According to the plan, the North-South high-speed railway line will pass through 21 communes and wards of Ninh Binh province; 3 stations are expected to be located in Phu Ly, Nam Dinh and Ninh Binh; 3 maintenance stations in Binh Son commune, Lien Minh commune and Yen Thang ward. The total land area to be recovered is about 610 hectares, including 36 hectares of residential land, more than 510 hectares of agricultural land, more than 11 hectares of forest land and nearly 52 hectares of other land. Particularly the section through the old Ha Nam area, the line is more than 32km long, passing through 10 communes and wards.
At the meeting, local representatives reported on the preparation for site clearance, including surveying the project's scope of influence, calculating the area of land to be recovered, classifying land, assets and related architectural works, as well as planning resettlement plans.
Mr. Nguyen Cao Son acknowledged and highly appreciated the proactiveness and close coordination between departments, branches, consulting units and local authorities in implementing site clearance work.
The North-South high-speed railway project is a national key project, therefore, site clearance work needs to be carried out proactively, regularly and continuously updated. To ensure progress, site clearance must be one step ahead. Communes and wards need to soon establish a Steering Committee for site clearance work headed by the Party Secretary of the commune/ward; at the same time, implement the plan to build resettlement areas, organize propaganda, mobilize people to agree, and hand over the site on schedule.
The Vice Chairman of Ninh Binh province assigned the Office of the Provincial People's Committee to soon issue an official announcement so that localities can unify the implementation. The Ninh Binh Provincial People's Committee will also direct the establishment of a Working Group and a Support Group, including representatives of leaders of relevant departments and branches to support the grassroots in handling arising problems and advising the Provincial Steering Committee.
The delegation inspected the site of the proposed resettlement area in Dong Van ward and the station location in Liem Tuyen ward. Mr. Son also directed the localities to speed up the site preparation and construction of the resettlement area. At the same time, he requested the Department of Construction to provide clear guidance on the investment plan, determine which items need to be bid, which items are designated for bidding to promptly implement in accordance with regulations and progress.
