Eastern Coastal Sub-region of Mekong Delta: Linking for sustainable development

In 2023, the provinces in the Eastern Coastal Sub-region (hereinafter referred to as the Sub-region) of the Mekong Delta (MD), including Tien Giang, Ben Tre , Vinh Long and Tra Vinh, actively implemented the signed cooperation contents and achieved many positive results. In 2024, the provinces will focus on implementing many key cooperation contents in various fields.

COOPERATION IN MANY FIELDS

According to the Steering Committee of the Sub-regional Linkage Project, in 2023, the People's Committees of the provinces in the Sub-region will continue to implement the linkage contents according to the Memorandum of Understanding. In particular, the localities have focused on linking in the work of establishing and implementing the Provincial Planning; linking in developing infrastructure, especially transport and irrigation infrastructure; promoting investment, trade and tourism ; building common programs and projects of the Sub-region.

In 2023, the provinces in the Sub-region closely coordinated in reviewing, exchanging, and commenting on related contents in the process of formulating the Provincial Planning for the period 2021 - 2030, with a vision to 2050 for each province in accordance with the development orientation of the Mekong Delta region.

Up to now, the Provincial Planning for the period 2021 - 2030, with a vision to 2050 of the 4 provinces in the Sub-region has been approved by the Prime Minister and announced according to regulations. The provinces in the Sub-region have strengthened their links and cooperation with Ho Chi Minh City.

Specifically, the Plan for implementing the Memorandum of Understanding on socio-economic development cooperation between Ho Chi Minh City and the provinces and cities of the Mekong Delta until 2025 in many fields has been issued.

In 2023, the 4 provinces of the Sub-region attracted 42 projects, including 31 domestic investment projects and 11 foreign projects. Typically, the 2 provinces of Tien Giang and Ben Tre coordinated to support investors in implementing the Dong Tam Water Plant Raw Water Pumping Station Project and the transmission pipeline system, with a total investment of about 1,100 billion VND.

The project aims to provide raw water for clean water factories, ensuring adequate surface water supply for production and daily life, overcoming the saline water situation in the provinces of Long An, Tien Giang, and Ben Tre.

At the conference to evaluate the results of sustainable development linkage of the Sub-region in 2023 and the direction for 2024, the 4 provinces in the Sub-region agreed to continue implementing the linkage contents according to the Memorandum of Understanding, the tasks and solutions in the Plan of the Steering Committee of the Sub-regional Linkage Project.

The provinces in the Sub-region continue to coordinate to propose linkage contents and develop a linkage plan for 2024. In particular, focusing on implementing the Provincial Planning, planning to implement tasks related to the Provincial Planning for the period 2021 - 2030, with a vision to 2050 of the 4 provinces.

At the same time, develop inter-provincial and inter-district infrastructure between provinces; adapt to climate change; operate and exploit irrigation works; fields and activities related to tourism, investment promotion, trade, etc.

Provinces in the Sub-region focus on completing a synchronous, modern and advanced technical infrastructure system, especially transport infrastructure and regional connectivity projects; regularly coordinate with investors and central agencies to urge and accelerate the progress of investment projects in the area such as: My Thuan 2 Bridge, Rach Mieu 2 Bridge, Co Chien 2 Bridge, Dinh Khao Bridge, Coastal Road Project (connecting Tien Giang, Ben Tre and Tra Vinh provinces).

Also in 2023, the provinces in the Sub-region will coordinate to build an economic model suitable to natural conditions; large-scale, diverse and modern production of goods associated with the consumer market. Specifically, the Department of Agriculture and Rural Development (DARD) of Tien Giang province chaired and coordinated with the DARDs of the provinces and the Expert Group of the Mekong Delta Climate Change Adaptation Project to have a working session, exchanging proposals for joint support activities in the development of the coconut industry.

The provinces also build clam raw material areas; exchange, learn, share experiences and orient sustainable agricultural and rural development... One of the important contents is to coordinate and share information, connect jobs between provinces; maintain political security, social order and safety...

PROACTIVE COOPERATION, LINKING AND SHARING INFORMATION

According to Vice Chairman of Ben Tre Provincial People's Committee Nguyen Minh Canh, in his role as Head of the Project's Executive Board in 2024, Ben Tre province will strive to maintain and promote the results achieved according to the Plan for implementing the Sub-regional Sustainable Development Linkage Project in 2023.

At the same time, continue to effectively implement unfinished and unfinished activities. Ben Tre will strive with the three provinces to bring the Sub-regional linkage activities into reality, quality, efficiency, and have specific work products.

In order to contribute to maximizing the potential and advantages of each locality in the Sub-region, and realizing the signed goals and contents, comrade Nguyen Minh Canh hopes that the 4 provinces in the Sub-region will further connect and tighten their connection and linkage activities.

This is to ensure that all achieve the desired results, helping the Sub-region become a sustainable development area, attracting many investors to come and learn and develop here.

Speaking at the Conference to evaluate the results of sustainable development linkage in the Sub-region in 2023 and orientations for 2024 on the afternoon of April 12, Chairman of Tien Giang Provincial People's Committee Nguyen Van Vinh said that in 2024, the provinces in the Sub-region will continue to coordinate cooperation in all fields, focusing on key areas such as: Coastal road connecting Tien Giang, Ben Tre and Tra Vinh provinces; investment promotion; building a plan to organize the implementation of the Provincial Planning; linking to call for investment, product consumption, etc.

In 2024, the provinces agreed to continue implementing the signed linkage content to ensure better efficiency and overcome 4 limitations. Specialized departments and branches of the provinces in the Sub-region proactively coordinate, link and share information to advise the People's Committees of the provinces for implementation.

The provinces in the Sub-region need to unify the proposed contents with the central ministries, branches and the Mekong Delta Coordination Council related to the 4 provinces, including the Mekong Delta. The projects in the linkage plan must continue to be implemented; in which Tien Giang wishes to have a common project of a saline prevention sluice on the Ham Luong River to store fresh water for the provinces in the Sub-region and the Mekong Delta.
