Decision No. 1987/QD-BYT on the expanded immunization plan for 2025, the Ministry of Health said that the expanded immunization program is currently implementing vaccination to prevent 11 common and dangerous infectious diseases including: Hepatitis B, tuberculosis, diphtheria, whooping cough, tetanus, polio, disease caused by Haemophilus influenzae type B, measles, Japanese encephalitis B, rubella, and diarrhea caused by rotavirus.
However, according to statistics from the Ministry of Health , in the first 5 months of 2024, the vaccination rate of most vaccines in the expanded immunization program has not met the schedule. Currently, only the tuberculosis, measles and DPT (diphtheria - pertussis - tetanus) vaccines have met the schedule. Three vaccines: tuberculosis, measles and DPT (diphtheria - pertussis - tetanus) have met the schedule with a vaccination rate of over 40%.
The vaccination rate for the "5 in 1" vaccine containing diphtheria and pertussis (DPT- DPT-VGB-Hib 3) for children aged 2, 3 and 4 months reached 36.8% compared to the target of 37.3%; Similarly, the vaccination rate for the remaining vaccines such as hepatitis B vaccine for newborns within the first 24 hours, encephalitis vaccine, measles-rubella vaccine... only reached from 265% to more than 36%, all of which did not meet the set target.
In April 2024, the Ministry of Health sent a document to the Ministry of Finance requesting funding for expanded immunization activities in 2024, including funding for vaccine purchases (including vaccines for catch-up injections for subjects under the expanded immunization program in 2023, vaccination for subjects in 2024 and reserve for 6 months in 2025).
In June 2024, the Ministry of Finance submitted a Government Submission on supplementing the 2024 state budget estimate of the Ministry of Health to implement expanded immunization activities. Currently, the Government Office is seeking opinions from Government members on approving the proposal of the Ministry of Finance and assigning the Ministry of Finance to receive opinions from Government members, complete the draft Government Submission, and report to the National Assembly Standing Committee on behalf of the Government as prescribed.
Currently, the Ministry of Health has not been assigned a budget for vaccine purchases, so the National Institute of Hygiene and Epidemiology has not yet purchased vaccines in 2024 according to the quantity approved in Decision 1596/QD-BYT dated June 10, 2024 on the Expanded Immunization Plan in 2024. In order to promptly meet the vaccine demand in the coming time, the National Institute of Hygiene and Epidemiology is carrying out procedures for purchasing and bidding for Hepatitis B vaccine and Tetanus vaccine for immediate use within 3 months.
