Kinhtedothi - On the morning of November 14, the National Assembly Standing Committee opened its 39th session, reviewing many important contents, especially giving opinions and explaining the draft laws to be passed at the 8th session of the 15th National Assembly.
Speaking at the opening of the session, National Assembly Chairman Tran Thanh Man said that the 39th session of the National Assembly Standing Committee, which will last for 2.5 days (1 day reserved), is of utmost importance. The session will consider and approve many contents, especially giving opinions on and explaining the draft laws that will be approved at the 8th Session of the 15th National Assembly.
The National Assembly Chairman said that the 8th session of the 15th National Assembly has passed 2/3 of its program time, the content of the session has been implemented in accordance with the requirements of innovation, promptly removing difficulties, obstacles, bottlenecks, and unblocking resources for socio-economic development. The first phase of the program has achieved many important results, highly appreciated by National Assembly deputies.
Regarding the work of law-making, the National Assembly Chairman re-emphasized the viewpoint that the Law only regulates issues under the authority of the National Assembly, does not administrativeize the contents of decrees and circulars, strengthens decentralization, strongly decentralizes power, simplifies administrative procedures; creates favorable conditions for proactive and flexible delegation of power to the Government in organizing the implementation of the Law; and combines the work of law-making and law enforcement to achieve the highest results.
At the 39th session, the National Assembly Standing Committee is expected to give opinions on 12 contents, including absorbing and revising 9 Draft Laws to be passed at the 8th Session and some other important contents, such as reviewing personnel work at the 2nd session; reviewing and deciding on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities...
National Assembly Chairman Tran Thanh Man requested that the National Assembly agencies in charge of the content continue to coordinate closely with Government agencies to complete the draft laws. For the draft laws that are considered for approval according to the procedure at a session, only issues that are "ripe", clear, tested and proven in practice will be approved.
Immediately after the opening session, the National Assembly Standing Committee reviewed and decided on the arrangement of district and commune-level administrative units for the 2023-2025 period of 12 provinces and cities: An Giang, Dong Thap, Ha Nam, Hanoi, Ha Tinh, Ho Chi Minh City, Phu Tho, Son La, Quang Ngai, Quang Tri, Tra Vinh, Vinh Phuc.
