In recent times, administrative reform (AR) work in the province has always been focused on by the Party Committee of the Provincial People's Committee and the Provincial People's Committee, leading, directing and implementing with many synchronous and effective solutions, creating positive changes in the operation of the administrative apparatus, especially the service of administrative agencies to people and organizations.
To concretize the Party's policies, especially the Resolution of the Provincial Party Congress for the 2015-2020 term and the 2020-2025 term, on the basis of the Government's Overall Program on State Administrative Reform for the 2011-2020 and 2021-2030 periods, the Provincial People's Committee's Party Committee has advised and proposed the Provincial Party Committee to issue Resolution No. 08-NQ/TU dated September 23, 2016 on promoting administrative reform, focusing on administrative procedures (TTHC) and improving the quality of cadres, civil servants, public employees, heads of agencies and units for the 2016-2020 period and Resolution No. 17-NQ/TU dated September 15, 2021 on promoting administrative reform, focusing on modernizing the administration, aiming to build a digital government, reform administrative procedures, improve the quality and responsibility of cadres, civil servants, public employees, especially those in charge of agencies and units. heads of agencies and units, associated with strengthening discipline and administrative discipline in the period of 2021-2025, and at the same time directing the Provincial People's Committee to issue plans to implement the resolution throughout the province's political system.
Every year, the Party Committee of the Provincial People's Committee directs the Provincial People's Committee to advise on the issuance of the Plan for implementing administrative reform in all areas, focusing on the tasks, objectives, responsibilities and implementation time for sectors and levels; issue documents to guide and urge the implementation to fully implement the contents and tasks of the Overall Program for Administrative Reform. At the same time, proactively deploy tasks and solutions for administrative reform in a more synchronous, comprehensive and effective manner; focus on leading and directing breakthrough solutions in administrative reform. Accordingly, agencies and units also actively research and have solutions to innovate working methods, increase the application of information technology, and be determined in digital transformation to improve labor productivity, operational efficiency of State agencies and especially improve the quality of service to the people.

In recent years, the administrative reform work in the province has had many positive changes and achieved positive results, contributing to promoting the socio-economic development of the province. The quality of promulgating legal documents has been improved, policies have been issued in accordance with the provisions of law and in accordance with the actual situation of the province. The standardization of the content of administrative procedure announcement has been implemented promptly and with quality. The time for handling administrative procedures has been significantly reduced, and the dossier components have been simplified. The "one-stop" and "one-stop" mechanisms have been increasingly effective and effective. The application of information technology in administrative reform work has been increasingly improved, ensuring unity, synchronization, simplicity, transparency and publicity. Along with that, the organization of the state administrative apparatus has been reviewed and arranged in a streamlined, effective and efficient direction. Decentralization of management according to the province's policy has been well implemented, creating favorable conditions for building a modern, transparent and effective administration. The number and structure of cadres, civil servants and public employees have gradually become reasonable, with professional qualifications improved, meeting the standards of civil servant ranks and professional titles of public employees. Recruitment and settlement of policies for cadres, civil servants and public employees have been carried out promptly and in accordance with regulations. Information technology has been strongly applied in state management, implemented synchronously from the provincial, district to commune levels. The province's electronic information portal has been well implemented in updating information on the direction and administration of provincial leaders; providing useful information to serve people and businesses. Well implemented in organizing dialogues, contacts and exchanges between leaders of Party committees and authorities and the people; listening to people's opinions, suggestions and comments; improving the quality of accountability of authorities at all levels to the people. With the close leadership and direction of the Party Committee of the Provincial People's Committee, the drastic participation of the entire political system in promptly recognizing and assessing the existing shortcomings and limitations of administrative reform, administrative reform in the province has had positive changes. The province's 2022 PAR Index ranked 31/63 provinces and cities, up 29 places compared to 2021.
Continuing to create a strong shift in administrative reform, in the coming time, the Party Committee of the Provincial People's Committee will strengthen the leadership of the Provincial People's Committee to direct all levels of government and sectors to synchronously implement tasks on administrative reform. In particular, focusing on implementing well the propaganda, dissemination and implementation of the Central and provincial directives on this work. Continuing to build a team of cadres, civil servants and public employees, especially heads of agencies and units with sufficient political qualities, capacity and professional qualifications, sense of responsibility, meeting the requirements of serving the people, organizations, businesses and the development of the province. Innovating and arranging the organizational structure of administrative agencies and public service units to be streamlined, operating effectively and efficiently. Along with that, strongly reforming administrative procedures related to people and businesses, especially administrative procedures under the authority of settlement between sectors and levels in the direction of transparency, compactness and simplicity; The “one-stop” and “one-stop” mechanisms are implemented synchronously, consistently, qualitatively and effectively; ensuring the satisfaction of individuals, organizations and enterprises with the services of state administrative agencies reaches over 90%; striving to improve the rankings of provincial competitiveness indexes (PCI); public administration and governance efficiency (PAPI); administrative reform (PAR INDEX); and satisfaction of people and organizations with the services of state administrative agencies (SIPAS).
