BHG - Over the years, our province has always paid special attention to the issue of saving and combating waste. On December 28, 2021, the Provincial People's Committee issued Decision No. 2808/QD-UBND on the promulgation of the overall program on practicing saving and combating waste in Ha Giang province, giai đoạn 2021-2025. To date, our province has also established a Steering Committee on preventing and combating corruption, waste, and negative phenomena. Through this, with the determination to implement synchronously and effectively the goals, tasks, and solutions for practicing saving and combating waste in all areas of life.
In an effort to make thrift and anti-waste a substantive activity, over the years, with the strong direction of the Provincial Party Committee and the Provincial People's Committee, we have achieved many results in combating corruption, waste, and negative phenomena. Every year, the province develops and promulgates a comprehensive program on practicing thrift and anti-waste. Activities related to thrift and anti-waste have spread widely throughout society; agencies and units have linked the practice of thrift and anti-waste with building a cultured workplace. In particular, at the end of this year, the Provincial Party Committee paid attention to and directed the implementation of the study and understanding of General Secretary To Lam 's article "Combating Waste," and instructed Party branches to organize thematic discussions on this meaningful article.

According to the provincial report, thanks to collective efforts in 2024, the entire province saved nearly 69.4 billion VND in administrative management expenses, including: 3.5 billion VND in stationery; over 4.2 billion VND in communication fees; over 1.3 billion VND in electricity; 720 million VND in gasoline and oil; over 9.2 billion VND in clean water; 14.1 billion VND in travel expenses; over 5.1 billion VND in conference and seminar organization costs; and 29.3 billion VND in savings on hospitality, celebrations, festivals, and anniversaries. Through expenditure control at the State Treasury, over 8.2 billion VND in payments were refused. In construction investment, over 637 billion VND in funds were saved. These figures demonstrate the province's and all levels, sectors, and localities' commitment to practicing thrift and cost reduction. From there, gradually integrate thrift and anti-corruption into the mindset and cultural norms of behavior in society.
In the current practical situation, the practice of thrift and anti-corruption is becoming increasingly important for our province, along with the rest of the country, to focus resources on implementing the revolution to streamline the political system's apparatus and many other important tasks. In the overall program on practicing thrift and anti-corruption in Ha Giang province in 2025, issued by the Provincial People's Committee on February 25, 2025, the province requires continued thorough and effective implementation of Directive No. 27-CT/TW/2023 of the Politburo on strengthening the Party's leadership over the work of practicing thrift and anti-corruption; strengthening the prevention and fight against corruption, waste, and negative phenomena; and creating more substantive changes in the awareness and actions of cadres, civil servants, employees, and the people regarding thrift and anti-corruption.
The province will continue to tighten fiscal discipline in the state budget; ensure that state budget expenditures are economical, efficient, and in accordance with the budget approved by the Provincial People's Council; thoroughly economize on recurrent expenditures and expenditures that are not truly necessary to ensure resources for disaster and disease prevention and control, supplement development investment capital, and support economic recovery; and continue to implement solutions to create sources for salary policy reform as prescribed. Through this, efforts will be made to save 10% of recurrent expenditures to create sources for salary reform as prescribed by the Central Government; and save an additional 15% of recurrent expenditures to increase development investment spending. Along with this, strict control will be exercised over the preparation, allocation, management, and use of the state budget, especially expenditures for procurement, repair, renovation, upgrading, and new construction projects, ensuring compliance with legal regulations, economy, and efficiency.
According to the provincial program, in 2025, administrative expenditure will be streamlined; the frequency and cost of organizing conferences, seminars, workshops, meetings, travel expenses, hospitality expenses, celebrations, festivals, and anniversaries will be reduced and tightened. Discipline in public investment will be tightened, and serious action will be taken against violations that hinder or delay the allocation, implementation, and disbursement of funds. Funding for overseas research and surveys will be limited. The province will also accelerate the streamlining of personnel, ensuring that the target for the 2021-2026 period is to reduce the number of cadres and civil servants by at least 5% and the number of public employees receiving salaries from the state budget by at least 10%, in accordance with the central government's policy. This will contribute to maintaining economic stability and promoting socio-economic growth in the locality.
