The Standing Committee of the Provincial People's Council supervises the implementation of relevant contents on education and training.

On the morning of December 2, the monitoring delegation of the Standing Committee of the Provincial People's Council led by Ms. Nguyen Thi Cam Phuong, Standing Vice Chairwoman of the Provincial People's Council, supervised the Provincial People's Committee on a number of contents related to state management in the field of education and training (GD&DT) in Hoa Binh province. Attending the monitoring session were Mr. Bui Van Thang, Vice Chairman of the Provincial People's Council; Mr. Nguyen Van Chuong, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches; Committees of the Provincial People's Council and districts: Luong Son, Lac Son, Mai Chau.


Comrade Nguyen Thi Cam Phuong, Permanent Vice Chairwoman of the Provincial People's Council concluded the supervision session.

According to the report of the Provincial People's Committee, the network and scale of schools in the province have been consolidated, schools have been arranged, and diversified to expand the scale at all levels of education; the qualityof education has been increasingly improved, suitable for the socio-economic conditions of each locality. For secondary school level, 100% of communes have at least 1 secondary school or primary and secondary school to create conditions to attract students of the right age to study. For high school level, each district and city has 2-4 high schools. High schools and secondary schools ensure the ratio of students per class according to the requirements of the Ministry of Education and Training.

In the period of 2021 - 2023, vocational training institutions have enrolled and trained more than 52,400 people. In the work of student streaming after junior high school, Hoa Binh province has 72% of junior high school graduates continuing to high school. The rate of junior high school graduates entering vocational primary and intermediate vocational schools is still low, only about 12-15%. A large proportion of junior high school graduates and high school students drop out of school to enter the labor market without training, affecting the quality and training structure of the labor force...

The monitoring delegation clarified three main contents: Career guidance and student orientation in general education; vocational education and training at educational institutions and the implementation of resolutions of the Provincial People's Council, term XVII, 2021 - 2026 in the field of Education and Training.

The members of the monitoring delegation requested the leaders of departments, branches, and the Provincial People's Committee to clarify the difficulties and obstacles mentioned in the implementation of the tasks such as: Facilities, teaching equipment, and laboratory equipment in some schools are not yet sufficient to implement the 2018 General Education Program, especially schools in remote, disadvantaged areas, and ethnic minority areas. Student streaming still faces many difficulties; colleges and vocational schools do not have many occupations suitable for young students, especially female students. The trend of high school dropouts among adolescents is increasing, causing consequences for families and society.

Some delegates also mentioned the difficulties in implementing Resolution No. 166, dated July 15, 2022 of the Provincial People's Council stipulating a number of specific policies for teachers and students of specialized high schools; policies for experts, teachers and students participating in training the provincial team to participate in national, regional and international competitions for excellent students, and national science and technology competitions organized by the Ministry of Education and Training .

Concluding the monitoring session, the Standing Vice Chairman of the Provincial People's Council requested that in the coming time, the Provincial People's Committee focus on directing departments, branches and localities to continue implementing solutions to overcome difficulties and limitations related to state management in the field of education and training in Hoa Binh province. At the same time, there will be specific assessments and step-by-step directions to resolve difficulties, especially related to vocational training and job creation for students after training. The monitoring delegation will propose to the Provincial People's Council to have appropriate policies to support the more effective and practical implementation of education and training in the coming time. With the proposals and recommendations of the Provincial People's Committee, the monitoring delegation will receive and submit them to the Provincial People's Council for consideration and resolution.
