Tien Hai: Improving DDCI index for development

“Improving the competitiveness of departments, branches, districts and cities (DDCI) is not about chasing rankings, but our ultimate goal is to create a favorable investment and business environment for people and businesses and attract investment resources to develop the socio -economy and improve people's lives” - Secretary of Tien Hai District Party Committee Nguyen Xuan Khanh shared this when talking about the district's efforts in improving the DDCI index in recent times.

Changing the service attitude of officials and actively reforming administrative procedures makes people and businesses satisfied when coming to transact at the Reception and Result Delivery Department of Tien Hai district.

Face the facts

In 2022, Tien Hai ranked last in the DDCI rankings for districts and cities with 62.75 points. Notably, out of 10 indicators of DDCI, there were 4 indicators that enterprises participating in the survey rated low for Tien Hai, including transparency and ease of access to information, time costs, business support policies and the role of the leader.

Chairman of the District People's Committee Pham Ngoc Ke shared: DDCI is a tool to measure the satisfaction of people and businesses with the economic management of local Party committees and authorities. The survey results help us identify limitations in management and operation, and at the same time better understand the wishes and expectations of people and businesses, thereby finding solutions to promote strengths and rectify and remove bottlenecks and shortcomings.

Immediately after the province announced the 2022 DDCI results, Tien Hai District People's Committee coordinated with the Provincial People's Committee Office and the consulting unit implementing the DDCI index to analyze and evaluate each index and component index, pointing out the current situation, causes and proposing solutions to overcome low scores. The frankness in facing the shortcomings, limitations and determination to innovate received high appreciation from businesses.

Mr. Bui Van Son, Chairman of Tien Hai District Business Association, Chairman of the Board of Directors, Director of Long Hau Ceramics Joint Stock Company said: We are excited to see the Party Committee and the government of Tien Hai District look straight at the existing problems, boldly dissect the limitations in management and operation, and at the same time have solutions to remove and overcome them to better meet the expectations of the people and businesses, for the development of the locality. That creates satisfaction for the business community.

Change from people

There are many reasons why Tien Hai is at the bottom of the DDCI, but the first and deepest reason identified by the district is the human factor. Secretary of the District Party Committee Nguyen Xuan Khanh said: From the management and operation apparatus, legal institutions, policies and guidelines to contact activities and work settlement for people and businesses, all are done by people. Therefore, the guiding viewpoint of the Standing Committee and the Standing Committee of the District Party Committee is to require rectification of cadres, party members, civil servants and public employees performing public duties, especially leaders must set an example of responsibility and dedication in performing assigned tasks. Take the satisfaction of people and businesses as a measure to evaluate the capacity, attitude, sense of responsibility and level of task completion of cadres.

Tien Hai District People's Committee proactively builds a mechanism for rewards and strict punishments for its staff. At the department receiving and returning results from the district to communes and towns, all regulations on administrative procedures are publicly posted for people and businesses to know, implement and monitor. The District People's Committee also installed an automatic camera surveillance system to contribute to changing the awareness and sense of responsibility of staff and party members, preventing harassment and negativity.

Mr. Hoang Kim Khanh, Head of the District's Internal Affairs Department, said: Through inspection, examination and supervision, although no cases of officials, civil servants and public employees violating regulations have been detected that need to be handled, in order to prevent early and from afar, and to implement the direction of the District Party Committee and the District People's Committee, every year we review and perform well the work of transferring work positions for civil servants and public employees. In 2022 and the first 5 months of 2023, the entire district transferred and rotated 38 civil servants and public employees according to regulations. The transfer of work positions is aimed at promoting strengths and professional capacity, contributing to improving the quality of work handling, and limiting the emergence of situations of civil servants and public employees harassing and being negative when dealing with people and businesses.

Openness, transparency and reform

Many enterprises expressed their satisfaction with the publicity and transparency of administrative procedures, the service attitude of civil servants when contacting and transacting, and especially the simplification and shortening of administrative procedure handling time of departments, offices and branches of Tien Hai district.

