Accordingly, the Chairman of the Provincial People's Committee requested that agencies, units, and localities focus on disseminating, thoroughly understanding, and implementing Circular No. 1555/BCA-C06 dated April 22, 2025, of the Ministry of Public Security to 100% of officials, civil servants, and employees in their respective agencies and units for coordination and implementation (attached to Circular No. 1555/BCA-C06); strengthen propaganda and widely disseminate information to all segments of the population to ensure that the renewal of identity cards and other personal documents is not mandatory (except in cases of expiration) when reorganizing administrative units to avoid overload and waste of resources. Instruct the departments responsible for receiving and processing administrative procedures, public services, or other transactions and activities to strictly comply with the regulations in Article 33 of the Law on Identity Cards.

Specifically, if a discrepancy is found between the information printed on the identity card or the information stored in the encrypted storage of the identity card and the information in the electronic identity card, the agency, organization, or individual using the information in the electronic identity card, especially the residence information of citizens after administrative boundary adjustments or mergers, is not allowed to require citizens to go through the procedure of renewing their identity card.

The provincial police force is urgently issuing specific guidelines on the implementation of the above contents within the province according to its assigned functions and tasks, specifically including: registering seal designs, recalling seals when rearranging and reorganizing administrative units at all levels, and building a two-tiered local government organizational model.

Changes to citizens' residential addresses due to changes in administrative boundaries and unit names are recorded in the national database system on population, citizen identification, and electronic identification and authentication. The system reviews and provides data on actual population figures at all levels of administrative units. It also provides guidance on resolving difficulties and obstacles in the field of criminal record checks within the province.
