According to the 2018 GeneralEducation Program, computer science is a compulsory subject in general schools, starting from grade 3. So what subject, what program do students in grades 1 and 2 in Ho Chi Minh City study in international computer science? What is the tuition fee for this subject? That is the concern of many parents.

Ms. Hoang Trang, a parent of a first-grade student at a primary school in Hoc Mon District, Ho Chi Minh City, said that the teacher had distributed a form expressing opinions on the expected collection levels in the school for the 2023-2024 school year. Among them, there was a fee of 100,000 VND/student/month for organizing "international computer science" classes.

Meanwhile, Ms. Van, a parent whose child is in grade 1 at a public primary school in District 1, Ho Chi Minh City, said that at the beginning of the school year, the teacher asked the parents of the whole class if they agreed to let their children study international informatics because this is a voluntary subject. Her child's class all registered, so the whole class had this subject in the timetable.

According to the feedback form on the fees that the teacher sent to the parents at the recent parent meeting, it clearly stated that the fee for organizing "international computer science" classes is 90,000 VND/month/student.

A teacher at a primary school in Ho Chi Minh City said that the international informatics subject is organized according to the Project "Improving capacity, knowledge, and skills in applying informatics for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030".

Resolution 04/2023/NQ-HDND of the Ho Chi Minh City People's Council, effective from July 22, 2023, clearly stipulates 26 fees that are allowed to be collected in public schools in Ho Chi Minh City in the 2023-2024 school year. Among them is the "Fee for organizing classes under the Project 'Improving capacity, knowledge, and skills in applying information technology for high school students in Ho Chi Minh City according to international standards, period 2021-2030'".

In both regions 1 and 2, the maximum fee for this item is 150,000 VND/student/month for primary school; 180,000 VND/student/month for secondary school and 120,000 VND/student/month for high school.

What is the international computer program like?

The project "Improving capacity, knowledge and skills in applying information technology for high school students in Ho Chi Minh City towards international standards for the period 2021 - 2030" (referred to as the Project) was approved with Decision No. 762/QD-UBND dated March 8, 2021 of the Ho Chi Minh City People's Committee.

Section 4.1 of the Project clearly states: "In parallel with the implementation of teaching informatics according to the current program and according to the roadmap of the new General Education Program issued by the Ministry of Education and Training in Circular No. 32/2018/TT-BGDDT dated December 26, 2018, the education and training sector continues to research and expand the implementation of informatics programs according to international standards, encouraging the introduction of many programs according to diverse international standards into high schools to meet the learning needs of students. In the current period, programs are introduced into high schools to encourage students to achieve international certificates of Certiport and ICDL".

The international computer program according to Certiport standards at the primary level includes : Organizing enhanced computer teaching so that students are guided in using the following documents: Computer practice - with IC3 Spark, IC3 Spark - Basic computer (grade 3), IC3 Spark - Key applications (grade 4), IC3 Spark - Online life (grade 5) and GMetrix IC3 Spark review software; to help students achieve IC3 Spark certification.

The International Information Technology Program according to ICDL standards at primary level includes: Organizing teaching content: Getting acquainted with the digital world (grade 3); Getting acquainted with computer applications (grade 4); Getting acquainted with online networks (grade 5) to help students achieve the ICDL "Digital explorer" certificate.

The decision of the Ho Chi Minh City People's Committee emphasized: "The development and implementation of the Project 'Improving capacity, knowledge and skills in applying information technology for high school students in Ho Chi Minh City according to international standards, period 2021 - 2030', contributing to improving the quality of human resources, meeting the requirements of integration, the 4.0 industrial revolution, realizing the goal of the Resolution of the 10th City Party Congress 'Building Ho Chi Minh City into a learning city, a high-quality education and training center of the country and Southeast Asia. Building high-quality human resources to meet the requirements of development and international integration' and contributing to building 'Ho Chi Minh City into a smart city' is extremely necessary".

Target from 2023 to 2025

  • For advanced and integrated schools: 100% of students study and 50% achieve international IT certificates.
  • For other high schools: meet 50% of student needs and 30% of students achieve international IT certificates.
  • About the teaching staff: 100% of IT teachers are standardized to meet the requirements of teaching international IT programs according to grade level.
  • Regarding facilities: Continue to invest in upgrading, ensuring that 100% of public schools have computer labs and 80% have sufficient quantity, quality and configuration of computers to meet teaching requirements according to international standard programs.
