13/22 target groups achieved 100% or more
Since the beginning of the term, the Party Committee of Si Ma Cai district has closely followed the directions of the Provincial Party Committee, People's Council, and Provincial People's Committee, focusing on leadership, direction, drastic and flexible implementation, synchronous and creative implementation of tasks, achieving quite positive and comprehensive results. Implementing the Resolution of the 18th District Party Congress, term 2020 - 2025, up to now, 13/22 target groups have achieved 100% or more; 9/22 target groups have achieved 70% or more.
Specifically: The economic growth rate is quite good, reaching 10.5% in 2023; the economic structure has shifted positively and in the right direction. The district has focused on developing commodity agriculture associated with agricultural tourism, identifying key plants and animals, thereby contributing to increasing the production value to 48 million VND/ha. New rural construction has been implemented synchronously, currently 4/9 communes have maintained and completed new rural areas; industrial production value has increased over the years.
The national target programs have received special attention, direction and mobilization from the entire political system and the active participation of the people, and the appearance of urban and rural areas has been constantly improved. The average poverty reduction rate reached 7% per year; the rate of trained workers reached 59%, exceeding the congress resolution target by 9%.
Cultural and social activities have received attention and achieved many results: By March 2024, the total number of schools meeting national standards was 30/41 schools; traditional cultural identities of ethnic groups were preserved; tourism development services received investment; health insurance coverage reached 97.4%. Political security, border security, and national sovereignty were maintained.
The District Party Committee has paid special attention to innovating methods, improving the leadership capacity and fighting strength of the Party organization and Party members. Up to now, in the whole district, 100% of villages and residential groups have independent Party cells, of which over 95% of village and residential group Party cells have Party Committees.
At the meeting, the Standing Committee of the Simacai District Party Committee proposed that the Standing Committee and the Standing Committee of the Provincial Party Committee study and consider: Adjusting the increase from 1 - 2 positions or maintaining the current position of the district; approving the policy of increasing the number of members of the District Party Executive Committee for a number of Party Committees directly under the Provincial Party Committee from 37 comrades (term 2020 - 2025) to 39 comrades (term 2025 - 2030), so that the number of qualified members of the District Party Standing Committee increases from 11 comrades to 13 comrades.
The district also proposed a number of contents related to the investment and construction fields, and at the same time requested the Standing Committee of the Provincial Party Committee to approve the policy of ending the assessment of the implementation of the project to develop white cattle and horses under Resolution 22-NQ/TU, dated November 11, 2014 of the Provincial Party Committee in Si Ma Cai district.
The province will continue to pay attention and create the most favorable conditions for Simacai district to successfully complete its assigned tasks.
At the meeting, members of the Provincial Party Standing Committee and leaders of provincial departments and branches spoke to clarify the results and limitations in implementing the tasks set out in the resolution of the District Party Congress for the 2020-2025 term; gave opinions on the groups of tasks and solutions the district has identified in the coming time and the district's recommendations and proposals to the province.
In particular, the district needs to pay special attention to party building work; pay attention to, research, and preserve the cultural identity of ethnic groups, prevent child marriage and children under 18 years old; continue to shift the economic structure, especially promoting advantages, sustainable and highly effective agricultural production; pay attention to student orientation and vocational training for local workers...
Concluding the meeting, Comrade Dang Xuan Phong, Secretary of the Provincial Party Committee, affirmed: Overcoming many difficulties, with consensus and solidarity, Si Ma Cai district has successfully completed the assigned tasks, ensuring stability in security, order, border protection and social security. With its own difficulties and characteristics, the province will continue to pay attention and create the most favorable conditions for Si Ma Cai district to successfully complete the assigned political tasks.
Regarding the tasks in the coming time, the Provincial Party Secretary requested the Party Committee and authorities at all levels of Si Ma Cai district to continue to carry out the key tasks, which are "protecting forests, protecting land, protecting water, protecting people, protecting borders", creating a stable and favorable environment for socio-economic development of the locality and the province. In particular, it is necessary to continue to promote and strengthen the leadership of the Party Committee and authorities in implementing political tasks; focus on preserving and promoting the traditional cultural values of local ethnic groups, linking cultural preservation with community tourism development; have programs and plans for socio-economic development linked with the development of Bac Ha and Muong Khuong districts, forming a connecting chain.
Regarding increasing people's income, it is necessary to focus on creating jobs and vocational training for local workers. Focus on firmly protecting national border sovereignty, ensuring political security, social order and safety; strengthen foreign affairs, maintain cooperative relations with localities on the opposite side...
Regarding the proposals of Simacai district, Provincial Party Secretary Dang Xuan Phong assigned advisory and support agencies and functional sectors to review and advise the province on the basis of both ensuring regulations and facilitating the activities and development of the district.
