Synchronously deploy information systems to serve the new government model

On the afternoon of June 24, Deputy Prime Minister Nguyen Chi Dung chaired an online meeting with ministries, branches and localities on implementing solutions to review, evaluate, upgrade and develop information systems to serve direction, administration and serve people and businesses to meet the requirements of arranging administrative units according to the new model.

According to the report of the Ministry of Science and Technology , to date, 59 tasks have been completed out of a total of 86 tasks implemented under Resolution No. 71/NQ-CP of the Government. However, there are still 5 overdue tasks and 22 tasks within the implementation period, some tasks are at risk of being behind schedule if not focused on and directed strongly.

The Ministry also pointed out a number of bottlenecks related to institutions, data, infrastructure of science and technology enterprises, innovation, digital transformation, and human resources; and at the same time, proposed recommendations and solutions to overcome them in the coming time.

Regarding the plan to deploy 5 national information systems (Administrative Procedure System, Executive Documents, LGSP, Reports, Online Meetings): Complete system adjustment on June 27; implement network transfer and trial operation on June 28-29, 2025; officially operate from June 30. On June 23, 2025, localities issue detailed plans for each work content, send to the Standing Committee of the Steering Committee for monitoring, urging, and supporting implementation.

Regarding the implementation of Plan No. 02 of the Central Steering Committee on science and technology development, innovation and digital transformation, the Ministry of Public Security has completed the decentralization of 51 administrative procedures under the jurisdiction of district-level police, expanded the authority to resolve administrative procedures, and provided online public services at commune-level police.

The Ministry of Public Security has also proactively reviewed and identified 25 online public services that can substantially implement the full data process. Of these, 21 online public services have been completed, and 4 public services are focusing on striving to complete the process.

At the meeting, representatives of ministries, branches and localities proposed and recommended solutions to focus on removing bottlenecks in infrastructure and data to ensure that the two-level local government system after the merger operates smoothly, continuously and effectively from July 1, 2025.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung highly appreciated the efforts of ministries, branches, localities and telecommunications enterprises in completing the assigned tasks in a short time with a large workload.

To ensure the effective implementation of the two-level local government model, without causing disruption to management work and serving people and businesses, the Deputy Prime Minister requested that heads of ministries, branches, localities and assigned leaders take responsibility to take drastic action, immediately implement related issues, and not be subjective or negligent.

Along with that, ensure the unity, synchronization, and continuity of the information technology system, without interrupting the provision of public services to people, businesses, and state management activities of governments at all levels before and after the reorganization of the apparatus. Have a detailed plan for each task, clearly assign tasks, and ensure "6 clear": Clear people, clear work, clear time, clear responsibility, clear product, clear authority.

Ensure funding and mobilize the participation of information technology enterprises to implement urgent and breakthrough tasks, ensuring information security. Strengthen propaganda work in many forms, create consensus, avoid confusion for people.

Localities need to unify a common software system for the entire province; announce and publicize the list of online public services on the morning of June 25, 2025. At the same time, immediately issue internal procedures to handle administrative procedures, coordinate to handle arising issues...
