
Overview of the Conference
Previously, on November 15, 2025, the Government issued Decree No. 295/2025/ND-CP detailing the implementation of the Telecommunications Law on public telecommunications activities and financial mechanisms for public telecommunications activities (VTCI). Decree No. 295/2025/ND-CP has created a legal corridor for the implementation of VTCI activities and a financial mechanism for implementing VTCI activities in accordance with the characteristics of this field.
Speaking at the opening of the Conference, Deputy Minister of Science and Technology Pham Duc Long said that the policy on VTCI services is an important policy in the socio-economic development of the country, always receiving attention and direction from leaders at all levels of the Party, State and localities.
The Vietnam VTCI Service Fund was established under Decision No. 191/2004/QD-TTg dated November 8, 2004 of the Prime Minister and the State began implementing the VTCI policy from 2006 according to the VTCI service provision programs of each period approved by the Prime Minister. This activity has supported millions of poor and near-poor households to use telephone services, mobile telecommunications services, Internet access services, digital set-top boxes, and support for general education institutions and commune health stations to use fixed broadband Internet access services, contributing to promoting the digital transformation process in Vietnam.

Deputy Minister of Science and Technology Pham Duc Long delivered the opening speech at the Conference.
Deputy Minister Pham Duc Long emphasized that the implementation of the policy in recent times has made an important contribution to realizing the goals of "Leaving no one behind", "Narrowing the digital gap", universalizing telecommunications services and supporting disadvantaged people in all regions of the country to access and use essential telecommunications services.
However, the support for the development of telecommunications infrastructure in remote, isolated and disadvantaged areas has not yet met the development requirements of society. Many areas do not have mobile signals. These are very difficult business areas, with revenues not enough to cover costs. In many areas, the signal quality has not yet met the requirements. Since its establishment, the Vietnam VTCI Service Fund has not yet been able to fulfill its mission of supporting the development of telecommunications infrastructure in remote, isolated and disadvantaged areas, due to the incomplete legal framework for this support activity.
Deputy Minister Pham Duc Long said that, implementing the Telecommunications Law No. 24/2023/QH15, the Ministry of Science and Technology has organized the development and submitted to the Government for promulgation Decree No. 295/2025/ND-CP, which will create a legal corridor and overcome difficulties and obstacles in implementing policies on VTCI over the past many years.

Mr. Nguyen Ngoc Hai - Deputy Director of the Department of Financial Planning (Ministry of Science and Technology) informed the main contents of the Decree.
In order for Decree 295/2025/ND-CP to soon come into effect and be effective, Deputy Minister Pham Duc Long requested delegates, especially localities and telecommunications enterprises, to carefully study the provisions of this Decree, closely coordinate with the Ministry of Science and Technology to deploy and implement well so that VTCI programs contribute significantly to the socio-economic development of the country, especially the universalization of telecommunications services in areas with difficult conditions.
At the Conference, delegates listened to reports summarizing the main contents of the Decree and draft documents, implementation plans of the Ministry of Science and Technology as well as instructions and answers to questions during the implementation process./.
