Kinhtedothi - Deputy Prime Minister Tran Hong Ha signed Decision No. 236/QD-TTg dated January 25, 2025 promulgating the Plan to implement the Master Plan for exploitation and sustainable use of coastal resources for the 2021-2030 period, with a vision to 2050.
The purpose of the Plan is to effectively implement Decision No. 1117/QD-TTg dated October 7, 2024 of the Prime Minister approving the Master Plan for exploitation and sustainable use of coastal resources for the period 2021 - 2030, with a vision to 2050 (Master Plan for exploitation and sustainable use of coastal resources); determine the implementation roadmap to ensure the achievement of the objectives of the Master Plan for exploitation and sustainable use of coastal resources.
Identify key tasks, solutions, and a list of priority programs and projects for the period up to 2030; allocate and use resources and tasks, and coordinate among ministries, sectors, and coastal localities in implementing the Master Plan for sustainable exploitation and use of coastal resources; promote the implementation of relevant programs and projects within the coastal area approved by the Government and the Prime Minister.
6 key tasks
The plan sets out key tasks by 2030, including: Completing institutions and policies; implementing zoning for exploitation and use of resources and developing marine economic sectors in coastal areas; investigating and evaluating coastal resources to serve the needs of conservation and socio- economic development; completing infrastructure to serve socio -economic development in coastal areas; protecting the environment, preventing natural disasters and responding to climate change and rising sea levels; applying science and technology and enhancing human resource development.
Completion of marking coastal protection corridors in provinces and cities
In particular, the Plan implements the organization of zoning for exploitation and use of coastal resources in regional and provincial planning; completes the establishment and placement of markers for coastal protection corridors in coastal provinces and centrally-run cities according to the provisions of the Law on Marine and Island Resources and Environment.
Survey, investigate, evaluate and identify areas that can be reclaimed from the sea for sustainable development and prosperity of Vietnam's coastal areas according to Resolution No. 48/NQ-CP dated April 3, 2023 of the Government approving the Strategy for sustainable exploitation and use of resources, protection of marine and island environment by 2030, with a vision to 2050; effectively implement the Project to expand and establish new marine protected areas, aquatic resource protection areas, and restore marine ecosystems by 2030 to ensure that the area of marine and coastal protected areas reaches 6% of the natural area of Vietnam's sea according to Decision No. 1539/QD-TTg dated December 10, 2024 of the Prime Minister.
Promoting digital transformation in the management, exploitation and use of marine resources
At the same time, build a multi-purpose, synchronous, modern coastal infrastructure system that adapts to climate change and rising sea levels according to relevant national sectoral plans approved by the Government and the Prime Minister; focus resources on implementing programs, projects, and tasks on developing maritime communications and digital economic infrastructure in coastal areas according to the Information and Communications Infrastructure Plan for the 2021-2030 period, with a vision to 2050, and other relevant plans approved by the Prime Minister.
Promote digital transformation in the management, exploitation and use of marine, island and coastal resources; strive to complete and interconnect the information system and database on national marine and island resources and environment in a centralized and unified manner by 2025.
Develop and implement the Project to improve living standards and ensure livelihoods for people in the coastal areas of Vietnam in the direction of gradually changing occupations and creating sustainable livelihoods for coastal communities....
