At 4:30 p.m. on September 12, the Standing Committee of the Provincial Party Committee met to discuss a scenario for responding to floods on the Hoang Long River.

According to the report, the flood level on Hoang Long and Day rivers is still above alert level 3. At 2:00 p.m. on September 12, the water level on Hoang Long River at Ben De was measured at 4.9 m. According to regulations on spillway discharge procedures, when the flood on the river reaches 4.9 m, evacuation will be carried out. Therefore, the Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Flood and Storm Prevention and Control has signed the evacuation order. Localities are carrying out evacuation according to regulations to ensure the safety of people and property when spillway discharge occurs. Provincial forces and local forces of Nho Quan and Gia Vien districts are organizing 24/7 shifts to closely monitor forecasts of further floods and rains to be ready to respond according to approved scenarios in the operation of flood diversion and flood delay works to ensure the safety of the dikes.

At the conference, the Standing Committee of the Provincial Party Committee and members of the Provincial Steering Committee for Flood and Storm Prevention and Control discussed two scenarios for responding to floods on the Hoang Long River. Scenario 1: If the rain stops and the water level of the Hoang Long River drops, continue patrolling and guarding the dykes to detect possible damage and landslides, and take measures to deal with them when the flood recedes. Restore production, stabilize people's lives, disinfect, sterilize, and clean the environment to prevent and control epidemics.

Scenario 2: If it continues to rain and the flood rises again above +5.3 m at Ben De, flood diversion will be carried out through Lac Khoi spillway. In case of spillway discharge, the plan to open the sluices at Lac Khoi spillway, the plan to open the Duc Long - Gia Tuong dike system, flood diversion through Mai Phuong - Dich Long sluice to Dam Cut will be calculated in accordance with the reality. Members of the Provincial Steering Committee for Flood and Storm Prevention and Control also discussed specific factors that threaten the safety of the dikes; force preparation, evacuation of flood-affected areas and ensuring the safety of people's property and lives.

Ninh Binh province will focus at the highest level. However, based on the actual situation and the resilience of the left and right dykes of Hoang Long river, appropriate decisions and solutions will be made to ensure maximum damage reduction.

After discussing and analyzing the actual situation and the impacts of external factors affecting the flood level on the Hoang Long River, the Standing Committee of the Provincial Party Committee reached a high consensus on the two options that have been developed. Localities are required to strictly implement the Evacuation Order, to be completed before 6:00 p.m. on September 12. The implementation of the evacuation is in accordance with the procedures in the spillway discharge order and only when the water level drops to 4.9 m will people be allowed to return.

Assign the Provincial Police and the Provincial Military Command to ensure the highest safety for people's property and traffic during evacuation; local authorities proactively take care of people's lives, ensuring enough food and essential necessities so that people can live in peace in the evacuation area.

Units need to arrange forces to inspect and monitor the entire dike route, focusing on the Hoang Long River dike and the Boi River dike, have plans to immediately handle weak points, and ensure means, materials, and equipment to carry out dike patrols and guards.

Regarding the spillway release plan, the general principle is to release the spillway when the water level rises to 5.3m. When the flood reaches its peak, the Provincial Steering Committee for Flood and Storm Prevention and Control will meet and report to the Standing Committee of the Provincial Party Committee, the National Steering Committee for Flood and Storm Prevention and Control and report to the Prime Minister before releasing the spillway to minimize damage to the people. The Standing Committee of the Provincial Party Committee also directed the sectors, localities, and the two districts of Nho Quan and Gia Vien to continue monitoring the flood level in Hung Thi and factors related to floods on the Hoang Long River to deploy plans suitable to reality in a proactive spirit, not subjective, not excessive propaganda causing panic among the public and the people.
