Thuan An - the first model new rural commune of Vinh Long province

On the afternoon of January 16, 2024, the People's Committee of Binh Minh town solemnly held a ceremony to recognize Thuan An commune as a model New Rural Area. This is the first locality in the province to be honored to receive this title.

Thuan An Commune, Binh Minh Town, Vinh Long Province achieved new rural standards in 2017 and was recognized as achieving advanced new rural standards in 2019. After 4 years of implementing the construction of a model new rural commune under the direction of the Provincial Steering Committee, Binh Minh Town, Thuan An Commune has improved its quality to ensure that it meets 19/19 criteria for an advanced new rural commune according to the set of criteria for an advanced new rural commune for the period 2021 - 2025, achieving 05/05 mandatory criteria and 03/03 optional criteria of the set of national criteria for a model new rural commune for the period 2021-2025.

Mr. Nguyen Van Liet - Vice Chairman of the Provincial People's Committee awarded the Decision to recognize a model new-style rural commune, excellent emulation flag and support for welfare works to Thuan An commune.

Well implement the agricultural restructuring plan towards increasing added value and sustainable development in the period of 2021-2025, with a vision to 2030 and a specific implementation plan for 2023. The structure of crops and livestock continues to shift in the right direction, converting crops from inefficient rice to gardens and specialized colors to bring high economic efficiency. From 2015 to present, the locality has mobilized the conversion of 163.76 hectares of inefficient rice land to grow high-efficiency fruit trees such as jackfruit, durian, oranges, and grapefruit, and 71.27 hectares to specialized colors. The average income per capita in 2023 of the commune will reach 75.3 million VND/person/year, 1.57 times higher than the average income per capita of the commune at the time of recognition of the advanced new rural commune in 2019 (47.87 million VND/person/year).

The whole commune has 03 flower routes, the National Highway 1A - Mieu Ba section is 01km long, the West Bank of Thuan Thanh Hamlet is 1.1km long, the Provincial Road 910 is 02km long, the routes with beautiful blooming flowers are attracting visitors. The rate of domestic waste and non-hazardous solid waste in the area is collected and treated at 100%. There are 2,988/4,344 households that have classified solid waste at source, reaching 68.8%. In addition, the Commune Women's Union has implemented a model of collecting and classifying waste in hamlets with 164 households participating and propagandizing and mobilizing 1,858 members to participate. The commune has 05/05 schools with environmentaleducation models and classifying waste in schools. The commune-level learning community was assessed and classified as good according to Decision No. 4627/QD-UBND dated December 13, 2022 of the People's Committee of Binh Minh town on recognizing the results of assessment and classification of learning communities of communes/wards in 2022.

The rate of incoming and outgoing documents of the commune processed in the online environment reached 100%, the rate of digitalized archived records of the commune in 2023 reached 100%. The rate of small and medium enterprises and individual business households in the commune applying information technology in production, business and product introduction reached 23.17%. The number of people of working age who have been disseminated knowledge about using computers and basic digital skills accounts for 71.2%, the number of people of working age in the commune who have electronic payment accounts and can pay for essential services reaches 50.3%.

For 3 consecutive years, the commune has had no social evils or serious crimes, meeting safety standards for security and order. Security camera systems have been installed on inter-hamlet and commune roads and have operated effectively in preventing and combating social evils and monitoring traffic./.
