Yen Bai - In response to the 2nd Vietnam Book and Reading Culture Day in 2023, the " Yen Bai Provincial E-book Library" was launched to provide people with experiences and conveniences from the Reavol platform for reading and listening to Vietnamese books in the province. A reporter from Yen Bai Newspaper had an interview with Mr. Nguyen Thuc Manh, Deputy Director of the Provincial Department of Information and Communications, regarding this matter.

PV : Could you please tell us about the current state of reading culture in Yen Bai province?

Comrade Nguyen Thuc Manh: In Yen Bai province, there are 3 local press agencies; 10 central press agencies with permanent offices located in the province; 9 communication and cultural centers in districts, towns, and cities; 173 local radio stations; 25 newsletters; 1 provincial electronic information portal with 44 member pages and over 70 electronic information pages; there is 1 main unit supplying the book market, the Joint Stock Company for Books and School Equipment, and over 50 bookstores distributing publications.

The library system is established from the provincial to the district level, with 9 district, town, and city libraries; 149 community cultural post offices ; 180 legal book collections at community cultural centers in communes, wards, villages, and hamlets; and 440 school libraries (including 174 preschools that have built friendly library corners to help children get acquainted with books; 52 primary school libraries; 189 secondary school libraries; and 25 high school libraries). The percentage of libraries meeting standards is 30%, and some primary schools have built friendly library models. 25 high school libraries are fully equipped to ensure students' reading needs are met.

It can be said that the widespread reading culture service system has adequately met the information access needs of the people through various forms such as: buying books and newspapers; reading books and newspapers at libraries, online, and through mass media.

Recognizing that developing the reading movement is crucial for raising public awareness and developing human potential, and alongside focusing on education and training, the province has paid attention to building and maintaining the reading movement in the locality since before 2014. However, due to the difficulties of a mountainous province, the reading movement has mainly been maintained through activities within the library system and schools.

In addition, the judicial sector is implementing the construction of legal libraries and book shelves at the commune, ward, agency, and unit levels; the cultural sector is launching the construction of libraries in village and neighborhood cultural centers.

PV: Could you briefly describe the "Yen Bai Provincial Electronic Book Repository"?

Comrade Nguyen Thuc Manh : "The Yen Bai Province e-book library is built on the Vietnamese reading and listening platform (Reavol). Besides the vast knowledge of humanity on the platform, there are also many valuable books written about Yen Bai. The "Yen Bai Province e-book library," launched on April 22, 2023, provides users with a convenient and cost-effective experience of reading and listening to summarized books, saving time compared to reading a physical book, while still allowing them to quickly and easily grasp all the necessary information. This model has helped develop a reading culture, a digital reading culture, with a rich collection of books, the ability to read, listen, watch videos, and freely create diverse and engaging content. The Reavol platform and the "Yen Bai Province e-book library" help connect people from all regions of the country to the culture, history, tourist destinations, and people of Yen Bai."

PV: What solutions will the Provincial Department of Information and Communications implement to provide people with experiences and benefits from the Reavol platform, the "Yen Bai Provincial E-book Library," Comrade?

Comrade Nguyen Thuc Manh : After two months of piloting the reading movement on the Reavol platform and the "Yen Bai Province Electronic Book Library," 2,687 people have joined as members of the library, 256 books have been added to the library, and many members have been very active in reading and learning knowledge on the platform. Notably, three active members have spent over 500 hours reading and listening to 207 books. Thus, it can be seen that, although in a short time, the Vietnamese reading and listening platform has created interest and attracted readers in Yen Bai.

To provide people with the experiences and benefits of the Reavol platform, the "Yen Bai Province e-book repository," the Department of Information and Communications will intensify its宣传 efforts through various channels in the coming period to raise public awareness about this platform.

Through this, proactive installation and use will help develop a reading culture, a reading culture in the digital environment with a rich library of books, the ability to read, listen, watch videos, and freely create diverse and attractive content… Organize training programs to guide people in installing and using the Reavol platform and the "Yen Bai Province E-book Library" in conjunction with the deployment of digital platforms at agencies, units, and localities; coordinate with the Department of Education and Training to deploy the platform to 100% of high schools in the province so that students can access and experience the application; promote, encourage, and motivate organizations and individuals to create, digitize, and update to enrich the "Yen Bai Province E-book Library".
