Prime Minister Pham Minh Chinh emphasized the need to continue listening to valid opinions, reflecting through proper procedures and regulations, regarding what is unreasonable; and to continue reviewing mechanisms and policies that are not yet comprehensive or are still being overlooked.


Adhere to the principle of "assign the task to whoever does it best."

On January 7th, Prime Minister Pham Minh Chinh chaired a specialized government meeting on lawmaking, discussing seven draft laws and resolutions to be submitted to the National Assembly at the upcoming session at the end of February.

At the meeting, the Government considered and commented on the draft Law on Government Organization (amended); the draft Law on Local Government Organization (amended); the draft Resolution of the National Assembly on the establishment of several Ministries of the Government of the 15th term, 2021-2026; and the draft Resolution of the National Assembly on the structure and number of Government members of the 16th National Assembly term.

Also included are the draft Resolution of the National Assembly addressing issues arising in legal regulations related to organizational restructuring; the draft Law on the Promulgation of Legal Normative Documents (amended); and the draft Law on Participation in United Nations Peacekeeping Forces.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized that the seven draft laws and resolutions discussed at the session were very important, relating to organizational structure and timely institutionalizing the Party's guidelines and policies on reforming the organization and operation of the Government and local authorities to ensure they are "Lean - Streamlined - Strong - Efficient - Effective - Effective".

The Prime Minister stated that this is a difficult task with many complex issues, therefore it requires great focus and urgent implementation from now until the Central Committee meeting and the National Assembly session at the end of February to resolve the obstacles related to the organization and operation of the apparatus.

The Prime Minister requested that ministers and heads of agencies continue to directly supervise the work of institution building and innovate thinking in lawmaking.

Emphasizing the view that authority goes hand in hand with responsibility; whoever is entrusted with decentralization, delegation of power, or authorization must make decisions, and when making decisions, must bear responsibility, the Prime Minister stated that the authority of the Government and local governments should be concentrated in the Law on Government Organization and the Law on Local Government Organization, and not be scattered, fragmented, or dispersed across specialized laws.

Along with that, abandon the mindset of "if you can't manage it, ban it; if you don't know, manage it anyway"; instead, embrace the philosophy of assigning tasks to whoever can do them best.

If the people and businesses are capable of doing it, or can do it better, then let them. Anything that is prohibited should be included in the law, while anything that is not prohibited should be left to the people and businesses to do, with the freedom to be creative and innovative.

The Prime Minister noted that decentralization and delegation of power should go hand in hand with streamlining the organizational structure and reducing the number of personnel, promoting digital transformation, building digital data, and applying artificial intelligence (AI) in the work of agencies, units, and localities.

Simultaneously, the Prime Minister requested the institutionalization of the contents outlined in Resolution 27 of the Central Committee on continuing to build and perfect the socialist rule of law in the new period; promptly addressing emerging issues and unexpected problems; and resolving conflicting, overlapping, and inadequate regulations.

The plan for consolidating and merging ministries and agencies has been basically completed .

On this occasion, the Prime Minister highly appreciated the Ministry of Interior for working day and night on very difficult and complex tasks related to streamlining and reorganizing the organizational structure, especially for submitting to the Government for promulgation three Decrees 177, 178 and 179 on regimes and policies for cadres, civil servants, public employees and workers in implementing organizational restructuring and policies to attract and utilize talented people, basically creating consensus in society and among cadres, civil servants and public employees.

At the same time, the plan for consolidating and merging ministries and agencies, as well as the plan for reorganizing the internal structure of ministries and agencies, has been basically completed in accordance with the directives of the Central Steering Committee and the Government, and will be submitted to the competent authorities.

The Prime Minister emphasized the need to continue listening to valid opinions, reflecting through proper procedures and regulations, regarding any unreasonable aspects; and to continue reviewing mechanisms and policies that have not been fully covered or have been overlooked.

In addition, the Prime Minister requested that ministers, heads of agencies, and the Ministry of Interior continue to finalize plans for further restructuring and streamlining the internal apparatus, functions, tasks, and powers of ministries, agencies, and organizations, in order to report to competent authorities.

Some ministries and agencies whose streamlining plans have not yet met the set targets need to be reviewed again to achieve the goals, ensuring tangible results. Anything that is permissible should be done immediately, without delay or procrastination, except for those ministries and agencies that require the approval of the Central Committee and the National Assembly.
