Prime Minister requests speedy repair of storm-damaged schools to start school in time

Localities need to mobilize maximum resources and forces to speed up progress and repair all schools damaged by storms and floods.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 156 to the Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces; and the Ministers of National Defense, Public Security, and Education and Training on focusing on improving educational facilities to ensure conditions for the new school year opening for students.

Although the Prime Minister issued an official dispatch on this matter on August 29, according to a report from the Ministry of Education and Training , the work of repairing educational facilities in some localities, especially in Ha Tinh, Thanh Hoa, and Nghe An, has not yet been completed while the time to organize the opening ceremony of the new school year is approaching.

To ensure the organization of the new school year opening ceremony for students, especially in areas affected by recent natural disasters, the Prime Minister requested the Chairmen of the People's Committees of Thanh Hoa, Nghe An, and Ha Tinh provinces to direct a specific review of the work to restore educational facilities affected by storm No. 5 and recent natural disasters in the area.

Localities need to continue to mobilize maximum resources and forces (especially the military, police, and youth union members) to speed up the progress, even faster, to repair and complete all schools and school sites that have had their roofs blown off, are damaged, or are unsafe, to repair desks and chairs, and to supplement books, teaching equipment, and school supplies for students.

The Prime Minister noted that it is necessary to ensure safety and adequate conditions for organizing the opening ceremony and basic learning conditions for students, and that students must not be left without schools, classes, teachers, books, or learning materials. For schools and school sites that have collapsed, are severely damaged, have not been restored, or are unsafe, there must be a plan to arrange temporary opening and learning locations for students.

The Prime Minister requested that the above tasks be completed no later than September 4.

The Prime Minister assigned the Minister of Education and Training to continue to direct and urge the education sector of localities, especially Thanh Hoa, Nghe An and Ha Tinh provinces, to review and proactively advise local Party committees and authorities to direct and mobilize forces and resources to quickly overcome the impacts of natural disasters on educational institutions.

The Minister of Education and Training needs to have a proactive and timely plan to support books, teaching equipment, and learning materials for educational institutions damaged by natural disasters at the request of localities to ensure learning conditions for students at the beginning of the new school year.

The Ministers of the Ministries of National Defense and Public Security continue to direct military and police units stationed in the area to mobilize maximum forces to support school sanitation and repair educational facilities as requested by the locality.

The Prime Minister assigned Deputy Prime Minister Le Thanh Long to continue directing and urging relevant ministries, branches and localities to implement this telegram.
