Improving the effectiveness and efficiency of management in the vehicle inspection sector.
According to a report from the Ministry of Transport submitted to the National Assembly and its members, in implementing the National Assembly's Resolution, the Ministry of Transport has recently been decisively directing the review and improvement of the system of legal documents related to vehicle inspection.
Recently, the Ministry of Transport has focused on reviewing and promoting decentralization and delegation of authority in state management of vehicle inspection (illustrative image).
Accordingly, the Ministry of Transport is focusing on reviewing obstacles and difficulties related to investment, production, and business in the regulations on vehicle inspection; and reviewing and promoting decentralization and delegation of authority in state management of vehicle inspection.
Continue to review, reduce, and simplify administrative procedures under the management of the Vietnam Register, regulations on business conditions, and specialized inspection management procedures, in order to submit them to competent authorities for amendment, supplementation, and promulgation.
To date, the Ministry of Transport has reviewed, researched, and advised the Government to issue 3 Decrees and 19 Circulars (6 Circulars on vehicle inspection for road motor vehicles, 5 Circulars on inspection for inland waterway vessels and seagoing ships, 2 Circulars on inspection for railway vehicles, and 6 Circulars promulgating national technical standards). In addition, it is continuing to review and finalize 21 Circulars related to vehicle inspection work.
This is a period where the volume of legal documents related to vehicle inspection and registration being reviewed and refined is very large and complex; many policies have a significant impact on people, businesses, and society, especially in the field of motor vehicle inspection and inland waterway vessel registration.
"The timely issuance of the aforementioned legal documents has, on the one hand, created favorable conditions for the production and business activities of people and enterprises, and has been recognized and highly appreciated by society. On the other hand, it has also contributed significantly to improving the capacity and efficiency of state management in the field of vehicle registration in particular, and transportation in general," the Ministry of Transport emphasized.
To implement the 2024 Law on Road Traffic Order and Safety, the Ministry of Transport is focusing on and urgently developing detailed regulations for the Law, including a Decree regulating the business of motor vehicle inspection services and the service life of motor vehicles; a Decision of the Prime Minister on the roadmap for applying emission standards to imported and domestically manufactured and assembled motor vehicles; and 7 related Circulars.

According to the Ministry of Transport, vehicle inspection is a very important public service, ensuring the safety of vehicles and the lives of citizens, requiring technology, expertise, and professional qualifications, and is the responsibility of the State.
Therefore, while addressing and resolving the weaknesses of state management agencies, the best solutions must be found that do not affect the rights and interests of the people.
On March 8, 2023, at a meeting to hear reports on vehicle inspection and solutions to overcome difficulties and obstacles in the current situation, Deputy Prime Minister Tran Hong Ha directed the Ministry of Transport to take the lead in coordinating with the Ministry of Public Security to consider separating the management and public service activities of inspection centers in the long term.
Following the direction of Deputy Prime Minister Tran Hong Ha, on May 19, 2023, the Ministry of Transport submitted a report and proposal requesting permission to develop a project on "Innovating State Management in the Field of Vehicle Inspection".
To further implement the separation of state management functions from the provision of public services in the field of vehicle inspection as a basis for improving the functions, tasks, and organizational model of the Vietnam Registering and Inspection Agency, the Party Committee of the Ministry of Transport and the Ministry of Transport have issued a directive requesting the Vietnam Registering and Inspection Agency to implement it.
The focus is on: Clearly defining the roles, functions, and responsibilities of state management in vehicle inspection and the functions of organizing and providing vehicle inspection services at agencies under the Department; amending, supplementing, and issuing, within its authority, decisions regulating the functions, tasks, powers, and organizational structure of agencies under the Department to ensure the separation of state management functions from the provision of public services in the field of vehicle inspection.
Recently, the Ministry of Transport has been decisively and focusedly directing the Vietnam Register to research, incorporate feedback, and finalize the Project.
To date, the Vietnam Register has completed and submitted document No. 3198/TTr-ĐKVN dated September 9, 2024 to the Ministry of Transport regarding the restructuring and reorganization of advisory and support organizations and affiliated units, separating the functions of state management and public service provision of the Vietnam Register. Currently, the Ministry of Transport is continuing to direct the Vietnam Register to finalize the plan for consideration and decision.
According to an investigation by reporters from Giao Thong Newspaper, the Vietnam Register currently has 13 advisory and support organizations for the Director and 37 subordinate units. The Department's financial management mechanism is based on the model of a wholly state-owned limited liability company, with subordinate units accounting as dependents of the Department.
Under this mechanism, several advisory and support departments of the Director General simultaneously carry out state management work and provide vehicle inspection services. Meanwhile, subordinate units (sub-departments, inspection centers) also conduct inspections of transport vehicles and offshore structures. All activities, personnel, and finances of the subordinate units are dependent on the Vietnam Register.
