
The conference assessed that in the first 6 months of 2025, our country's economy continued to achieve many outstanding results; economic growth in the first 6 months reached 7.52% over the same period, the highest in the same period in nearly 20 years; exports increased by 14.4%. State budget revenue reached 67.7% of the estimate, up 28.3%; registered FDI capital was over 21.5 billion USD, up 32.6%. The number of enterprises registered to enter and re-enter the market reached 152.7 thousand, 20% higher than the number of withdrawals from the market, the total registered capital added to the economy reached nearly 2.8 million billion VND, up 89.03%... Many international organizations simultaneously raised their forecasts for Vietnam's economic growth.
However, economic growth still faces many difficulties and challenges. Although traditional growth drivers have been effective, they have not met expectations. The pressure to disburse public investment capital in the last months of the year is very high; domestic purchasing power is recovering slowly; exports are adversely affected by US tariff policies; the macro economy is under great pressure from outside...
Besides difficulties and challenges, delegates said that there are opportunities and advantages such as: New regulations and breakthroughs taking effect, "unleashing and unleashing resources" for development. New driving forces such as the "four pillars" have gradually formed and become effective; infrastructure breakthroughs have achieved clear results, are exerting impacts, and meeting growth requirements. The official operation of the two-level local government is the basis for localities to focus on exploiting new development spaces. The consumption season, international and domestic tourism in the second half of the year creates opportunities to further promote consumption and exports...
The conference proposed two growth scenarios for the whole year of 2025, with growth rates of 8% or higher, in which the third and fourth quarters must reach 8.3% and 8.5%, respectively. With the growth scenario for the whole year of 2025 reaching 8.3% - 8.5%, the growth rates for the third and fourth quarters must reach 8.9 - 9.2% and 9.1 - 9.5%, respectively. Ministries and sectors also proposed targets, tasks, and economic development solutions for the whole country and for each specific ministry, sector, and locality to ensure the common goal of the whole country, striving to achieve the growth scenario for the whole year of 2025 reaching 8.3% - 8.5%.
To achieve the growth target, delegates analyzed and proposed restructuring the economy, transforming the growth model, raising issues that need to be further resolved and cleared for development; identifying growth pillars, traditional growth drivers such as investment, export, consumption; promoting new growth drivers such as science, technology, innovation, green economy, circular economy, digital economy, sharing economy; solutions for managing monetary, credit, banking policies, developing industrial production, agriculture , etc.
Concluding the conference, the Prime Minister affirmed that the goal for the whole year 2025 is to ensure macroeconomic stability; control inflation at 4.5%; achieve growth of 8.3% - 8.5%; ensure major balances of the economy; total social investment of 2.8 million billion VND, of which public investment is 1 million billion VND; well control public debt, government debt, and budget expenditures; improve people's material and spiritual life... "This is a very difficult and challenging goal, but it is not an impossible goal and must be done to create momentum, create force, and create conditions for double-digit growth in the following years," the Prime Minister emphasized.
To carry out the above difficult task, the entire political system must get involved, with high determination, great effort, drastic action, completing each task, focusing on key points; clearly assigning people, tasks, time, responsibilities, authority, and results.

In particular, relevant parties must operate monetary policies proactively, flexibly, promptly and effectively; maintain the exchange rate between the Vietnamese currency and the USD; continue to reduce interest rates to support production, business and people's livelihoods; direct credit growth to the fields of green economy, digital economy, circular economy, etc. Agencies and units must implement a reasonable and effective expansionary fiscal policy; promote the disbursement of public investment capital to reach 100% and mobilize other sources of capital to increase the total social investment to strive to reach nearly 3 million billion VND; expand revenue sources, save expenditures, and issue bonds to serve development. "Monetary policy and fiscal policy must be combined, rely on each other, complement and promote each other, ensuring harmony, rationality and effectiveness," the Prime Minister noted.
The Head of Government directed to continue promoting the implementation of three strategic breakthroughs including investment, institutions and human resource training. These include promoting the completion of the goals of building highways, railways, coastal roads and other important driving projects; building institutions and laws, removing bottlenecks and bottlenecks caused by institutions; focusing on human resource training, especially in the fields of green economy, digital economy, circular economy, science, technology and innovation.
The Prime Minister paid special attention to promoting new growth drivers, especially implementing the Politburo and National Assembly Resolutions on the “four pillars”; at the same time, drafting and submitting to the Politburo resolutions on healthcare, education, culture, etc. to serve the goal of rapid and sustainable national development, while promoting growth.
Ministries, sectors, agencies and localities organize the exhibition “80 years of Independence-Freedom-Happiness journey” well; focus on implementing solutions to ensure domestic food security, while expanding markets and boosting exports. Relevant units promote the development of cultural industry, entertainment industry, and tourism promotion to achieve the goal of welcoming 25 million tourists this year; promote decentralization and delegation of authority along with resource allocation, strengthen supervision, inspection, and cut administrative procedures, especially enhancing effective operations at the grassroots level.
Directing State-owned corporations and groups to strive for a growth rate of over 10%, contributing to the achievement of the country's growth target, the Prime Minister requested localities, with a proactive and creative spirit, not to wait or rely on the Central Government, and to follow decentralization, delegation of authority, based on functions, tasks and powers, to organize and promote economic growth to reach 8.3 - 8.5%.
The Prime Minister requested that promoting socio-economic development must be associated with ensuring political stability, ensuring national defense, security and strengthening foreign relations, noting that it is necessary to ensure effective implementation of social security policies, including completing the elimination of temporary and dilapidated houses nationwide and completing the goal of building at least 100,000 social housing units. Media agencies must strengthen information and policy communication, mobilizing the whole society to participate in the development process, in the spirit of "Party leadership, State management, people ownership" because "resources originate from thinking, motivation originates from innovation, strength originates from the people".
Relevant ministries, branches and agencies must establish a mechanism to monitor, inspect, summarize and periodically evaluate the implementation of tasks to review, adjust and promote promptly and appropriately; build a team of grassroots cadres capable of completing tasks, close to the people, serving the people, immediately resolving people's problems at the grassroots level, especially considering resolving about 20 remaining problems and complaints at the grassroots level in July 2025; develop a Government Resolution to resolve remaining problems related to planning, ODA capital, and allocation of common material mines.
The Prime Minister requested to focus on organizing Party Congresses at all levels well according to the plan and instructions of the Central Committee; at the same time, it is necessary to ensure the implementation of the task of promoting economic growth, directing ministries, branches, agencies and localities to develop action programs and growth scenarios for each ministry, branch, agency and locality that are highly combative, close to the situation, specific, systematic, synchronous, feasible, and concretize the Government's Resolution on growth scenarios that will be issued immediately to ensure the achievement of the set goals./.
