Deputy Prime Minister Tran Hong Ha said that the delegates' questions and debates focused on very specific issues in the fields of health, information and communication,education , culture, etc. These are areas that hold extremely important positions in the sustainable development model.
"The opinions expressed by the delegates are general, representative, and fundamental, but also point out the existing problems, pressing issues, and urgency in society and the demands of voters and people nationwide, but the progress of resolution has not met the requirements," said the Deputy Prime Minister .
Through the questioning session of the ministers, the Deputy Prime Minister said that there needs to be a systematic, synchronous, and inter-sectoral approach among the fields to fundamentally resolve existing problems and limitations.
In the coming time, the Government will focus on summarizing the implementation of Party resolutions, State policies and laws, thereby setting out tasks and solutions with clear political bases through Central resolutions, with specific programs and plans for implementation in each field of health, education, science and technology, society, etc.
The Deputy Prime Minister discussed with National Assembly deputies a number of issues requiring an interdisciplinary and comprehensive approach.
Regarding labor productivity, Deputy Prime Minister Tran Hong Ha said that the Prime Minister has issued decisions and programs with specific goals and targets in each field (industry, construction, services, agriculture), proposing many solutions, especially urgently and effectively implementing economic restructuring from exploiting and using natural resources to a green, low-carbon circular economy; at the same time, prioritizing the development of high-quality human resources as a new resource and driving force for development; perfecting institutions to serve the transition to a green economy and green energy...
In addition, the Deputy Prime Minister emphasized the need for comprehensive innovation in the field of science and technology and innovation. Establishing strong enough science and technology research centers, from basic research as a premise for research and development (R&D). "Science and technology management needs to be strongly transformed, emphasizing the role of the State in investing in basic science research centers (natural, social); at the same time, decentralization, with mechanisms to mobilize and encourage R&D with the center being enterprises", the Deputy Prime Minister discussed.
Regarding the field of education and training, the Deputy Prime Minister affirmed that it is necessary to firmly implement the Party's policy of considering education as the top national policy, with an extremely important task to prepare high-quality human resources for the process of restructuring and transforming the economy.
Along with comprehensively innovating the curriculum, textbooks, teaching methods, and student assessment, the Deputy Prime Minister said that it is necessary to continue evaluating and summarizing the implementation of policies on socialized education, university autonomy, and ensuring the quantity and quality of the teaching staff. However, to fundamentally solve the problem related to the teaching staff, the participation of the entire political system is needed, and there needs to be changes in the economic mechanism, not just in the education sector.
Agreeing with the opinion of delegate Leo Thi Lich (Bac Giang delegation) on the shortage of teachers, but still implementing cuts in education officials, the Deputy Prime Minister said that it is necessary to consider from the stage of forecasting, needs, and planning of the education sector, as well as the arrangement, planning of schools, classes, and population distribution in remote, isolated, and disadvantaged areas along with investment in social infrastructure such as education is extremely important.
"In addition to mechanisms and policies to mobilize teachers and provide on-site training, we need to properly resolve the relationship between socialization in investment in infrastructure for educational institutions, while ensuring and increasing State investment in remote areas," said the Deputy Prime Minister.
In the cultural field, the Deputy Prime Minister affirmed that, along with its role as the spiritual foundation of society, it is necessary to study the theoretical aspect of the material nature of culture expressed through the cultural industry, in digital transformation, in the virtual world... "The Government will submit to the National Assembly the National Target Program on the revival and development of Vietnamese culture and people, which addresses both issues of awareness and theory, as well as priority tasks to be able to build a culture worthy of its extremely important position and role".
The Deputy Prime Minister said that with the remaining opinions of the National Assembly deputies, the Government, the Prime Minister, ministries and branches will absorb, study, report and implement in the near future.
