4 shifts"; "working through holidays and Tet", because this is a national key project, urgent, and plays an important role in national energy security, especially for the Northern region.

Prime Minister Pham Minh Chinh emphasized the viewpoint in project implementation is "only discuss, no discuss back"

"With the spirit of not having a shortage of electricity for production, business and consumption in 2024 and the following years, the Government and the Government Standing Committee pay special attention to the implementation of the 500 kV circuit 3 power line projects. This is a national key project, therefore requiring the synchronous participation of relevant ministries, branches and localities, especially localities where the power line passes through. This task requires the participation of the entire political system from Party committees, authorities, social organizations to the people with high determination, great efforts, drastic actions, and focused work.

This is the interest of the nation, of the people, of all people, not the business of any individual, so together with the main and core units, the entire political system must get involved, mobilize total strength to implement, make up for the previous slow progress and time, determined to complete and put the project into operation before June 30," the Prime Minister emphasized.

To achieve the goal of completing the project before June 30, the Prime Minister requested ministries, branches and localities to coordinate closely with each other in speeding up construction progress, ensuring technical and quality works; ensuring no negativity, corruption, or group interests; ensuring labor safety, preventing unfortunate incidents as well as ensuring environmental sanitation, not affecting people's lives.

At the same time, Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to chair monthly meetings and report on the progress of project implementation; and assigned Deputy Prime Minister Tran Luu Quang to preside over handling issues related to the conversion of forest land use purposes for projects in site clearance work.
