Add the following communes: Than Linh, Hung Chau and Hung Nguyen

Nghe An Provincial People's Committee recently issued Documents No. 10339/UBND-CN dated September 30, 2025 and No. 10095/UBND-CN dated September 24, 2025, approving the People's Committees of the communes: Than Linh, Hung Nguyen and Hung Chau to survey the location to establish a resettlement area planning to serve the site clearance work (GPMB) of the North - South High-Speed Railway Project.
In Than Linh commune, the surveyed area is located in Con Trang field, Nghi Dong 6 hamlet, with an area of about 4.7 hectares, a favorable location, and suitable land for resettlement. The commune People's Committee organized a meeting to collect opinions and received high consensus.
In Hung Nguyen commune alone, there are 3 surveyed locations: Nam Ke Gai hamlet (11 ha); Doi Mao Tren area, Hung Dao 7 hamlet (1.2 ha); Con Ben area, Hung Dao 7 hamlet (1.3 ha).
Hung Chau commune also has an approved survey area in Yen Ly hamlet.

Mr. Tran Van Hien - Chairman of Hung Chau Commune People's Committee said that the locality has proactively surveyed and selected a favorable land plot under the railway overpass slope, with an area of about 2 hectares, providing accommodation for 22-25 households. After approval, the commune will carry out detailed planning, design traffic infrastructure, electricity, water, etc., and at the same time, open a connecting road to the main route, striving to complete the procedures in October 2025 for early implementation.
Previously, in Tan Chau commune, 2 locations were approved for survey including: 10-ton field area, Song Tien hamlet (location number 01, area of about 1.66 ha; location number 02, area of about 1.2 ha).
In Duc Chau commune, the locations include Xuan Khanh village (3 hectares) and My Ly village (1.45 hectares).
In Quynh Son commune, the two selected areas are Cao field, village 5 Quynh My (1.78 ha) and Phan Tram field, village 1 Quynh Lam (1.1 ha)...

The Provincial People's Committee requests that communes that have been approved for surveying coordinate with specialized agencies to organize the preparation of detailed planning at a scale of 1/500, ensuring compliance with current regulations. Localities are responsible for coordinating with relevant departments and branches in planning, land, compensation, site clearance, and construction investment in accordance with regulations.
The Departments of Construction, Finance, Agriculture and Environment are assigned to inspect and supervise the implementation process at the grassroots level, ensure progress and legal compliance, and update resettlement areas in the local land use planning and plans. Currently, 3 communes have submitted their proposed resettlement locations to the Provincial People's Committee for survey approval.
The high-speed railway line through Nghe An is about 85.5 km long, passing through 18 communes and wards. The entire route has about 2,150 households affected, of which more than 1,940 households have to be relocated and resettled.
Up to now, the Provincial People's Committee has approved the policy of surveying resettlement sites for 13 communes; approved the survey outline and marker planting for 5 units; and at the same time, selected consultants to establish and appraise detailed plans for 3 units.
The localities that have had their resettlement area planning approved by the Provincial People's Committee include: Hoang Mai, Quynh Van, Quynh Luu, Dien Chau, An Chau, Tan Chau, Nghi Loc, Hung Nguyen, Hung Nguyen Nam, Lam Thanh, Than Linh, Hung Chau, Hung Nguyen.
Currently, the work of setting up resettlement area boundaries, measuring and making detailed plans is being urgently implemented. The remaining localities continue to complete documents to submit to the Provincial People's Committee for approval.
Urgent to meet the overall progress of the project
Along with the progress, the province requires ensuring the quality of infrastructure in resettlement areas. Each area must be designed synchronously in terms of electricity, water, transportation, schools, medical stations and public welfare works; at the same time, attention must be paid to arranging production land and supporting the livelihood conversion of people whose agricultural land is recovered, to avoid them facing difficulties after moving to a new place of residence.
The Department of Construction, the Department of Natural Resources and Environment and localities are responsible for guiding and closely assessing the planning; ensuring that the boundaries, areas and technical criteria are determined in accordance with reality. The People's Committees of districts and towns are responsible for organizing the collection of opinions from people in affected areas, publicizing planning information, and creating social consensus.
The North-South high-speed railway project is a strategic transport project, of special significance in connecting regions and promoting socio -economic development. With a length of nearly 85.5 km passing through Nghe An, the project not only affects thousands of households but also impacts the planning of urban, industrial and agricultural development of the province. The synchronous implementation of the resettlement area system, ensuring infrastructure and progress are prerequisites for Nghe An to hand over the site on time.
Nghe An province has determined that this is not only an immediate task but also a political responsibility of the entire system, demonstrating its commitment to accompany the Government in implementing key national projects. Affected households will be fully and transparently informed about their rights, compensation policies and relocation support.
From now until the end of 2025, Nghe An aims to complete all planning, marking, compensation, site clearance and start construction of key resettlement areas, ready to hand over clean land to investors on time. This is not only a technical task but also a measure of the management capacity and sense of responsibility of the government system at all levels.
Vice Chairman of the Provincial People's Committee Hoang Phu Hien and the working delegation inspected the field, requiring localities to focus on completing documents, marking resettlement planning areas and making site clearance a key task in the fourth quarter of 2025.
According to the plan, localities selected for planning must complete approval of detailed planning, master plan and compensation before October 20, 2025; and start construction of resettlement infrastructure before November 20, 2025.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien affirmed: The implementation of resettlement areas to serve the project is not only a prerequisite to ensure the progress of the high-speed railway but also contributes to stabilizing the lives of people after relocation. Nghe An has shown high determination, mobilized the entire political system to participate, prepared conditions to start construction of resettlement areas, creating favorable conditions for the High-speed Railway Project - a key national project to be implemented soon.
