The Ministry of Culture, Sports and Tourism has just issued Circular No. 05/2023/TT-BVHTTDL stipulating criteria for film classification and displaying film classification and warning levels. This Circular takes effect from May 20.

Circular based on the 2022 Cinema Law and Decree No. 01/2023/ND-CP, and at the request of the Director of the Cinema Department.

Accordingly, the film classification levels include 6 types. They are: P (films popular to all ages), K (under 13 years old watching with parents, guardians), T13 (13 years old and above), T16 (16 years old and above), T18 (18 years old and above) and C (films not allowed to be distributed).

There are 7 criteria for classifying movies, including: theme, content; violence; nudity, sex; drugs, stimulants; horror; vulgar language; dangerous behavior, easy to imitate.

Film classification is based on the following general principles: Protection of children and other vulnerable groups from inappropriate or potentially harmful content; Based on the presentation, specific situations and contexts, interactivity, frequency, duration, level of detail of images, sound, lighting, dialogue and the impact of the film on the viewer; In which the importance of context and the impact on the viewer are priority factors in film classification...

The Circular also stipulates that films must display their film classification level during dissemination, except for P-class films.

The display of film ratings must ensure that information about the film rating and warning content is provided in sufficient time for viewers to receive the information.

The circular states that the film classification level must be displayed in the upper left or right corner of the screen during the film's distribution, ensuring that it does not overlap with the service icon or other icons.

For films distributed in cinemas; at the headquarters of foreign diplomatic agencies and cultural establishments established in Vietnam; films distributed on public transport and other audiovisual media: Display warning content in writing or speech before starting to distribute the film; the warning display position is immediately below the film classification level symbol.

For films disseminated on television and in cyberspace, display warning content in writing or speech no later than 3 seconds immediately after the film begins to be disseminated; the warning display position is immediately below the film classification level icon; display up to 3 times during the film dissemination process for films with a duration of 20 minutes or more.
