TPO - From the success of the Tran Quoc Hoan - Cong Hoa connecting road project, Prime Minister Pham Minh Chinh suggested that Ho Chi Minh City learn from experience to carry out the next projects, creating a foundation for rapid and sustainable development.

On the afternoon of August 10, Prime Minister Pham Minh Chinh attended and spoke at the opening ceremony of package No. 9 of the project to build a road connecting Tran Quoc Hoan - Cong Hoa (the project connecting Terminal T3, Tan Son Nhat International Airport), Tan Binh District, Ho Chi Minh City.

Speaking at the ceremony, the Prime Minister said that the project connecting Tran Quoc Hoan Street - Cong Hoa Street, Tan Binh District (HCMC) is a national key project. Because this is a project that synchronously connects with the T3 terminal of Tan Son Nhat International Airport. The project was started in December 2022, to date, HCMC has opened the underpass - package No. 9 (underpass at the intersection of Tran Quoc Hoan - Phan Thuc Duyen) and continues to launch 130 days of competition to bring the entire project to the finish line by December 31 this year.

The Head of Government praised the efforts and determination of the Party Committee, Government and People of Ho Chi Minh City in implementing the project, especially the sacrifices of the people who gave up their housing to serve the city's common project.

"We also welcome the spirit of advancing and not retreating. This project is linked to the T3 terminal project at Tan Son Nhat International Airport. The two projects are closely linked and linked together, ensuring the synchronous and effective exploitation of T3 terminal, contributing to reducing the load on other routes leading to Tan Son Nhat airport terminal," said Prime Minister Pham Minh Chinh.

Regarding the implementation of key projects, the Prime Minister said that the most difficult problem at present is still site clearance, because this is where people do business and earn their living. When implementing a project, it is necessary to ensure the development of transport infrastructure, but still ensure a stable life for people in the new place, ensuring harmony of interests, and having it be equal to or better than the old place.

"I would like to thank the people who gave up their land for the project so that it could be implemented and completed ahead of schedule. I appreciate the efforts of Ho Chi Minh City in completing the project 3 months ahead of schedule. This is a great effort by all levels, sectors, people and businesses. Not only that, Ho Chi Minh City has done a good job of resettlement by arranging resettlement right near the project" - said the Prime Minister.

In this spirit, the head of the Government requested that Ho Chi Minh City be more determined, including disbursing public investment capital, freeing up existing resources, contributing to creating development space and new values. Especially reducing travel time, logistics costs, increasing the competitiveness of goods and improving investment efficiency.

"From the success of this project, I suggest that Ho Chi Minh City learns from experience to carry out the next projects, creating a foundation for rapid and sustainable development. In particular, it is necessary to maintain the progress of the Tran Quoc Hoan - Cong Hoa connecting road project in the spirit of "only discuss - no retreat", overcoming the sun and overcoming the rain" - Prime Minister Pham Minh Chinh directed.

Mr. Luong Minh Phuc - Director of the Ho Chi Minh City Department of Transport (project investor) - said that the project connecting Tran Quoc Hoan - Cong Hoa streets (Tan Binh district) has a total investment of about 4,848 billion VND. The project is 4km long with 6 lanes.

Package No. 9 (construction of Tran Quoc Hoan - Phan Thuc Duyen underpass) alone has a total value of 200 billion VND, with a total length of 600m, cross-section of 9m (2 lanes).

According to Mr. Phuc, Package 9 is a project with complex geological construction conditions and many underground water sources. In addition, the project is located in the gateway area of Tan Son Nhat International Airport, with dense traffic.

"Along with the completion and opening of package No. 9, the Traffic Department, together with the consulting and supervising units and contractors of the remaining packages of the project, have jointly launched a 130-day and night competition to speed up the construction progress, complete the opening of the entire route by December 31, 2024, and be ready to serve Terminal T3 when it is put into operation," said Mr. Luong Minh Phuc.