Mr. Tran Van Linh, Chief of Office of the District People's Council and People's Committee said: Along with perfecting the staff, working apparatus, upgrading facilities to meet the requirements of the task, we also diversify the forms of disseminating information on planning and legal regulations to people and businesses such as publicly posting at the office, posting on the district's electronic information portal, propagating on the district's Radio and Television Station, organizing conferences, providing information on zalo group...

The highlight of Tien Hai’s efforts to improve the DDCI index is the strong change in administrative procedure reform. In addition to reviewing and cutting unnecessary and overlapping procedures, the District People’s Committee directed departments, branches, sectors and localities to focus on reducing the time to handle administrative procedures.

Mr. Vu Van Toan, Deputy Head of the District Department of Natural Resources and Environment, said: In 2022 and the first 4 months of 2023, we received and processed 79 dossiers of land use purpose conversion and environmental licensing 2-6 days ahead of schedule. In addition to publicizing land use plans and planning, the Department has done a good job of advising the District People's Committee to direct compensation, site clearance, and land allocation to enterprises on schedule.

Currently, Tien Hai has implemented 110/275 administrative procedures on online public services at levels 3 and 4. According to the district's plan, by the end of 2023, 80% of administrative procedures will be implemented online public services to reduce time and travel costs for sending documents and receiving results of organizations and individuals and increase the transparency of administrative procedures. To realize this goal, the District People's Committee has invested in a synchronous electronic information system and digitalized administrative procedures. Invested in each commune and town with 1 computer, 1 scanner, each village and residential group with 1 wifi modem, and arranged specialized staff to guide grassroots officials, people and businesses to implement online public services and electronic administrative procedures.

Accompanying businesses

It can be affirmed that the Party Committee and the government of Tien Hai district have had many practical activities to accompany and support enterprises in investing and developing. With the policy of the State and the people working together, Tien Hai has mobilized thousands of billions of VND to invest in upgrading and standardizing the traffic system in the district and rural areas. The district's traffic infrastructure is complete, modern, synchronous, connecting with the Thai Binh Economic Zone's main road system, provincial roads, and national highways, creating a premise to attract investors and help people and enterprises develop convenient trade.

Mr. Tran Dai Nghia, Director of Dai Nghia Production and Trading Company Limited (Dong Hoang Commune) shared: Roads are increasingly expanded and smooth, the transportation of raw materials and goods of enterprises is convenient, so we are confident in investing in expanding the scale of production and business.

Investment projects in Tien Hai district always receive maximum support from the District People's Committee in compensation and site clearance.

Chairman of the District People's Committee Pham Ngoc Ke said: Site clearance is identified as a bottleneck to attract investment, so in the past year the district has directed the effective implementation of creating clean land funds to serve the development of many large projects such as the Tien Hai Industrial Park expansion, land areas for traffic infrastructure development, residential area development and is currently focusing on site clearance for the Hai Long Industrial Park project to ensure progress.

From the perspective of “harmonizing benefits, sharing difficulties and risks” with enterprises, the Party Committee and the government of Tien Hai district always listen and promptly have solutions to remove difficulties for enterprises. The heads of the Party Committee and the government of the district maintain contact and dialogue with enterprises, grasp the difficulties and shortcomings related to mechanisms, policies, administrative procedures, and responsibilities of officials, civil servants and public employees in performing their duties, promptly correct and supplement tasks, propose and recommend to relevant levels and branches to remove difficulties and support enterprises to develop stably.

Currently, Tien Hai has attracted nearly 600 enterprises with a total investment capital of about 30,000 billion VND. As a strategic location in attracting investment in the province with a number of industrial parks planned in Thai Binh Economic Zone, the investment environment of the district is increasingly improved, certainly the goal of having 1,000 enterprises by 2025 of the district will soon come true, at that time the socio-economy will develop, the lives of people here will be improved even more.

Many large land plots serving industrial, urban and transportation projects were quickly cleared by the People's Committee of Tien Hai district to meet the project implementation progress of investors.
