
Supporting rural youth
According to the Department of Ethnic Minorities and Religion, ethnic minority youth are increasingly having more opportunities to participate in economic development activities, entrepreneurship, vocational training, job creation, and the preservation and promotion of their traditional cultural identity. Programs supporting vocational training, career counseling and placement, and assistance with loans for production development, entrepreneurship, and livelihood transformation are being implemented relatively synchronously. As a result, the professional capacity, labor skills, and income of ethnic minority youth are gradually improving.
With support from the State and their own initiative, many ethnic minority youth have boldly developed their family economies, applied new techniques to agricultural production, and exploited the advantages of community tourism and local specialties. Many models have initially yielded positive results, contributing to improved income and job creation in the area. The rate of ethnic minority youth with stable employment reached approximately 80%, an increase of 4% compared to the same period last year.
To date, over 7,000 ethnic minority youth in the province have borrowed capital to develop their businesses, with a total outstanding loan balance exceeding 400 billion VND. This loan capital has become a foundation for many young people to invest in agricultural production, develop livestock farming, maintain traditional crafts, or expand economic models suitable to the conditions of each locality.
“Through the Youth Union, I was able to borrow 50 million VND. Thanks to that, my family has capital to raise cattle, utilize our garden land to grow grass, and diversify our livelihoods. For rural youth, this is truly a great source of support,” said Mr. Ha Thien (Dinh Van Lam Ha commune).
According to Mr. Ha Thien, through savings and loan groups, many ethnic minority youth are also guided on how to use capital effectively and support each other in the process of economic development. Through regular meetings, youth loan groups become a channel for sharing production experiences, exchanging information about the market and farming techniques, as well as reminding each other to fulfill their debt repayment obligations and use capital for the right purposes.

Continue to prioritize credit policies.
Following the provincial merger, the expansion of development space has opened up more opportunities to mobilize resources and improve the effectiveness of policy implementation for ethnic minority and mountainous regions.
According to Mr. Nguyen Hoang Dao, Deputy Director of the Department of Ethnic Minorities and Religion, along with socio-economic development programs for ethnic minority areas, many policies supporting employment and livelihoods for young people are also being implemented simultaneously.
In particular, preferential credit policies supporting job creation continue to play a crucial role in assisting ethnic minority youth to develop economically and create their own jobs locally. With increasingly convenient loan procedures and preferential interest rates, many households and production and business establishments have been able to expand production and create jobs right in their localities.
Furthermore, localities are integrating policies to support vocational training, foreign language development, professional skills training, and job orientation counseling for ethnic minority youth before they enter the domestic and international labor markets. This gradually improves the quality of the ethnic minority workforce. Simultaneously, it creates opportunities for young people to access stable employment, increase their income, and accumulate experience to contribute to the economic development of their families and localities.
In the coming period, policies supporting ethnic minority youth will continue to be implemented with a focus on leveraging internal strengths, improving the quality of human resources, and creating more job opportunities and sustainable livelihoods. This will also serve as a foundation for ethnic minority youth to confidently participate in socio-economic development and contribute to building an increasingly prosperous homeland.
