Arranging financing for power projects.

Recently, leaders of Vietnam Electricity Group (EVN) held a working session with a delegation from the Asian Development Bank (ADB) to discuss the cooperation situation over the past period, the development orientation of power infrastructure projects in the coming period, as well as the possibility of strengthening coordination in arranging financial resources for key projects serving investment in the development of the power system.

According to EVN Deputy General Director Nguyen Dinh Phuoc, EVN is focusing on implementing investment and development tasks for power sources and grids in accordance with the revised Power Development Plan VIII. Given the increasing capital needs for power projects, EVN prioritizes expanding cooperation with international financial institutions, including the ADB, in line with current regulations and the Group's practical needs.

Daniel Wiedmer, Director of the Private Infrastructure Investments Division of the Asian Development Bank (ADB), highly appreciated EVN's role in developing Vietnam's power system and expressed his desire to continue collaborating, exchanging ideas, and exploring suitable cooperation opportunities in the energy infrastructure sector, including projects that contribute to improving the efficiency of power system operation and supporting the energy transition process.

Both sides agreed to continue maintaining professional exchanges and coordinating the review of potential areas for cooperation, thereby contributing to promoting the cooperative relationship between EVN and ADB in the future.

It is known that over the past five years, EVN has maintained a very high rate of investment in developing power generation and transmission infrastructure with a total investment of nearly 500,000 billion VND, including both power generation and transmission projects. In 2024 alone, EVN invested 112,892 billion VND, and in 2025, the figure is 125,778 billion VND. EVN's investment also accounts for up to 70% of the total investment of 18 state-owned corporations and companies under the Ministry of Finance .

To support its double-digit growth targets and anticipate continued high electricity demand, EVN has identified an annual investment of nearly $5 billion, totaling approximately $25 billion over the next five years. Therefore, alongside energy transition, green transformation, and modernization of existing power plants, EVN will expand its product portfolio to achieve self-sufficiency in electrical equipment for the power grid.

"With 13,000MW plus the grid system, an investment of $5 billion a year is a heavy burden for an enterprise like EVN. Therefore, it is necessary to remove obstacles in investment and licensing mechanisms, linking them to efficient energy use and conservation. How can we make energy saving a habit for every citizen and every business?" - an EVN leader stated.

Most recently, the ADB announced $70 billion in support for the Pan-Asia Power Grid Initiative (PAGI), aiming to connect national and sub-regional power systems, enabling renewable energy to be transmitted across borders.

Under the Asia Grid Initiative, ADB will work with governments , power companies, the private sector, and development partners to mobilize $50 billion by 2035 for cross-border power infrastructure, thereby unlocking the potential of renewable energy on a large scale.

ADB plans to finance approximately half of the total $50 billion from its own resources and mobilize the remainder through co-financing, including the private sector. Up to $10 million in technical assistance will be provided to harmonize regulations, adopt common technical standards, prepare feasibility studies, and advance other work necessary for large-scale projects.

In August 2025, the Ministry of Industry and Trade and the ADB also signed a Memorandum of Understanding (MOU) on cooperation in the energy and power sector. This is the first step for the ADB to implement a technical assistance program worth up to US$1.4 million for Vietnam's energy sector.

The two sides will focus their cooperation on three key areas over the next five years: Research and proposals for a roadmap to apply technologies for biomass co-combustion and the potential application of green ammonia and green hydrogen in coal-fired and gas-fired power plants – pioneering steps in emission reduction and energy transition; development of regional and international grid connectivity and renewable energy projects, expanding cross-border electricity trade – contributing to building a strong and flexible regional power grid; and solutions to promote investment and expansion of energy storage systems (BESS), enhancing the safety and adaptability of the power system in the context of the increasing proportion of renewable energy.
