Criteria for awarding the titles "People's Artist" and "Meritorious Artist"

In particular, Decree No. 61/2024/ND-CP clearly stipulates the criteria for considering the awarding of the titles "People's Artist" and "Meritorious Artist".

Criteria for awarding the title "People's Artist"

According to regulations, the title "People's Artist" is awarded to individuals who meet the following criteria:

Loyal to the Fatherland; comply with the Party's guidelines, policies and laws of the State; regulations, rules and regulations of agencies, organizations and localities.

Having good moral qualities, being exemplary in life, devoted to the profession; having outstanding artistic talent for the honored cultural and artistic genre, industry, and profession; having professional prestige; having many contributions to the Vietnamese revolutionary cause, recognized and admired by colleagues and people.

Have continuous or cumulative working time in the field of professional culture and arts for 20 years or more, or 15 years or more in the field of circus and dance.

Having been awarded the title of "Meritorious Artist", then continuing to meet one of the following criteria: Having at least 2 national Gold Awards, of which 1 national Gold Award is an individual. Domestic Gold Awards of individuals or of films, programs, plays, and performances are converted to calculate achievements for individuals according to the provisions in Appendix II attached to this Decree.

International awards of individuals or of films, programs, plays, and performances shall be considered by the specialized agency for cultural and artistic activities of the Ministry of Culture, Sports and Tourism, with a written conversion to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

In case there is no national Gold Award for an individual, there must be at least 3 national Gold Awards converted to individuals according to the provisions in Appendix II attached to this Decree. Domestic Gold Awards of individuals or of films, programs, plays, and performances are converted to calculate achievements for individuals according to the provisions in Appendix II attached to this Decree.

International awards of individuals or of films, programs, plays, and performances shall be considered by the specialized agency of culture and arts of the Ministry of Culture, Sports and Tourism , with a conversion document to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

There are at least 2 National Gold Awards for musical works or photographic works. Domestic Gold Awards for musical works or photographic works are converted according to the ratio specified in Appendix II attached to this Decree.

International awards for musical works or photographic works are considered by the specialized agency of culture and arts of the Ministry of Culture, Sports and Tourism, with a conversion document to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

Having outstanding contributions and outstanding artistic talents, not meeting the criteria specified in Point a or Point b above but discussed and agreed by Councils at all levels to submit to the Prime Minister for consideration and decision in one of the following specific cases:

Individuals who are elderly as prescribed in Article 2 of the Law on the Elderly; have an additional 10 years of professional artistic activities compared to the provisions in Clause 3, Article 7 of this Decree; have many outstanding contributions in the honored art form, industry, and profession, especially during the years of resistance war for national salvation.

Individuals whose professional artistic activities have been extended by 10 years compared to the provisions of Clause 3, Article 7 of this Decree; have made many outstanding contributions in the honored art form, industry, and profession; are still actively participating in professional artistic performance activities, serving political tasks at the provincial, municipal, ministerial, and national levels.

Individuals whose professional artistic activities have been extended by 10 years compared to the provisions of Clause 3, Article 7 of this Decree; have made many outstanding contributions in the honored art form, industry, and profession; and are currently actively participating in professional performing arts activities in the genres of chamber symphony, ballet, and musical theater.

Individuals who are teachers and lecturers of professional cultural and artistic training schools; directly trained 3 students who won Gold prizes at national and international art competitions (International awards for students are considered by the professional agency of the Ministry of Culture, Sports and Tourism, with written confirmation as a basis for calculating achievements for teachers and lecturers), are still actively participating in professional performing arts activities and have many outstanding contributions in the honored art form, industry, or profession or have an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 7 of this Decree, have many outstanding contributions in the honored art form, industry, or profession, are still actively participating in professional performing arts activities, serving political tasks at the provincial, municipal, ministerial, and national levels.

Criteria for awarding the title "Meritorious Artist"

The title "Meritorious Artist" is awarded to individuals who meet the following criteria:

Loyal to the Fatherland; comply with the Party's guidelines, policies and laws of the State; regulations, rules and regulations of agencies, organizations and localities.

Having good moral qualities, being exemplary in life, dedicated to the profession; having outstanding artistic talent in the honored cultural and artistic genre, industry, profession; having professional prestige; having the spirit of serving the people, being recognized and admired by colleagues and the people.

Have continuous or cumulative working time in the field of professional culture and arts for 15 years or more, or 10 years or more in the field of circus and dance.

Meet one of the following criteria: Have at least 2 national Gold Awards, of which 1 national Gold Award is an individual. International awards of individuals or of films, programs, plays, or performances are considered by the specialized agency for cultural and artistic activities of the Ministry of Culture, Sports and Tourism, with a conversion document to serve as a basis for calculating achievements for individuals according to the provisions of Appendix II attached to this Decree.

There is at least 1 national Gold prize and 2 national Silver prizes, of which the national Gold prize is an individual's.

Domestic Gold Awards of individuals or films, programs, plays, and performances are converted to calculate achievements for individuals according to the provisions in Appendix II attached to this Decree.

International awards of individuals or of films, programs, plays, and performances shall be considered by the specialized agency for cultural and artistic activities of the Ministry of Culture, Sports and Tourism, with a written conversion to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

The conversion rate of the National Silver Award for an individual or for a film, program, play, or performance is calculated as the conversion rate of the National Gold Award.

In case there is no national Gold prize for an individual, there must be at least 3 national Gold prizes converted to individuals according to the provisions in Appendix II attached to this Decree.

Domestic Gold Awards of individuals or films, programs, plays, and performances are converted to calculate achievements for individuals according to the provisions in Appendix II attached to this Decree.

International awards of individuals or of films, programs, plays, and performances shall be considered by the specialized agency for cultural and artistic activities of the Ministry of Culture, Sports and Tourism, with a written conversion to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

Have at least 2 National Gold Awards for music or photography works.

Domestic Gold Prizes for musical works or photographic works are converted according to the rate specified in Appendix II attached to this Decree.

International awards for musical works or photographic works are considered by the specialized agency of culture and arts of the Ministry of Culture, Sports and Tourism, with a conversion document to serve as a basis for calculating achievements for individuals according to the provisions in Appendix II attached to this Decree.

Having outstanding contributions and excellent artistic talent, not meeting the criteria specified in point a or point b or point c above but discussed and agreed by the Councils at all levels to submit to the Prime Minister for consideration and decision in one of the following specific cases:

Individuals whose professional artistic activities are 10 years longer than those specified in Clause 3, Article 8 of this Decree; have made many outstanding contributions in the honored art form, industry, and profession; are currently actively participating in professional performing arts activities in the genres of chamber symphony, ballet, and musical theater.

Individuals are teachers and lecturers of professional cultural and artistic training schools; Direct training of 3 students, including at least 2 students who won Gold prizes and 1 student who won Silver prizes at national and international art competitions (International awards for students are considered by the professional agency of the Ministry of Culture, Sports and Tourism, with written confirmation to serve as a basis for calculating achievements for teachers and lecturers), currently actively participating in professional performing arts activities and having many outstanding contributions in the honored art form, industry, or profession or having an additional 10 years of professional artistic activity compared to the provisions of Clause 3, Article 8 of this Decree, having many outstanding contributions in the honored art form, industry, or profession, currently actively participating in professional performing arts activities, serving political tasks at the provincial, municipal, ministerial, and national levels.
