Dr. Luc Quang Tan, a Nung ethnic (born in 1985), was born and raised in Muong Khuong district, Lao Cai province. He graduated as valedictorian in Chemistry Education from Hanoi National University of Education 2 in 2008, graduated with a master's degree from Hanoi University of Science in 2012, and received his doctorate from the Vietnam Academy of Science and Technology in April 2016. He is currently a member of the Party Committee, Secretary of Party Cell 4, and Head of the Faculty of Interdisciplinary Sciences, Thai Nguyen University Branch in Lao Cai province.
Dr. Luc Quang Tan was one of 99 excellent valedictorians who graduated with honors and was awarded a Certificate of Merit by the Chairman of the Hanoi People's Committee in 2008. He was retained at the school to teach. During his years working at the Faculty of Chemistry, Hanoi National University of Education 2, Dr. Luc Quang Tan participated in the Executive Committee and Standing Committee of the School Youth Union. He was known as a dynamic and enthusiastic cadre in the Youth Union and Youth Movement, making positive contributions to the school's Youth Union and Association activities. During this time, teacher Luc Quang Tan actively conducted scientific research and guided students of the faculty to participate in research topics. For many consecutive years, Dr. Luc Quang Tan was awarded a Certificate of Merit by the Hanoi Youth Union and the Central Committee of the Ho Chi Minh Communist Youth Union, and achieved the title of Emulation Fighter at the grassroots level.
In July 2016, Dr. Luc Quang Tan returned to his hometown Lao Cai to work. In Lao Cai, Mr. Tan accepted a job at the newly established Thai Nguyen University Branch located in Lao Cai province. With a passion for scientific research that was formed from many learning environments, based on the characteristics of the situation as well as practical issues arising in research, application and transfer of science and technology, linking theory with practical development of education and agriculture in the locality with many difficulties, Dr. Luc Quang Tan has devoted his time, enthusiasm and experience to these research areas. Most of the research and innovation areas of Dr. Luc Quang Tan and his colleagues, from the time of forming ideas to the research and application stages, are very suitable for practice, meeting the needs of the locality. Typical fields are STEM education, construction, design of online English learning software, smart agricultural systems, processing of medicinal products... Products from research projects are effectively applied in school and life, widely used by students and people. These include IOSTUDY English learning software, tea bags from local agricultural materials such as Panax pseudoginseng, Polyscias fruticosa, cinnamon. Notably, during the COVID-19 outbreak, Dr. Luc Quang Tan and his research team designed an automatic hand sanitizer, which was put into effective use.
The projects researched by Dr. Luc Quang Tan and his colleagues have been highly appreciated by experts and scientists, winning awards at domestic science and technology innovation competitions and competitions. In particular, the project " Building an online English learning ecosystem IOSTUDY" by Dr. Luc Quang Tan and his colleagues Tran Duc Thang, Nguyen Thanh Luan, Pham Trung Hieu, Nguyen Anh Tuan won the award for the most outstanding project and initiative of the program "Young Knowledge for Education 2018" organized by the Central Committee of the Ho Chi Minh Communist Youth Union and the Ministry of Education and Training. The project was honored in the "Vietnam Golden Book of Creativity" in 2020 announced by the Central Committee of the Vietnam Fatherland Front, the Vietnam Union of Science and Technology Associations, and the Ministry of Science, Technology and Environment.
In addition, Dr. Luc Quang Tan has also received many awards in the field of research such as the First Prize in the field of "Education and Training" at the 6th Lao Cai Provincial Technical Innovation Competition (2018-2019); Second Prize at the 15th National Technical Innovation Competition (2018-2019). In 2020, Dr. Luc Quang Tan and the group of authors Giang Seo Chau and Le Ha Khuong Anh won the Third Prize at the 2020 National Rural Youth Creative Startup Project Competition with the project "Supply chain and trading of products from Panax pseudoginseng grown in Si Ma Cai, Lao Cai province".
Sharing about scientific research and project implementation, Dr. Luc Quang Tan said: “For scientific research projects to be successful, first of all, researchers must develop ideas based on real life. Research participants need to be passionate, inspire their colleagues, and work hard to research the theoretical basis to solve the problems posed in each project. In particular, to solve practical problems in this 4.0 revolution, we need to use interdisciplinary knowledge. Therefore, we need to constantly study to improve our knowledge as well as have research methods suitable for each problem, then the success rate will be higher”. With his passion, over the years, Dr. Luc Quang Tan has devoted himself to many projects and over 35 scientific articles published in prestigious domestic and foreign journals. At the same time, teacher Luc Quang Tan is always the one who inspires students' passion for scientific research with many research projects of high practical value.
The results achieved in the process of scientific research and innovation have affirmed Dr. Luc Quang Tan's constant efforts and passion for issues and fields arising in life. At the same time, research products from Dr. Luc Quang Tan's projects have contributed significantly to the process of transferring and applying science and technology into practice, improving the quality of STEM education and digital transformation in the current period.

Over the years, Dr. Luc Quang Tan has been recognized by the Emulation and Reward Councils at all levels and awarded many noble titles and prizes such as the Creative Youth Badge of the Central Committee of the Ho Chi Minh Communist Youth Union in 2018, the Creative Labor Certificate of the Vietnam General Confederation of Labor in 2018, 2019, 2021; the 1st Central "Outstanding Young Teacher" Award in 2019; the title of Emulation Fighter at the Ministry level for the 2021-2022 school year; Certificate of Merit of the People's Committee of Lao Cai province; Certificate of Merit of the Central Committee of the Ho Chi Minh Communist Youth Union; Certificate of Merit of the Ministry of Education and Training. Dr. Luc Quang Tan is one of 8 young talents of Lao Cai province honored at the 3rd Vietnam Young Talent Congress in 2020. Notably, Dr. Luc Quang Tan was honored to receive a Certificate of Merit from the Prime Minister on the occasion of celebrating Vietnam Science and Technology Day on May 18, 2021./.
